Questions & Answers MFRC B1249 to B5725, Lackland AFB
Q1. Has the LAFB Fire Chief or AHJ reviewed this area or the RFP?
No. Specialties on the Base such as the Fire Dept, Base Environmental, SP, etc will review the project at the various design review stages of this Design-Build Project
The following is not really a question, but more of an observation.
I Currently this building does not appear to be sprinklered.
The Bldg does not have a sprinkler system.
ii. Originally, it appears the spaces in the work area were used as a health clinic of some kind.
The space previously was used for medical purposes, probably a Clinic.
iii. Currently, it appears the work area space is unused and much of it is storage.
Yes, the work area space is unused and some of the space is now used for storage.
iv. Per the video walk thru and the plans it appears the occupancy of the space will change to an Organization (family readiness) and Education (provided by family readiness) occupancy Yes, Concur
Q2. Due to this change in occupancy it appears that none of the spaces are in compliance of past and current IBC and NFPA building and fire protection codes. Making changes to heat detectors and fire alarm devices will not bring the building to current code and UFC standards. The floor plan needs to be completely changed to add more non-dead end corridors and eliminate egress from one room to another. Assuming we would need to do this as part of the D-B process?
Yes, Concur Has the LAFB Fire Chief or AHJ reviewed this area or the RFP?
See response to item Q1 above.
Q3. Areas that have the wood paneling over gypsum board, are they to be removed/replaced with another layer of gypsum board, I believe that is the intent but please confirm?
Yes, this is intent and then refinish and paint so the wall to resemble a continuous gypsum board wall.
Q4. I believe a projector was requested to be installed in the middle of the room. There are ceiling fans in the room and the proposed location could create a strobe effect on the screen. If the projector was lowered to clear the blades of the ceiling fans, then it would possibly create an ADA non-compliant condition for head room clearance. Is it ok to remove the ceiling fans as part of the D-B process or are those needed to cool the rooms?
The designer during the Design should coordinate the location of the overhead projector with the existing ceiling fan location so there will be no interference and no adverse condition left in the classrooms when the project is completed This include coordination with the Using Agency on these items location.
Q5. It was observed that many of the rooms in the work area have fans that provide ventilation, is there any ventilation issues with the mechanical equipment?
At this time, we are not aware of any ventilation issues
a. Changes in the work area such as taking a room and making it into 2 to 3 spaces would cause the ductwork to be re-routed back to the Air Handling Unit. Will the existing air handling equipment be able to facilitate these changes?
This is something that we have to defer to the designer to determine during the design phase of this DB Project. Maybe only extension of existing duct work will only be required.
b. Has the LAFB Fire Chief or AHJ reviewed this area or the RFP?
See response above for Question Q1.
Q6. Is there enough spare capacity on the existing electrical panels to handle the new loading as specified in the RFP? Where are the panels located?
This is something that we will have to defer to the designer to determine during the design phase of this DB Project, since we don’t know how many circuits will be required for the project.
Q7. Is there enough spare capacity on the existing Tech/Comm panels to handle the new loading as specified in the RFP? Where are the panels located?
The designer will need to coordinate COMM and LANS Requirements with the Lackland Base Communication Group at the Design Phase of this DB Project.
Q8. Is it the intent of the RFP to leave existing light fixtures where they are at as new partitions are added?
Leaving the existing fixtures in place will depend on the exact location of the new partitions and the distribution of the fixture light source. The fixtures should not be too close to the new partition.
Q9. Is it the intent of the RFP not to have any work done to the ceilings?
Yes this is the intent.
