1.0 SCOPE

This SOO lists the objectives for the Contractor to engineer, furnish, install and test (EFI&T) new single mode (SM) fiber optic cables (FOC) to support connectivity to Giant Voice (GV) Poles at

Keesler AFB, MS.

2.0 SPECIFIC REQUIREMENTS

As indicated in this SOO, the Contractor shall EFI&T fifteen (15) each, six (6) strand SM FOC to support connectivity to the fifteen (15) individual GV poles. Contractor shall provide twenty-four

(24) strand SM FOC in some locations as defined within this SOO.

The Contractor shall provide a Statement of Work (SOW) as part of their proposal incorporating all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOO.

The Contractor shall comply with all current, applicable TIA telecommunication installation and testing commercial standards and Keesler AFB Premise Wiring Guide.

All equipment, supplies, and materials provided shall be new and not refurbished.

2.1. Outside Plant Requirements

2.1.1. Measurements

Any distances provided in this SOO are approximations and should NOT be used for ordering materials or determining duct lengths.

2.1.2. Pull Boxes/NEMA 4 Enclosures

The Contractor shall install one each NEMA 4X enclosure and connect 1 each 2” conduit to the existing NEMA Box (power) on the existing GV Poles (total 15). The Contractor shall determine the size of the enclosure needed to satisfy the particular requirement at that location based on the quantity of conduits coming into the enclosure. See NEMA

BOX reference drawing in Appendix A for installation details. Coordinate with 81

CS/SCOIV prior to installation to verify mounting locations.

2.1.3. Fiber Optic Distribution Panel (FODP)

The Contractor shall install the following FODPs. Coordinate with 81 CS/SCOIV for final mounting location within existing racks.

• ITB 223: One 6-port FODP in the existing rack

• ITB 2801: One 6-port FODP in the existing rack

• ITB 1101: One 12-port FODP in the existing rack

• ITB 6901: One 24-port FODP in the existing rack

• ITB 4705: One 12-port FODP in the existing rack

• GV Pole #1: One 6-port FODP in the new NEMA Box

• GV Pole #3: One 6-port FODP in the new NEMA Box

• GV Pole #4: One 6-port FODP in the new NEMA Box

• GV Pole #5: One 6-port FODP in the new NEMA Box

• GV Pole #6: One 6- port FODP in the new NEMA Box

• GV Pole #7: One 6-port FODP in the new NEMA Box

• GV Pole #8: One 6-port FODP in the new NEMA Box

2.2. Outside Plant Installation

Outside Plant Installation shall be accomplished in accordance with paragraph 8.0 of the

Supplemental Information attachment. The Contractor is to propose their own solution and recommendations pertaining to the accomplishment of this requirement in their proposal.

The Contractor shall install underground outside plant infrastructure as described below.

2.2.1 Infrastructure Installation

The contractor shall install the following new infrastructure. All new locations and distances are approximate.

2.2.2 New Hand holes

The Contractor shall install three (3) 4’W x 4’L x 4’H (interior dimensions) hand holes (to be designated as HH-16B-1, HH-138C-3, HH-138C-4), for the purposes of this requirement. Coordinate with 81 CS/SCOIV prior to final hand holes placement and numbering.

2.2.5 Fiber Optic Cable Installation

The Contractor shall install single mode (SM), loose buffer tube, water blocked, outside plant (OSP) fiber optic cable (FOC) suitable for underground applications. The intent is to install the cable in one continuous length, to the extent that it is practical. The cable shall meet RUS 7 CFR 1755.900 criteria; shall comply with industry standards with regard to manufacturers’ cable marking, jacket, rip cords, water blocking, fiber color coding, jacketing materials, etc. In addition, the FOC shall comply with industry standards with

1137906887C Highlight regard to mode field diameter, core cladding concentricity, attenuation, and dispersion characteristics at 1310nm and 1550nm.

All fiber optic cables shall be installed in new or existing geotextile inner-duct / innerduct.

2.2.5.1 From ITB 223 to GV Pole #4

The Contractor shall install approximately 1850’ of 6 strand SM FOC from ITB 223 to GV Pole #4 via MH-2801-6, MH-02F, MH-02G and PB-422. Terminate new 6 strand SM FOC in the new 6-port FODP in ITB 223, and new 6 strand SM FOC in the new 6-port FODP on the GV Pole #4.

2.2.5.2 From ITB 2801 to GV Pole #6

The Contractor shall install approximately 650’ of 6 strand SM FOC from ITB 2801 to GV Pole #6 via MH-01A, and MH-2801-1. Terminate new 6 strand SM FOC in the new 6-port FODP in ITB 2801 and new 6 strand SM FOC in the new 6-port

FODP on the GV Pole #6.

2.2.5.3 From ITB 1101 to GV Pole #7

The Contractor shall install approximately 1500’ of 6 strand SM FOC from ITB

1101 to GV Pole #7 via HH-116A, MM-116, MH-115, MH-114 and MH-114A.

Terminate new 6 strand SM FOC in the new 12-port FODP in ITB 1101, and new 6 strand SM FOC in the new 6-port FODP on the GV Pole #7.

2.2.5.4 From ITB 1101 to GV Pole #10

The Contractor shall install approximately 4350’ of 6 strand SM FOC from ITB

1101 to GV Pole #10 via HH-116A, MM-116, MH-115, MH-114, MH-114A, MH-

05B-1, MH-06, MH-06A, MH-06B, MH-06C and MH-06D. Terminate new 6 strand SM FOC in the new 12-port FODP in ITB 1101, and new 6 strand SM FOC in the new 6-port FODP on the GV Pole #10.

