JOINT BASE SAN ANTONIO-RANDOLPH (JBSA-RND)
STATEMENT OF WORK
PROJECT TITLE: RPR-Correct Egress Issues and Repair AFPC, B663
PROJECT NUMBER: TYMX150058
WORK ORDER NUMBER: 11701
LOCATION: JBSA – Randolph, TX
1. BACKGROUND:
Building 663 was built in 1931 and is approximately 62,600 sq. ft. It is the Contractors responsibility to confirm the existing plumbing, electrical, HVAC/mechanical, alarms, communications, structures, and DDC Control System.
Chilled water is supplied to the building from the central chilled water plant on Randolph.
The existing chilled water pumps in the mechanical room circulate chilled water to the cooling coils in the Air Handling Units.
The heating for the building is provided by two 800 MBH natural gas fired hot water boilers. All hot water equipment in the Main Mechanical Room including the hot water boilers, secondary hot water boiler, the hot water distribution pump, secondary hot water distribution pump, chemical pot feeders, hot water buffer tank, expansion tank, air separator, and piping accessories were recently replaced.
The Building HVAC DDC controls are Johnson Controls Metasys. The existing control system will remain in operation. Modifications will be made as required to support new HVAC design. All new DDC controls will match the Base standard and be Johnson Controls Metasys system.
2. OBJECTIVES
2.1. BASEMENT
The Contractor shall provide all work and services required for the design and construction to complete renovation in Building 663 (B663). The Basement has low ceilings and exposed piping which limit the functionality of that part of the building.
Several of the low ceilings and obstructions in the basement level do not meet the minimum requirements of the building code.
Renovate the Basement of B663 in order to fully utilize the space and to bring that area of the building up to minimum standards of the building code to include a 7’-6” clear headroom.
2.1.1.The contractor shall demolish all basement interior walls, flooring material, ceiling and doors, and utilities. The demolition of the interior of the Basement shall remove all existing materials and utilities back to structure.
2.1.2.The contractor shall reroute all basement utilities to maximize ceiling heights above 7’-6”.
2.1.3.The contractor shall remove and relocate electrical panels to code in the sub-basement mechanical room.
2.1.4.The contractor shall resolve the gas line egress/code issue in the sub-basement conference room egress path.
2.1.5.Contractor shall provide and install transition strips at all locations where dissimilar flooring materials are adjacent to each other.
2.1.6.In the Basement, all lighting shall conform with the ASHREA standards for footcandles for each area. The contractor shall also provide and install exit lighting/signs as required by Code.
2.1.7.The new basement ceiling height shall conform to the UFC code requirement.
2.1.8. The contractor shall install card readers on all 1P
st P and 2P nd P Floor lobby doors and the New Interior Double Door at the Basement (adjacent to elevator lobby), install security cameras to include DVR system at exterior entrances and at each floor/zone corridor on all floors, and tie all security systems into the basement security room.
There shall be a total of 7 card readers and 13 cameras. Refer to the Schematic Sketch for approximate locations. The final locations shall be coordinated with the Government. Provide and install one additional N-1000 panel to support the additional card readers. All new card reader equipment shall be compatible and interface with existing Software House® Multi-Technology Readers. All new card reader equipment shall possess the following salient characteristics: ability to read serial numbers from multiple 13.56 MHz smart card technologies, encrypted sectors, TWIC cards, PIV II cards from the U.S. government’s Federal Information Processing Standard (FIPS) 201 program, and most of the common 125 KHz proximity cards.
2.1.9.All interior finish materials and colors shall match Building 499 A Wing or approved equal:

2.1.10. The contractor shall abate all asbestos and lead base paint within project scope areas.
2.1.11. The Contractor shall perform a complete Load Analysis of the building’s HVAC system incorporating the areas to be renovated. Load analysis shall capture current system capacities and deficiencies, and yield a technical solution for modifying the building’s hydronic and air distribution equipment in order to balance the system and meet the new space requirements. This includes but is not limited to, the installation of new ductwork, new chilled-water piping, hot water piping, diffusers, and return grills. All work shall be accomplished in accordance with ASHRAE, SMACNA, IMC, and UFC standards and specifications.
