C-5 Question and Answer
1. Ref. PWS 1.1. “The Contractor shall provide non-personal services for Aircraft Wash, Fleet, De-fleet, Lavatory and Aircraft maintenance equipment wash services limited to all assigned, transit, and visiting aircraft to the 433d Airlift Wing (AW) and excludes all other aircraft (transient or otherwise) not assigned, visiting, or supporting the mission of the 433 AW. The contractor shall furnish all personnel, equipment, tools, materials, supervision and other items necessary to perform Services on C-5, C-17, C- 130, KC-135, KC-10 or any transient aircraft supporting or visiting 433 AW, unless noted elsewhere in the contract.” Please clarify whether the contractor will be required to perform aircraft wash, lubrication and lavatory services on aircraft other than C-5? This would entail an extremely wide range of technical capabilities and specialized equipment that would be difficult for a contractor to be prepared for without a volume projection?
A: The wash will be the C-5 only. Transient aircrafts will need fleet services and lavatory services will be performed on all aircrafts.
2. Ref PWS 2.4.3 & 4.3. Will the Government be providing post-wash lubrication training? Is 1 wash sufficient for this, or will the contractor be required to achieve an acceptable proficiency (i.e. Level 5/7).
A: Our training is based on the TO and the contractor should have at least one person that is capable of learning this after being shown by following the technical order that explains this. See PWS
2.4.2.1 for additional information on training. The Government reserves the right to participate with the contractor on exercises in cleaning the C-5.
3. Ref. PWS 3.1.1.1.1 & 3.1.1.1.1(a) & 3.1.1.1.5. The PWS states that the contractor will be notified 2 hours before departure, and required to deliver beverages and meals (Including water igloos), but is afforded 2 hours for the partial pre-fleet, which would still require water igloos for the crew compartment. Please clarify the apparent contradiction.
A: All Pre-fleet services are based on the flying schedule but the Aircraft tail number can change up to 2 hours prior to flight this is why there is a two hour window.
4. Ref. PWS 3.1.2.1 & 3.1.2.1.4(b). PWS states that contractor is to accomplish de-fleet service within 1 hr of landing. It then states that the contractor is to accomplish partial de-fleet service within 2 hrs of tasking. Please clarify the apparent discrepancy in allowable time. Is the contractor to directly monitor aircraft landing time and assume a defleet service is required, or await tasking through channels (MOCC, AF349)?
A: The contractor is notified one hour before the aircraft lands. After landing, the contractor has a 2 hour time frame to complete the required tasking.
5. Ref. 3.1.2.1.2 (a). Where is the “Secured foreign garbage cage” located? Is the Government able to take possession of international waste on a 24/7/365 basis, or will the contractor be required to store on a temporary basis?
A: The international waste storage container is near the Flight kitchen and can receive the waste during runway operations. The contractor will not be required to to temporarily store the waste.
6. Ref. PWS 3.2.1.20 – 3.2.1.23 and Appendix B & CLIN’s X0008. Although the PWS makes a distinction between Single, 2 and 3-pack aircraft seats to be cleaned, the historical workload data does not. What is the approximate distribution of required services, given that they may require 1X, 2X or 3X the required effort?
A: This CLIN has been established for seats that require refurbishment.
7. Ref. PWS 3.2.1.26. Does the 433rd opt to perform cross-kneeling of the main landing gear to facilitate lubrication of the kneeling ball screws? The importance here is, if "Yes," then 1 Gov. technician will not be sufficient to perform kneeling and operate the hydraulic system. If "No," then the service is more time-consuming for the contractor, and we would like to take this into account.
A: During the kneeling the government will provide extra technicians for this function as required
8. Ref. PWS 3.4, Tech. Exhibit 1. The Performance Objective titled, “Sanitize and inspect Air Transportable Galley/Lavatory,” references paragraphs 3.1.1 thru 3.1.2.1.4, which pertain specifically to fleet and de-fleet, excluding lavatory services. We also interpret the title to mean Comfort Pallets, which are not referenced elsewhere in the PWS. Please clarify.
A: On the C-5 the Galley is built into the aircraft and therefor there is no comfort pallet. The ovens and other items must be cleaned on the aircraft the oven racks can be removed for cleaning.
