Solicitation FA3016-18-R-0051 11 June 2018 Wilderness Trail Site Visit Questions & Answers
1. Please clarify which culverts are to be worked on and to what extent. Only 5 of the 9 in the area are shown on Attachment 2.
Answer: A new culvert map is attached. The 5 culverts shown are the only culverts that need to be worked on. Also attached is a Historic Culvert restoration document that describes the work to be done on each headwall and the pipe in between them.
2. Will a utility map be provided? This could drastically increase costs.
Answer: A water utility and wastewater utility map are attached. The only storm water is the culverts that you saw during the site visit.
3. It was mentioned that the area is a contributing zone to the Edward's Aquifer and SOW calls for tack oil. From and environmental standpoint, will this be allowed?
Answer: The entire project site is not in the Edward’s Aquifer Recharge Zone. However, Fort Sam Houston Environmental will not allow Prime Oil to be sprayed on raw subgrade or base. Tack Oil applied between the wearing course and intermediate course is authorized.
4. Please clarify how much fence will need to be removed from the range entrance. Will Contractor be required to install H braces?
Answer: On one side it is approx. 20’-6”. On the other side it I approx. 6’-2”. See attached sketch. H-braces not required.
5. Due to only one way in and out of the project site, please provide a concept of a temporary road as to not interfere/damage the existing thoroughfare.
Answer: The Contractor is to provide the Traffic Control Plan. My experience is that Contractor’s typically come up with their own innovative solutions, so I am not providing a concept.
6. Will contractor be allowed to use overhead water supply point to fill water trucks for construction?
Answer: Yes.
7. Will contractor need to allow for water trucks (Camp Bullis Personnel) to fill up at the overhead water supply point during construction in the area?
Answer: Yes. FYI there are 2 water points. One at the start of this project at the circle. The others is very near the end of the project at Range KD Bravo, so water trucks can use the one not closed due to construction.
8. From the range gate to the first curve in the road, the fence is roughly 2' off the existing roadway. This will make installation of silt fence quite difficult. Will fence need to be removed/replaced to achieve proper storm water pollution prevention?
Answer: No. Just install silt fence on the other side of the barbed wire fence.
9. Has a location for a lay down yard been predetermined?
Answer: No. If the Contractor wants a lay down area he should let the Govt COR know and he will do the paperwork for it.
10. It was mentioned at the site visit that if we needed additional rock to restore the culverts, that the contractor would need to locate the rock on Camp Bullis. Is there a stockpile somewhere? The liability of sending personnel into the creek is incredibly high.
Answer: There are other areas besides the creek. There are open areas and roads that have rock near the edges.
11. Will the government be recycling the asphalt/base milling on other trails aboard Camp Bullis or will the contractor be hauling them off?
Answer: No. The Contractor must properly dispose of them or keep them.
12. Will the contractor be allowed to utilize flowable fill as a base around the apron/shoulders of the culverts?
Answer: Yes.
13. On the porous material (mortar, concrete, etc.) if 100% paint removal is not attainable due to its age, can it be replaced?
Answer Yes. Replacement is okay. The guidance from the Historical Resource Manager on paint removal is: 1. In lieu of water blasting, rebuild the historic headwalls or flip the existing stones over, so yellow paint side is inward and not visible. Contractor shall relay stones in an un-coursed random rubble type pattern. If Contractor decides to remove paint by non-abrasive methods and some paint remains in pores of rock, as long as it is not noticeable from 20 feet away it will be okay.
14. A pavement section is provided in the SOW, but is the government requesting the contractor to verify or modify the pavement section design?
Answer: No.
15. Have the native soils been checked for the existence/concentration of sulfates?
Answer: No.
16. Outside of grading around the culverts, will there be any anticipated dirt work to shape or reestablish bar ditches?
Answer: No.
17. Will an as-built survey be required?
Answer: No.
18. Will contractor be responsible to meet either Type A or Type B Ride Quality Specifications? If so, which one?
Answer: Type B 19 Do we need to provide any hydrologic or hydraulic design for the culverts?
Answer: No.
20. Will any concrete wing walls be replaced?
Answer: No.
21. Will a Job Mix Formula be required?
Answer: Yes.
22. Please specify any lighting needs outside of the contractor yard?
Answer: None.