2.1.12. All design and work shall be accomplished in accordance with the following
Design Codes, references and standards:
International Mechanical Code 2006 ASHRAE 62-07, Ventilation for Acceptable Indoor Air Quality ASHRAE 90.1-07, Energy Standard for Buildings except Low-Rise Residential Buildings NFPA 90A, Installation of Heating and Air Conditioning Systems UFC 3-400-02, Design: Engineering Weather Data Sheet Metal & Air Conditioning Contractors’ National Association

2.1.13. Electrical
All electrical design and work shall be done in accordance with the latest edition of NFPA 70, NFPA101, Illumination Engineering Society of North America (IESNA), National Electrical Safety Code, UFC 3-520-01 Interior Electrical Systems with Change 3, and UFC 3-530-01 Interior and Exterior Lighting Systems and Controls. Contractor shall provide and install all conductors, conduit, outlets, junction boxes, connectors, adaptors, and all electrical parts required to complete the electrical work for this project.
UDEMOLITION
Demo outlets and other electrical circuits back to distribution panels in the walls to be removed.
UPOWER
All new conductors shall be copper and THHN. All conductors shall be installed in electrical metallic tubing. The minimum sizes for lighting and power branch circuits shall be #12 AWG.
All circuit wiring shall follow the standard phase/voltage color-coding. All special systems shall be identified on the raceway by frequent color-coding. All interior feeders and branch circuitry to lighting, receptacles, and switches shall be provided with a copper ground conductor. Raceway system shall not be used for a grounding path.
General purpose 20 amp, 120v duplex outlets shall be provided throughout the renovated spaces according to NFPA 70 and user requirements. Outlets shall have the panel and circuit that serve them clearly identified with permanent labels.
Besides minimum number of outlets outlined in the room by room description, the contractor shall provide additional outlets required for the communication equipment and user requirements.
Power for the Open Office Area in the Basement shall be designed to accommodate approximately 110 cubicles/modular systems furniture.
ULIGHTING
The illumination level shall be designed in accordance with latest edition of UFC 3-530-01 Interior and Exterior Lighting Systems and Controls and IESNA recommended minimum levels (maintained). Refer to FAR 52.215-8 for precedence.
Where new lighting will be provided, the following type is preferred:
• Provide and install 2x2 and 2x4 recessed fluorescent light fixtures with T8 lamps.
• All new recessed fluorescent light fixtures shall be 2 lamp.
Provide electronic ballast with less than 10% THD. Provide emergency lighting and exit lights as required by NFPA. Exit lights shall be LED type with battery backup.
Occupancy sensors shall be provided in the Communications room, Electrical room, Security Room, Toilet Rooms and Break Room.
2.1.14. Communications System
Communications shall be designed and installed in the Basement Open Office Area to accommodate cubicles/modular systems furniture.
2.1.14.1. All communications design/installation shall be accomplished by a BICSI
(Building Industry Consulting Service International) certified individual/s.
2.1.14.2. Project design shall follow: ETL 02-12, UFC Section 16710
Telecommunications Cabling Systems, 38P th P EIG Handbook 33-01, UFC 3-580-
01, BITSEP (Base Information Transport System – Engineering Planning) Handbook, and ANSI/EIA/ TIA 568B. AFBAN, BITI.
NOTE: CONTRACTOR WILL NOT DISCONNECT OR REMOVE ANY
COMMUNICATION EQUIPMENT WITHOUT PRIOR COODINATION
WITH THE GOVERNMENT
2.1.14.3. Request existing communications closet be upgraded, expanded or built.
Communications room shall be sized appropriately as per UFC-3-580-01, 2-5.2 (Telecommunications Room Sizing). Or in certain instances as approved by 502 CS, sufficient to house an 84.00"H x 24.00"W x 32.00"D lockable cabinet with appropriate mounting hardware and minimum of 36” of clearance on three sides of the equipment rack for maintenance purposes. Provide two/duplex 20A 230- 250V NEMA, L620 Power Outlets mounted to inside of the rack, as well as 15amp multi-position power strip, mounted to the bottom of the rack approx 3’ above floor height. Provide ground from equipment to bldg ground. Provide cable management throughout. Provide appropriate HVAC for equipment, (normal operating ranges should be between 68 – 78 degrees F). Provide adequate lighting, 110 VAC and dual/quad RJ 45 Voice/Data jack for maintenance personnel.
NOTE: CONTRACTOR WILL COVER ALL REMAINING
COMMUNICATION EQUIPMENT DURING RENOVATION TO
PREVENT DAMAGE FROM DIRT AND DEBRIS, CONTRACTOR WILL
BE LIABLE FOR ANY LOSS OR DAMAGES INCURRED
2.1.14.4. The Communications room door must be a minimum of 36" (1 m) wide, 80" (2 m) tall, without doorsill, hinged to open outward and be fitted with a 3MD1 core lock to control access to the room per; UFC 3-580-1, Para 2-5.4

2.1.14.5. Minimum clear ceiling height in the room shall be 8 feet without obstructions (no false ceiling). The floor, walls and ceiling shall be sealed to reduce dust. Finishes of walls shall be light in color to enhance room lighting.