9. Ref. PWS 3.4, Tech. Exhibit 1. Pending response to the above, the Performance Objective titled “Sanitize equipment IAW FDA food Code(s),” and references paragraphs 3.1.1 thru 3.1.2.1.4 and 5.3.8 appears to have the same intent as the previous item. Section 5.3.8 defers the responsibility for sanitization of igloos and coffee pots to the Flight Kitchen, making it inappropriate as a performance objective. Please clarify.
A: these items are removed from the Aircraft and taken to the flight kitchen for cleaning. PWS
3.1.2.1 states that the actual galley shall be cleaned by the contractor and it is also covered in AMCI 24- 101.
10. Ref. PWS 4.2.1. Is the contractor required to store clean and soiled pillow cases and blankets? Is the contractor required to coordinate and be available for pick-up/delivery with the Government’s chosen linen cleaning service provider?
A: The Government will coordinate pick up/delivery from the contractor site of performance which is responsible for the transfer of the cleaning service.
11. Ref. PWS 4.3. Will the Government be providing OSHA compliant high-lift training to accomplish cleaning of the T-tail in accordance with 1C-5A-23-1?
A: The government does not supply the contractor with high-lift equipment. The contractor shall be responsible for the training/usage of their own equipment.
12. Ref. PWS 6.2 & Appendix C. The appendix list references Appendix C as “RON Checklist,” which appears to have been from the previous requirement. Appendix C has been relabeled “Pre-Fleet / De- Fleet Checklist,” however it appears to only contain de-fleet checklist items. Please clarify.
A: Some items of the list pertain to the Pre-fleet but the TO / AMCI for fleet must also be followed.
13. Ref. PWS Appendix C. Item D1 states that the contractor shall “Remove all linens, blankets, mattress covers and pillows from the aircraft for cleaning through the base laundry Service,” which would be applicable for the both a de-fleet and partial de-fleet. Please confirm that it is intended for the contractor to remove and replace the crew compartment linens, blankets, mattress covers and pillows after each training flight.
A: The contractor would remove the used item after each flight regardless if training or not.
14. PWS 5.3.3 states that the contractor shall be capable of receiving AFTO 349’s, however there is no description as to what options the Government has available for sending, and what the contractor’s accommodations may entail. PWS 2.0 states that the contractor may receive service requests via AFTO 349 and/or phone call from the 433d maintenance Operations Control Center (MOCC) or authorized government representative, which implies that the contractor must be able to monitor both simultaneously. Is there a possibility for duplicate service requests made by different methods? Also, our understanding is that cell phone use on the flight line is prohibited, although use of the Land Mobile Radio is not. Meeting the implied either/or requirement would be very difficult for a contractor to achieve on a 24/7 basis, unless a dedicated dispatcher was in the site office at all times. Please clarify the expectation and requirement.
A: As shown during the site visit, the wash rack has a printer connected to GO81 which creates the AFTO 349 for the contractor, notification is done through a phone call to the contractor. Work Cell phones are allowed if need in performance of duties on the flight line.
15. Ref. PWS 4.3 & 5.3.4. Please confirm whether the Government Provided wash rack facility is capable of provided an adequate volume of water between 120°F and 140°F as required by 1C-5A-23-1, Section 7.1 (f).
A: Compliance will be met with referenced T.O. unless otherwise directed by the Government.
16. What types and sizes of high-lift equipment are required to perform the aircraft wash and lubrication services requirement?
A: As specified in the T.O. the top of the aircraft tail is 65 ft and the back bone is about 37 ft.
17. Ref. PWS 3.2.1.3 and CLIN’s X0010. Will the Clear Water Rinses ever be required to be performed on the flight line?
A: no only spot washes may need to be accomplished in very rare instances.
18. Ref. PWS 4.2. At the Site Visit, we noticed a storage shed directly adjacent to the wash rack currently being used by the incumbent contractor, however it is not included under the list of government furnished facilities. Please confirm whether this will be made available.
A: As mentioned at the site visit, this shed is chemical storage for the wash contractor.
19. With regards to the SAWS and TCEQ permitting process. How long does this process take and will contractor be afforded a “Grace period” during the interim?