23. For lighting of yard, is electric service readily available?
Answer: There is electrical nearby. All paving contractors I have dealt with at Fort Sam and one at Cp Bullis have not used a laydown yard or electric service.
24. Please clarify possible street closures and/or detour routes. Will one-lane two-way traffic control be allowed during work hours?
Answer: I don’t see why not, however, the ultimate approver is the CP Bullis leadership.
25. Will contractor prepare and submit the Floodplain Development Permit to Bexar County?
Answer: The COR will prepare and Contractor will submit to Bexar County and pay for it.
26. Are any road grade changes anticipated?
Answer: No.
27. Will a Water Pollution Abatement Plan be required? If so, will contractor prepare and submit?
Answer: No. Storm Water Pollution Prevention Plan (SWPPP) is required and Contractor shall prepare/submit.
28. Is the existing "yellow paint" on the historical culverts headwalls lead base contaminated and is there a report available to support the Discovery?
Answer: The Cp Bullis Operations personnel said the yellow paint is not lead based.
29. Are there current As-built drawings available that identify existing site utilities?
Answer: Yes, they will be attached to these comments.
30. Will reflectors be required at all culvert headwalls?
Answer: Yes, see historical restoration document attached to these comments. It will be 2 per headwall for a total of 20.
31. What distance and width past both sides of the culvert headwalls will need to be regrades for proper drainage?
Answer: It’s pretty flat. 3 feet wide for 50 feet (25feet per headwall on each side of road)
32. Is there a standard slope that needs to be implemented for hydroseeding disturbed areas?
Answer: No.
33. What's the preferred design mix for hydroseeding?
Answer: See COSA Item 520 Hydromulching.
34. What's the depth of the subgrade?
Answer: 6-inches.
35. Will all generated spoils be disposed/stockpiled on site or will they need to be hauled off site?
Answer: Contractor shall properly dispose of them off-site.
36. Will temporary fencing need to be provided?
Answer: No.
37. Will all precast headwalls need to be demolished and reconstructed with "random rubble" masonry to match existing historical headwalls?
Answer: The only headwalls that will be touched by this project are the historic ones that are made of the random rubble stone, not pre-cast. Pre-cast headwalls will not be touched. There is one TxDOT type headwall that will need to be demolished at culvert I-11.
38. Will rip raps need to be installed at all historic headwalls?
Answer: No, there are no existing erosion problems at the headwalls.
39. Reference SoW 3,) 4) Roadway new asphalt pavement: May the contractor propose a different pavement section in lieu of what is written in the SoW? As long as the structural value meets or exceeds the SoW requirement.
Answer: No.
40. Is there a geotechnical report that can be provided to the contractor?
Answer: No.
41. Is the contractor required to provide a geotechnical report?
Answer: No.
42. Reference SoW 3,) 16) Repair and Replace Historical Culvert Pipe:
Is the new culvert diameter the same diameter as the existing culvert?
Answer: Yes. The diameters of the pipe are provided in the Historical Restoration document that will be attached with this Contractor Questions list.
43. Is the contractor required to locate existing utilities?
Answer: yes. The Contractor needs to do a Dig Permit for utility locates.
44. Reference SoW 3,) 4) Roadway new asphalt pavement: The beginning of the paragraph states 2" Type D and the end of the paragraph states 1.5" Type D. Please clarify.
Answer: 2-in of Type D, over 2.5 In of Type B, over 6-in TxDOT A2 Base, over 6-in Lime Stabilized subgrade (hydrated lime, not powder lime).
45. Can certain construction activities start before the 100% design is approved? (i.e. SWPPP, laydown yard, utility locates, demolition).
Answer: No.
46. Several of us were not allowed into Camp Bullis to attend the Site Visit because we were not on their CIV cleared list. There was no posted requirement for CIV clearance but simply to meet at the Burger King. I attempted to call and did email your office requesting escort and/or rescheduling of site visit. I have not received a response yet I see a posting of answers to questions posed during the site visit on FBO. Please accept this email as another request for a site visit. I simply want to see the condition of the infrastructure to be repaired/reconstructed. There is no need for staff attendance.
Answer: A second site visit will not be held for any vendors who did not or could not obtain base passes. Pictures are provided for vendors who could not be in attendance in Attachment 23.