Floors shall have anti-static properties Per ETL Para 8.3.3.2.1.
2.1.14.6. IAW ETL 02-12, Para 8.3.3.9.2; Ensure dual/quad telecommunication’s jack is provided every 10 ft in administrative areas or as specified by user.
2.1.14.7. Per UFC 3-580-01 22 June 2007; all OSP copper cables must be terminated on primary protector blocks, equipped with 5-pin solid state or gas protector modules. The protector blocks must be bonded to the Lightning Protection Subsystem with a No. 6 AWG or larger copper ground wire. Blocks must be UL listed. Place the protector block as close as possible to the lightning protection ground. Solid state only, no gas or carbon protector’s.
2.1.14.8. Provide copper and fiber from Telecom Room to nearest servicing point, to include any associated materials, i.e. ducts, manhole, handholds etc.
2.1.14.9. Outside plant cable shall not extend beyond 50 feet inside the building, complying with National Electrical Code (NFPA 70) guidelines and restrictions, 2002 NEC, Section 800-50.
2.1.14.10. Install/Run copper 24 pr Tie Cable from Tele blocks to a designated patch panel to support “only” analog circuits, i.e. Phones, FAX, Printers, Fire Alarm etc… 25 pair, 24 AWG Tie cable.
NOTE: Provide patch panel/s to support number of analog lines with anticipated 20% growth capacity (see statement below)
2.1.14.11. Mount Fire Retardant Plywood backboard on all four walls if possible, as a minimum 4X4, for Voice 110 protector block as close as possible to the communication rack/cabinet.
2.1.14.12. Provide ground bus bar sized as per EIA/TIA and ensure all equipment is grounded in communications room to approved building ground bus bar.
Install a 4” x 12” TMGB
2.1.14.13. Patch panels in rack shall be mounted with cable management throughout, vertical and horizontal.
2.1.14.14. Ensure cable management throughout cable path, (J hooks, trays, ladders) from outlets to communications equipment rack.
2.1.14.15. Provide patch jumper/patch cords, adequately sized to run between patch panels. The number and length to be determined appropriately for equipment and amount of active ports.
2.1.14.16. In the new communications rack; upgrade existing patch panel/s and or provide new to accommodate approximately 110/ports with 20% growth capability.
2.1.14.17. All cables shall be labeled and color codes used as per; 38th EIG Handbook 33-01, ANSI, EIA/TIA-606. 568B and C, whichever is more stringent.
2.1.14.18. Project design shall follow ETL 02-12, Section 16710 Communications Distribution System and 38P th P EIG Handbook 33-01, dated 01 May 2005, UFC 3-
580 and BITSEP Handbook.
2.1.14.19. All fiber optic cables shall be terminated with ST type connectors and housed in Siecor type or like housings. Cables shall have an armored shield and housed in Corning CCH-01U housings, with (2) 6-port panels.
2.1.14.20. Pre-wire bldg/room ceilings with copper cabling to support wireless access points, per 502 CS instructions
2.1.14.21. All copper cable shall be CAT 6 or better. Plenum rated, solid conductor.
2.1.14.22. The new Communications room in the Basement shall be in line with the
Communications rooms on the successive floors, if applicable. Therefore, they shall be vertically stacked wherever possible. Ref: 38EIGHB33-01, para
8.2.1.1 Multi-Story Buildings
2.1.14.23. Coordinate all Inside/Outside Plant design with the 502P nd P
Communications Squadron (502 CS).
2.1.14.24. A continuous horizontal distribution cable run shall not exceed maximum allowable length of 90 meters, (295 ft), if so, a secondary communications closet is needed as per; ANSI/TIA/EIA-568-B.1
2.1.14.25. A maximum of two connections per 100 meters (328 feet) is permitted.
This means one punch down block in the wiring closet and one wall jack in the office (or cubicle). The term, "home run cabling," describes cabling that extends from the host connection to the wiring closet rack mounted patch panel, with no intermediate connections.
2.1.14.26. Contractor shall contact 502 CS with time and date of cable test.
2.1.14.27. Contractor shall provide communication design E drawings for review;
Outside Plant, cable count and path, manhole butterfly drawing, location of all data/voice drops, cable management, as well as communication room layout with rack equipment elevation drawing.