A: The timeline varies, however, the contractor will be provided consideration with any delays associated with SAWS/TCEQ.
20. With regards to International Waste Handling compliance agreement with the USDA. How long does this process take and will contractor be afforded a “Grace period” during the interim?
A: The timeline varies, however, the contractor will be provided consideration with any delays associated with the USDA
21. PWS 2.0; General Information - Is the contractor able to coordinate AGE washing in advance or must this be performed within 2 hours of request, regardless of time of day?
A: AGE washing is only during the normal day and under normal conditions will be notified prior to the issuing of this task.
22. PWS 2.2.1; After Hours Fleet Services Operations - Given the estimated 40 after hours fleet servicing per month, will there be a separate after hours fleet service CLIN to account for the possible overtime rates the Service Provider will have to pay its employees?
A: There is no CLIN established, however the contractor is required to follow the SCA
23. PWS 2.2.2; Recognized Holidays - Will the Service Provider be required to perform services on the Government recognized holiday vs. the actual holiday should it fall on a weekend?
A: Government Holidays are not work under normal conditions.
24. PWS 3.2.1.1; Complete Wash (Exterior and Interior Wash) – Please verify that the performance of a CLIN x023 Aircraft Lubrication, is not included in the performance of a complete wash CLIN
A: this is stated that a wash does not include the lubrication of the aircraft.
25. Reference PWS paragraph 4.4, Equipment: In reviewing the short list of GFE available for use, we see that there are no maintenance stands as there was during the last procurement. Are maintenance stands not being made available, or were they accidently left off of the list?
A: During the wash the government will allow the contractor to use a B4 and a B5 maintenance stand during the wash.
26. Reference PWS paragraph 3.1.1.1, Beverage and Meal Delivery: Please provide the workload associated with the pickup/delivery of beverages and lunches, as it is not included in the Appendix A workload.
A: This will be the same as the full or partial Pre fleet services.
27. Reference Section B, CLINS X003 and X005 and Appendix A, lines 3 and 4: Please confirm that the Appendix A lines referenced above should read Partial and not Parcel?
A: confirmed
28. How far from Building 832 is the flight kitchen?
A: It is approximately 4 miles away on the other side of the flight line.
29. Lavatory Services: Is there a waste dump location on the installation that can be used to empty the lavatory service equipment?
A: There is no place on base to dispose of the sludge on base. (PWS 3.1.2.2)
30. Reference PWS paragraph 3.3, Delivery of Potable water to Flight Line Area: Please confirm that the 6 – 5 gallon ice water containers come from the flight kitchen?
A: All drinking water will come from the flight kitchen.
31. Is there a weekly flying schedule provided to the contractor to determine frequency of required fleet services?
A: To be provided upon contract performance.
32. Reference PWS paragraph 3.1.1.1.2, Deliver Expendable and Regulated Items: Where are the referenced items stored that are delivered to the aircraft?
A: Exact location is not determined but will be within the wash rack. (location of the site visit)
33. Reference Appendix A, Line 6, After Hours Service: Are we correct in our assumption that the 40 hours/month are for Lavatory Service work only?
A: no the after hour services are set by the return times of the aircraft and would require a de-fleet but could also be early departure and require a pre-fleet.
34. Reference Appendix A, Line 6, After Hours Service: As there is no CLIN that allows for the pricing of After Hours Services, is the expectation that the 40 hours of After Hours Service be built into the NDH Lavatory Services unit cost?
A: The after hour services are pre-fleet / de-fleet services to include any lavatory services required at that time.
35. Are all washing duties such as Spot Wash, Clear Water Rinse, Work Platform, Stand Washes, etc.
performed in the wash rack location or is the Service Provider required to wash these items at their location? Is the Service Provider required to tow or bring any of these pieces of equipment to the wash rack?
A: Spot washes may be done on the flight-line at the aircraft. All others will be at the wash rack only. No, the provider will not be required to tow or bring items to the wash rack.
36. Please define the term “Offeror” and if it is inclusive of the team or of the Prime Only.
Specifically, as it relates to Past Performance
A: Refer to Page 86 of the solicitation, Volume II, Paragraph (ii) "The offeror shall provide at least one contract where the prime performed 50% or more of the work."
