1. Ref. PWS paragraph 6.2: With the elimination of the previous "Appendix A, Estimated Fleet Service Usage", has this workload been replaced by "Line 15 - Lavatory Service-LAV" and "Line 16-Remain Overnight Service-RON" of the Amendment 0004, Appendix A, "Aircraft Maintenance Functions Historical Workload" ?

No; the previous Appendix A was “Estimated Fleet Service Usage”. The current Appendix A is “Aircraft Maintenance Functions Historical Work Load”.

2. Ref. Amendment 0004, Appendix A: If "Line 16-Remain Overnight Service-RON" is the new source for Fleet Service Workload, what is the breakdown of Pre-fleet, De-fleet, Partial Pre-fleet and Partial De-fleet?

The current contract does not include fleet services; therefore, there is no historical data on these services.

3. Ref. Amendment 0004, Appendix A: Please validate the period for the workload found in the referenced Appendix. The Lavatory service quantities shown appear to be an annual quantity, however, the Remain Overnight Service quantities appear to be monthly. Please clarify.

They are both Annual amounts.

4. Ref. C-5 Bid Schedule: The schedule provided with Amendment 0004 does not appear to have been revised. Additionally, the CLINs do not appear to align with the revised workload and the performance items listed in the Appendix A provided with Amendment 0004. Please confirm that offerors are to use the attachment included in Amendment 0004 titled "C-5 Bid Schedule".

Solicitation has been amended; please see Amendment 0005 and Instructions to offerors on the FBO notice.

5. There was no conformed solicitation, SF 1449, Schedule B, etc. issued with Amendment 0004. Please confirm that offerors are to only submit the "C-5 Bid Schedule" (Excel spreadsheet) in lieu of a Section B (Bid Schedule).

Solicitation has been amended; please see Amendment 0005 and Instructions to offerors on the FBO notice.

6. What company is performing lavatory services for this requirement?

The incumbent contractor fulfilling the current lavatory services is Starlight Corporation.

7. How many vehicles are required for this effort (F150)?

In accordance with the PWS para. 1.1, the contractor shall furnish all equipment and other items necessary to provide the services. The government does not specify items or quantities required.

8. Will the govt provide vehicles?

The government will not provide any vehicles for this requirement.

9. Will the government provide potable water?

All drinking ice water will come from the flight kitchen; see PWS para. 3.3.

10. Will the government provide hoses or materials to wash the C-5?

The current hoses are government property however the government will not provide replacements as they become unserviceable.

11. Will the government provide the follow me sign?

The contractor does not operate the follow me truck.

12. Ref. PWS 3.3 "Task 3 - Delivery of Potable Water to Flight Line Area";

a) Does this count as a Partial Pre-Fleet for each aircraft the Igloos are delivered to the front of, twice per day?

See revised PWS, para. 3.3

b) Please clarify how the contractor is to invoice for this part of the requirement.

See CLIN 0027 in the revised Bid Schedule.

13. Ref. PWS 3.3 "Task 3 - Delivery of Potable Water to Flight Line Area"; presumably, the contractor will be expected to pick-up the empties as well.

a) What is the expected pick-up time for the Igloos dropped off for the 4:00 - 4:30 delivery?

See revised PWS para. 3.3

b) Does the Flight Kitchen have sufficient Igloos to avoid having to pick-up the morning empties prior to second delivery?

Yes.

14. Ref. PWS 4.2.1 "Services:" States that the Contractor will be required to store the soiled blankets and pillow cases in the chemical storage shed.

a) Will the contractor also be required to store and handle linens deemed as "Medical/Biohazard" i.e. with blood stains or other possible bodily fluids? In light of the current Ebola situation, this greatly changes the appropriate PPE protocols.

No.

b) Is the contractor required to store and inventory the clean blankets and pillow cases as well?

Yes; see PWS para 4.2.4