2.1.14.28. All cable tests will be monitored by 502 CS personnel to ensure compliance to standards.
NOTE: 24 hour advance notification is required.
2.1.14.29. Label all cable termination points, from face plate to corresponding patch panel jack location in communications rack as per; E&I Handbook, EIA/ TIA, 568B Standards.
2.1.14.30. TIA/EIA-568-B allows a distance of 3 meters (10 feet), from the client outlet to the client end instrument (computer).
2.1.14.31. Upon construction completion, Contractor shall include in the “As Builts” drawings; Outside Plant, cable count and path, manhole butterfly drawing (Changes In RED), location of all data/voice drops, cable management, as well as communication room layout with rack equipment elevation drawing.

2.1.15. Fire Suppression System
An existing fire alarm system is installed in the building, Contractor to confirm existing conditions. Contractor shall have a Fire Protection Engineer to design a Fire Suppression System for the Basement Renovated Area including all required fire alarm system, horn strobes, and detection system that meets all applicable standards, including NFPA 13, 72, 70, UFC-3-600-01, UBC and AF Standards.
The Contractor shall provide a design for Government review and approval. The Contractor shall design, provide and install a fire sprinkler system, which shall be designed to provide future capacity for the 1P st P and 2P nd P Floors. New piping shall be schedule 40 ASTM A53B or 135A black iron pipe. All plans for the fire sprinkler system shall be designed, signed and sealed by a Licensed Fire Protection Engineer in the state of Texas.
The Contractor shall provide new fire extinguishers and cabinets as required by
NFPA.
2.1.16. Interior Construction
Contractor shall install Gypsum Board Wall Panels and doors are to be flush panel, solid core, birch veneer. All wall construction to be 5/8 Type “X” gypsum board on metal studs with full sound attenuation batts. Ceilings shall be a suspended acoustical ceiling system throughout, except for the toilet rooms which shall have hard ceilings. Walls shall be taped and floated, textured and painted. Base shall be vinyl base, rolled goods with pre-formed inside and outside corners. Door hardware shall be ADA compliant. Repair any and all surfaces damaged during demolition or construction, and finish to match adjacent surfaces.
Modular/Systems Furniture: The Government shall be responsible for the Final Layout of the modular systems furniture. The provided layout in the Schematic Sketch is for reference only. The Contractor shall be responsible for coordination with the Government for the installation of electrical and data with the finalized schematic layout provided by the Government of the modular systems furniture (cubicles).
Exterior Stair: The Contractor shall demolish the existing exterior stairs as indicated on the Schematic Sketch, and provide and install a new compliant stair with hand and guardrails as required.
2.2. 1P
ST
P FLOOR
2.2.1.Install security cameras, install card reader hardware at lobby to corridor doors, and provide and install new exit lights as needed to comply with Fire Codes.
2.2.2.Replace carpet and base in the Corridors; replace all door hardware with ADA compliant hardware; replace room signage; and replace the recessed fluorescent light fixtures corridor to meet minimum footcandle standards.
2.2.3.The contractor shall remove and replace carpet and base, replace hardware, replace all room wall mounted signs, replace ceiling light fixtures, and provide worker access to the 2nd floor. Work may be accomplished in multiple sequences per floor.
The contractor shall relocate furniture as necessary to accomplish their work in the designated construction areas, and then place back in original location.
2.2.4.ULIGHTING

2.2.7.The 1P st P floor offices will be occupied during construction.
2.3. 2P
ND
P FLOOR
2.3.1.Install security cameras, install card reader hardware at lobby to corridor doors, and provide and install new exit lights as needed to comply with Fire Codes.
2.3.2.Install a premanufactured door ramp threshold at the east door that leads from the building to the porch (cutsheet attached); and create an ADA accessible egress from the main building to the porch as indicated on the Schematic Sketch.
2.3.3.Replace carpet and base in the Corridors; replace all door hardware with ADA compliant hardware; replace room signage; and replace the recessed fluorescent light fixtures corridor to meet minimum footcandle standards.
2.3.4.The Contractor shall remove and replace carpet and base, replace hardware, replace all room wall mounted signs, replace ceiling light fixtures, and provide accessible accesses on the 2nd floor. Work may be accomplished in multiple sequences per floor. The contractor shall relocate furniture as necessary to accomplish their work in the designated construction areas, and then place back in original location.