2.2.5.5 From ITB 6901 to GV Pole #8

The Contractor shall install approximately 900’ of 6 strand SM FOC from ITB 6901 to GV Pole #8 via HH-16 and MH-16. Terminate new 6 strand SM FOC in the new

24-port FODP in ITB 6901, and new 6 strand SM FOC in the new 6-port FODP on the GV Pole #8.

2.2.5.6 From ITB 6901 to GV Pole #12

The Contractor shall install approximately 950’ of 6 strand SM FOC from ITB 6901 to GV Pole #12 via MH-16B and New HH-16B-1. Terminate new 6 strand SM

FOC in the new 24-port FODP in ITB 6901, and new 6 strand SM FOC in the new

6-port FODP on the GV Pole #12.

2.2.5.7 From ITB 6901 to GV Pole #13

The Contractor shall install approximately 1900’ of 6 strand SM FOC from ITB

6901 to GV Pole #13 via MH-131, MH-130, MH-17 and MH-18. Terminate new 6 strand SM FOC in the new 24-port FODP in ITB 6901, and new 6 strand SM FOC in the new 6-port FODP on the GV Pole #13.

2.2.5.8 From ITB 4705 to GV Pole #9

The Contractor shall install approximately 2150’ of 6 strand SM FOC from ITB

4705 to GV Pole #9 via MH-135, MH-27, MH-26, MH-25 and MH-111. Terminate new 6 strand SM FOC in the new 12- port FODP in ITB 4705, and new 6 strand SM

FOC in the new 6-port FODP on the GV Pole #9.

2.2.5.9 From ITB 4705 to GV Pole #14

The Contractor shall install approximately 1150’ of 6 strand SM FOC from ITB

4705 to GV Pole #14 via MH-135, MH-27, MH-27A and Enclosure B4803.

Terminate new 6 strand SM FOC in the new 12-port-FODP in ITB 4705, and new 6 strand SM FOC in the new 6-port FODP on the GV Pole #14.

2.2.5.10 From MH-11K to GV Pole #1

The Contractor shall install approximately 4550’ of 6 strand SM FOC from MH-11K to GV Pole #1 via MH-139, MH-138, MH-138A, MH-138B, MH-138C, HH-138C-

1, HH-138C-2, New HH-138C-3 and New HH-138C-4. Terminate new 6 strand SM

FOC in new 6-port FODP on the GV Pole #1. The Contractor shall splice 6 strand

SM FOC into the existing 144 strand SM FOC (126 strands available) in MH-11K.

2.2.5.11 From MH-11K to GV Pole #5

The Contractor shall install approximately 3250’ of 6 strand SM FOC from MH-11K to GV Pole #5 via MH-11L, MH-11M, MH-11N, MH-11O and MH-154. Terminate new 6 strand SM FOC in the new 6-port FODP on the GV Pole #5. The Contractor shall splice 6 strand SM FOC into the existing 144 strand SM FOC (126 strands available) in MH-11K.

2.2.5.12 From MH-11K to MH-149

The Contractor shall install approximately 5300’ of 24 strand SM FOC from MH-

11K to MH-149 via MH-11L, MH-11M, MH-11N, MH-11O, MH-154, MH-153, MH-152, MH-151, and MH-150. The Contractor shall splice 24 strand SM FOC into the existing 144 strand SM FOC (126 strands available) in MH-11K.

2.2.5.13 From MH-149 to GV Pole #16

The Contractor shall install approximately 700’ of 6 strand SM FOC from MH-149 to GV Pole #16. The Contractor shall splice 6 strand SM FOC into new 24 strand

SM FOC in MH-149. Terminate new 6 strand SM FOC in the new 6-port FODP on the GV Pole #16.

2.2.5.14 From MH-149 to HH-149F

The Contractor shall install approximately 4450’ of 24 strand SM FOC (6 strand SM

FOC shall be dark) from MH-149 to HH-149F via HH-149A, HH-149B, HH-44, HH-149C, HH-149D and HH-149E. The Contractor shall splice 24 strand SM FOC

(6 strand SM FOC shall be dark) in to new 24 strand SM FOC in MH-149.

2.2.5.15 From HH-149F to GV Pole #15

The Contractor shall install approximately 200’ of 6 strand FOC SM from HH-149F to GV Pole #15. The Contractor shall splice 6 strand SM FOC in to new 24 strand

SM FOC (6 strand SM FOC shall be dark) in HH-149F. Terminate new 6 strand SM

FOC in the new 6-port FODP on the GV Pole #15.

2.2.5.16 From HH-149F to GV Pole #17

The Contractor shall install approximately 1700’ of 6 strand FOC SM from HH-

149F to GV Pole #17 via HH-149G and HH-149H. Terminate new 6 strand SM

FOC in the new 6-port FODP on the GV Pole #17. The Contractor shall splice 6 strand SM FOC in to new 24 strand SM FOC (6 strand SM FOC shall be dark) in

HH-149F.

2.2.5.17 From HH-149F to GV Pole #3

The Contractor shall install approximately 4350’ of 6 strand FOC SM from HH-

149F to GV Pole #3 via HH-149G, HH-149H, HH-149J, HH-149-J-1 and HH-149-J-