2.4. INTERIOR CONSTRUCTION

3. GENERAL
3.1. All work shall be completed in multiple sequences within one construction phase. The building shall remain fully functional and completely operational throughout the duration of the construction. During the basement construction sequence, the 1P st P and 2P nd P floors must remain fully operational, the basement will be completely available to the contractor with the exception of Conference Center (must remain operational). After hours and weekend work may be required to keep the building operational during construction.
3.2. Location of Work: The work is located at Building 663 on JBSA-Randolph (JBSA- RND) in San Antonio, Texas.
3.3. Execution of work shall be in accordance with the base Contract except as amended herein, and in accordance with the applicable documents and any JBSA-RND requirements.
3.4. The Contractor shall provide all engineering, drafting, plant, supervision, labor, material, equipment, incidentals, and transportation necessary to perform a 100% design and installation of the Renovation of B663 at JBSA-RND. HazMat reports are included with this SOW for reference/use. Provide recommendations and remediation plan regarding abatement of hazardous materials.
3.5. The Contractor shall develop design analysis, design (construction) drawings, and specifications for this project. The Schematic Sketch is for reference only and not to be used as a basis for design. The design shall include all architectural, electrical, mechanical, plumbing, fire sprinkler system, fire alarm, mass notification, and other associated details, to provide a complete construction document set. The design analysis shall document design decisions and basis of design. The design package shall consist of a design analysis to show the FAS/MNS calculations, scope of the work, specifications and drawings that shall include floor plans with locations of new fire alarm and mass notification equipment, devices, wiring, mounting details, FAS/MNS matrix, and new fire alarm and MNS riser diagram. All Fire Alarm and Mass Notification System, and Fire Sprinkler System documents shall be prepared and stamped/sealed by a licensed Fire Protection Engineer in the State of Texas.
3.6. The design shall be prepared and submitted as described in the Randolph Compatibility
Guide.
3.7. All design and construction accomplished pursuant to this Contract shall comply with the latest edition of the following documents (including but not limited to) unless the Contractor is directed otherwise by the Contracting Officer. 3.8. Any individual performing technical services shall have training certifications on the required systems/components to be installed.
3.9. Contractor shall follow the most current version of USACE EM 385-1-1 15 and OSHA’s Safety Standards 29 CFR Part 1926 and 29 CFR Part 1910 for all safety requirements and regulations, included in the required Fire Prevention Plan IAW NFPA 241.
3.10. The Contractor shall make no public disclosures of work being performed under this
Contract.
3.11. All video, still photos, and digital photos taken during the execution of this Contract shall be turned over to the government with their associated negatives and files at the completion of this project. Digital photographs shall be submitted to the government on compact discs in Joint Photographic Experts Group (JPEG) format, and the Contractor shall destroy all associated files from their records.
3.12. The Contractor shall appoint a Project Manager to serve as a single point of contact with the Government for all services required under this Contract. The Project Manager will be responsible for the complete coordination of all work developed under this Contract. The Contractor shall provide and maintain an effective quality control program that will assure that all services, designs, drawings, specifications, and design analysis required by this Contract are performed and provided in a manner that meets professional architectural and engineering quality standards.
3.13. All deliverables shall be marked “For Official Use Only,” and protected accordingly.
3.14. The Contractor shall submit 35%, 65%, 100%, and As-Built design packages for Government comment/approval through the Contracting Office. Refer to paragraph
10.0 DESIGN AND CONSTRUCTION DELIVERABLES. The Contractor shall coordinate and attend design review meetings per design submission, or as required during the design phase of this project.
3.15. The Contractor shall be responsible for developing the construction documents/drawings in AutoCad format and to also provide hard copies. All drawings must conform to the Tri-Services A/E/C CAD Standard Release 5.0 and in compliance with the JBSA-Special Project Procedures for CAD listed in the specifications.
3.16. The Contractor shall identify all necessary permits and conduct field verification surveys prior to the design. The Contractor shall be responsible for all required licenses to perform design work on a Federal installation, be properly bonded and insured in accordance with FAR requirements.
3.17. The Contractor shall be responsible for obtaining hot work permits, if required, from the 502nd Civil Engineering Squadron Fire Department for any hot work required for this project.
3.18. Contractor shall obtain an approved digging permit from 502d Civil Engineering
Squadron, Work Reception prior to any and all excavation. Utility locations have been compiled from various sources and require verification by the Contractor to establish the exact location and depth. The Contractor shall be responsible for the damage of the existing above and below ground utilities including those marked during digging permit. Exercise extreme caution during excavation as the actual location may vary on either side of the marking.
3.19. Contractor shall obtain a Utility Outage permit from the 502d Civil Engineering
Squadron prior to work requiring a power and/or utility outage.
3.20. The Contractor shall coordinate the construction work of the Renovation of B663 with the government. The Contractor shall notify the government after fire alarm and mass notification systems are connected, tested and placed in operational status.
3.21. Construction Working Hours: Regular working hours shall be 0730 and 1730 (7:30
AM to 5:30 PM), Monday through Friday, excluding Holidays.
3.22. Work Outside Regular Hours: Working outside regular working hours requires prior Contracting Officer approval. Make application seven (7) calendar days prior to such work to allow arrangements to be made by the government for inspecting the work in progress.
3.23. The contractor shall abate all asbestos and lead base paint within project scope areas.
3.24. The building will be occupied during construction, except for the basement renovation area. The Contractor shall coordinate all proposed construction/repair activities with the government prior to beginning construction/repair activities to minimize interruption to normal operations.
3.25. Period of Performance: Shall be in accordance with the attached Period of
Performance.
3.26. Construction Documents: Contractor shall provide construction drawings and as-built drawings of all permanent structures and utilities. Drawings shall be in CADD format, and must conform to the Tri-Services A/E/C CAD Standard Release 5.0.
3.27. Operation and Maintenance Documents. The Operational and Maintenance documents shall be submitted in accordance with the FAR for all items installed by the Contractor that requires maintenance or operation.
3.28. DD Form 1354. Contractor shall prepare the data for the DD Form 1354, Transfer and
Acceptance of Military Real Property. UFC 1-300-08 provides criteria for this form.

4. APPLICABLE DOCUMENTS
4.1.The Contractor shall identify and comply with applicable federal, state, and local statutes;
DoD/Air Force instructions, manuals, handbooks, regulations, guidance, and policy letters including but not limited to the most recent version of; International Building Code (IBC); Unified Facility Criteria (UFC); Uniform Plumbing Code (UPC); Uniform Mechanical Code (UMC) National Fire Protection Association (NFPA); National Electrical Code (NEC); American Concrete Institute building code (ACI 318); AISC Steel Construction Manual; Adoption of Architectural Barriers Act (ABA) Guidelines for Accessibility; Specifications included with this solicitation; JBSA-Randolph compatibility guide; and including all changes and amendments in effect on the date of issuance of this DO. It is the Contractor’s responsibility to identify and comply with all applicable requirements.
4.2.The Technical Specifications for this project are numbered and organized by the Construction Specification Institutes (CSI) Master Format. Standard Specifications shall be used in conjunction with work authorization description and any drawings that may be provided by the government. Contractor shall use the most recent CSI format as adopted by the Federal Government.
4.3.The Design Build (D/B) Contractor shall develop the project specifications for construction of this project. The government has provided Division 01, known as
General Requirements. Consequently, the contract specifications are intended to indicate the quality of materials and workmanship to be provided to the government. In the event that a specific line item description conflicts with the provisions of the specifications provided, the selection of or approval for use of that line item for use in this project does not constitutes a waiver of the specific provision of the specifications with which the description conflicts.
4.4.All work shall be performed in strict accordance with the provided contract specifications, drawings, JBSA-Randolph regulations, local, State, Federal codes, regulations, and contract requirements as applicable. It is the contractor’s responsibility to secure access to specific governing criteria as required. The government relies on the contractor to follow and implement the necessary codes as the expert General Contractor (GC). Contractor shall perform construction in accordance with the specifications (UFGS) within this solicitation and shall add additional Unified Facilities Guide Specifications as required. The contractor shall follow and abide by the UFC and referenced industry code within the UFC. It is the contractor’s responsibility to secure access to specific codes as required.
5. GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL, AND
PROPERTY (GFI, GFE, GFM, GFP)
The government will provide information in the form of available plans, reports, maps, drawings, and As-Builts as necessary to facilitate accomplishment of the work required in the contract Statement of Work. However, these GFIs are not warranted to show conditions as they actually exist. The Contractor shall field verify all GFI for accuracy to use in the design and construction phases of this project. The government may provide As-Built drawings to the successful contractor awarded the contract, if available.
6. MANAGEMENT, PLANNING, AND REPORTING REQUIREMENTS
The Contractor shall implement a full range of construction and engineering activities in accordance with all applicable compliance documents. The Contractor shall supply all labor, equipment, supervision and materials necessary to accomplish the work assigned unless otherwise specified. The Contractor shall perform management and planning functions, throughout the project course.
6.1. Project Schedule
The project schedule shall define the time line of all major activities required to implement the contractor’s action for the project. Phasing of the contractor’s action shall be based upon the coordination and approval of the government. The project schedule shall define all equipment shutdown and re-activation dates. Also, the Contractor shall define the use of any temporary equipment necessary to perform equipment shutdowns.
6.2. Submittals and Shop Drawings
The Contractor shall develop the project submittal register (see Attachment 5) that includes all documents, whether the documents are a deliverable or not, which are prepared during the course of the contract. Label and designate for information only (FIO) or Government approval (GA) as required during the design phase. The government requires 12 calendar days for review and approval of submittals. All Material Submittals shall be accomplished in accordance with the instructions pertaining to AF Form 3000, Material Approval Submittal. See specification Section 01 33 00.
6.3. Notification and Project Coordination
The Contractor is required to notify the Contracting Officer (CO) and the Project Manager (PM) of critical issues that may affect the contract performance and/or human health and the environment. The types of issues that require notification include, but are not limited to, health risks, spills, changes in critical personnel, and finding unexploded ordnance (UXO). An example is if a security, or a fire alarm or a life safety incident occurs, the Contractor would be required to immediately stop work, report the discovery to 502 CONS and the 502 CES Project Manager, and implement the appropriate safety precautions or management decisions. Field activities could not continue until clearance was received from the CO. On critical issues, verbal notification should be made immediately, followed by written notification as soon as practical.
6.4. Phasing work in B663 for Customers / End Users during construction The Contractor shall design a work phase plan to keep the Customers / End Users of B663 aware of the construction and how it impacts the facility. The Contractor shall update the plan as required. The overall sequence of work is required for continued operation of the AFPC is very critical to the US Air Force mission. Work in sensitive areas will require supervision of AFPC personnel.
6.5. Permits
The Contractor shall develop, coordinate, and assist the installation in applying for and obtaining all applicable permits, access (including off-base easements and leases), agreements, licenses, and certificates. The Contractor shall maintain a library of these documents at the Contractor’s site office as well as the corporate facility. The Contractor shall comply with all applicable permit conditions. The Contractor shall include permit activities on the schedule and report status of permit with each design submission. See specification Section 01 00 00 – General Requirements – JBSA-RND
7. PLANS, REPORTS, AND DELIVERABLES
7.1. Health, Safety and Quality Control Plans
Follow the requirements under specification in Division 01 which pertain to these requirements and plan submissions and approvals.
8. SITE WORK
8.1. Conservation
Activities shall be planned and implemented in a manner that protects existing site utilities, structures, surface features, service operations, monitoring and other types of wells, and the general site environment. This includes the protection of trees, shrubs, and other vegetation not in the affected zone from dust damage, soil compaction, and physical contact with machines and equipment. If appropriate, the Contractor shall conserve uncontaminated topsoil by removal, storage, or redistribution. All reasonable measures shall be taken to minimize and suppress fugitive emissions of dust, vapors, and other site materials during site work. All fill materials shall be uncontaminated.
The Contractor shall conduct all operations and activities with the intent of reducing the amount of pollution generated. Specific areas to be focused on are generation of solid waste, use of hazardous materials, use of ozone-depleting chemicals, generation of hazardous waste, and use of energy and water. The Contractor shall plan, construct, operate, maintain, optimize, and decommission systems necessary to control storm water run-on and runoff; and transport surface water drainage to a treatment plant, discharge location, or any other destination.
8.2. Site Preparation
The Contractor shall perform site work as necessary to prepare sites for construction activities. Security and access controls shall be implemented to prevent unauthorized entry to sites and to protect wildlife from site exposure. The Contractor shall survey existing conditions to determine adequacy to support site activities. The Contractor shall obtain appropriate approvals and shall construct connections or new systems for electrical power, water, sewer, gas distribution, telephone, and other utilities, as required, to accomplish the activities. See project drawings for Contractor Laydown areas during the construction phase of this project.
9. DESIGN-BUILD (D-B) REQUIREMENTS
9.1. The contractor shall manage and perform D/B construction work as defined in this SOW and in the specifications Section 01 33 16 – Design After Award. The following are typical D/B construction SOW requirements: completion of working drawings, permitting, construction, construction management, scheduling, inspection and testing, maintaining construction facilities and temporary controls, environmental protection, quality control, construction quality control, and project closeout.
9.2. The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical accuracy and adequacy of the project design at every submission, and provide quality control of all phases of the contract. The Contractor is responsible for field verifying all information given. The Contractor is also responsible for obtaining all information necessary to properly design and install all work. The Contractor is required to independently prepare and submit for Government Acceptance a complete Design. A Scoping and Design Charrette will be scheduled with the Government within 10 days of the Notice to Proceed issuance to the contractor.
9.3. The Contractor shall submit all calculations necessary to support the design as presented in the Work Plan. Calculations shall include, but not be limited to sizing of major equipment, system components, and other calculations for design validation.
The calculations shall include all assumptions, supportive data, narrative and method of calculation, and conclusions. The narrative and methods of analysis shall contain all calculations, load or sizing, software input and output sheets, system alternative considerations, equipment supplier selection data, and other material utilized in arriving at the contractor’s action recommended. Examples of designs involving life safety include, but are not limited to: Structural and load bearing calculations, sizing and layout of fire protection systems and equipment, designs relating to explosive environments, etc.
9.4. As part of Design Review, the Contractor is responsible to respond with planned action to all design comments clearly confirming concurrence, conditional concurrence, or non-concurrence. Contractor shall incorporate all appropriate comments. Should comments require design changes that impact construction cost, the Contractor shall clearly demonstrate impact to overall construction at each design review stage.
9.5. The Contractor shall conduct a Pre-Final design review workshop which shall include a multi-discipline review with users and Base representatives providing comments to refine/improve the proposed concept design consistent with the parameters of the RFP.
The Contractor should exercise design build flexibility to achieve workshop objectives with no increased costs. The outcome of the workshop shall be captured in a Workshop Report consisting of minutes, marked-up drawings, and updated narrative.
9.6. Each subsequent design submission shall incorporate ALL changes and recommendations from the previous design review. Once all comments are satisfactorily resolved, the Certified Final “For Construction” Design may be distributed. All final design submissions shall be signed and sealed by a Registered Professional Engineer.
9.7. The Contractor will ensure the schedule includes a twelve (12) calendar days for
Government review of design submissions and twelve (12) calendar days for the 100% design submission. The Contractor will be required to take design review meeting minutes and distribute the minutes in accordance with this contract.
10. DESIGN AND CONSTRUCTION DELIVERABLES
10.1. The Contractor shall submit a preliminary schedule showing the design and the construction phases of the project as per this SOW and the deliverable schedule.
Examples of designs involving life safety include, but are not limited to: Structural and load bearing calculations, sizing and layout of fire protection systems and equipment, designs relating to explosive environments, etc.
The Table below shows the schedule of services and deliverables covered in this task order. The D/B Contractor shall submit a schedule showing dates for all key submittals, milestones and delivery dates.

The days listed above are calendar days, including Saturdays, Sundays, and Federal holidays. The Government must receive the deliverable by the start of the next business day. If the due date falls on a Saturday, Sunday, or Federal holiday, the Government expects receipt by the start of the next business day. The D/B Contractor should assume ten (10) business days for receipt of Government comments for review of major submittals. On-site review conferences or conference calls can be scheduled no sooner than 7-days following receipt of the submittal.
The government may accept submittals prior to the due date provided they are complete and the Contractor has completed a quality control check on all documents. The government will not accept partially complete submittals early or otherwise.
10.2. Pre-Final Inspection
The Contractor shall schedule and participate in a pre-final walk through inspection upon completion of construction. The pre-final inspection findings requiring correction/completion will be documented as punch list items in a pre-final inspection report. Correction/completion of the identified punchlist items shall be accomplished by the contractor prior to the contractor scheduling of the final inspection. The date of government acceptance of contractor work shall be documented for the construction areas for where beneficial occupancy has taken place by the government.
10.3. Final Inspection
The Contractor shall schedule and participate in a final inspection upon completion of all identified punchlist items. The final inspection shall concentrate on the punchlist items identified at the pre-final inspection.
11. OWNERSHIP
The government, for itself and such others as it deems appropriate, will have unlimited rights to all information and materials developed under this project and furnished to the government and documentation thereof, reports, and listings, and all other items pertaining to the work and services pursuant to this agreement including any copyright. Unlimited rights are rights to use, duplicate, or disclose text, data, drawings, and information, in whole or in part in any manner and for any purpose whatsoever without compensation to or approval from the Contractor. Quantity surveys shall remain the sole property of the government, and shall not be made available to others for any purpose.
12. SUPPORTING DOCUMENTS
The contractor shall review, utilize and incorporate, as necessary, for a 100 % design and functional facility the following documents provided for this project:
