Q&A # 143. (Follow-up Question) Application of G&A on Travel
Reference: PWS Paragraph 1.6.3
Discussion: The last sentence of the referenced paragraph states that “General and Administration expenses should not be included in the invoice.” Consistent with our company’s disclosure statement, travel costs are burdened with our applicable DCAA reviewed G&A as part of the cost.
Original Question: Will the Government allow travel costs to be burdened with applicable G&A costs in accordance with our disclosed accounting practices and approved DCAA oversight?
Original Response: No, G&A will not be allowed on Travel.
Follow-up Question: Will the Government consider negotiating a fixed handling fee to be applied to these costs in lieu of G&A? This fixed handling fee would not include profit.
Response: No.
Q&A 144. (Follow-up Question) Application of G&A on Other Direct Costs

Original Response: No, G&A will not be allowed on the ODC CLIN.
Follow-up Question: Will the Government consider negotiating a fixed handling fee to be applied to these costs in lieu of G&A? This fixed handling fee would not include profit.
Response: No.
Q&A 9, 69, 83. (Follow-up Question)
Reference PWS page 6 para 1.4.2 Contract/Site
The PWS specifically states that the Contract/Site Manager will provide overall management and be available within 90 minutes for meetings. This implies a full time dedicated person to this effort. All costs associated with this position will only be allocable on this contract since it is considered full time and applicable only this contract. It cannot be covered under overhead as it goes against CAS and FAR regulations which states if a cost object is only applied to one contract it cannot be included against indirect cost pools.
Is it the governments intent to require a full time position at no cost to the contract?
Response: It is the Government's intent to require a full time position and allow offerors to factor the cost of the Contract/Site Manager into the monthly CLIN. It is up to the offeror to determine which CLIN to allocate the manager's expense too.
159: (New question) Authentic type meals
Reference: PWS paragraph 1.6.2
Discussion: The referenced paragraph states that the contractor “may be required to purchase equipment, supplies, and authentic type meals for the students on behalf of the Government as part of a reimbursable CLIN.” Based on recent experience this contractor has had on another ongoing contract, we were informed by the administering contracting office that reimbursement to a contractor for the cost of food using appropriated funds is unlawful.
Question: Can the government please clarify?
Response: The meals in question are an incidental part of the Cultural Awareness training block therefore allowable.
160: (New question) Organizational Conflict of Interest (OCI)
Reference: PWS paragraph 1.6.4 through 1.6.4.2.
Discussion: The referenced paragraph states appears to address potential OCI but the RFP does not appear to provide any instructions regarding how to address any potential OCI that may arise during contract performance.
Question: Will the government provide specific instructions regarding OCI notification to the contracting officer, submission of an OCI mitigation plan, etc?
Response: Anytime the contractor encounters a OCI situation, they must notify the CO in writing. PWS Paragraph 1.4.6 will be amended to add this statement.
161: (New question) What is the number of non-contractor Air Advisor Academy staff?
Response: This number may vary. If fully manned, there would be approximately 13 Military and 6 Civilians.
162: (New question) Does "contractor support" include all non-government people, including all instructors, trainers, and non-instruction personnel (project managers, etc.)?
Response: Yes, IAW PWS paragraph 1.4.4.
163: (New Question) What are the specifications of the make, model or year of the SUVs to be provided by the contractor?
Response: See Q&A # 103 “This is contractor Determined”.
164: Is there an estimated number of Curriculum Developers anticipated?
Response: No, the Government does not have an estimated number.
165. (New Question) 1. Reference APPENDIX B - Air Advisor Academy Courses List of Courses, Frequency, and Student Loads, Note 2 states the following: "Currently, Air Advisor Basic Courses Iraq and Afghanistan contain all of the Fieldcraft training listed in General Description of Course Content". We compared the listed Fieldcraft training topics with the Fieldcraft lessons listed Paragraph 3.7 Fieldcraft (FC), Chapter 3 Academic Training in the AETC Syllabus ACC-I/AAC-A dated November 2011. The General Description of Course Content listed a topic named "Active Shooter/Insider Threat". Paragraph 3.7 Fieldcraft (FC) did not list a corresponding lesson titled "Active Shooter/Insider Threat".
QUESTION: Is this an omission from the AETC Syllabus ACC-I/AAC-A? If there is such a lesson, what is the duration of this lesson?
Response: Yes, the course is 2 hours in duration. The AETC Syllabus ACC-I/AAC-A will be amended at a future date to include “Active Shooter/Insider Threat” 166 (New Question) Reference APPENDIX B - Air Advisor Academy Courses List of Courses, Frequency, and Student Loads, Note 2 stated the following five points:
a. Currently, Air Advisor Basic Courses Iraq and Afghanistan contain all of the Fieldcraft training listed in the General Description of Course Content section.
b. Air Advisor Basic Courses SOUTHCOM and AFRICOM currently contain Combat Lifesaver, Advanced Weapons, and Apprehension Avoidance Fieldcraft training.
c. Other Air Advisor Basic Courses will have varying degrees of Fieldcraft training as they are developed.
d. Short course may also contain limited amounts of Fieldcraft training as they are also developed.
e. The amount of Fieldcraft in a particular course is subject to change based upon AETC customer requirements.
Reference a and b above: QUESTION: Is it reasonable for a bidder to assume Air Advisor Basic Courses for EUCOM, PACOM and NORTHCOM include Combat Lifesaver, Advanced Weapons, and Apprehension Avoidance Fieldcraft training?
Response: The content of these courses are still being coordinated with the COCOMs. These courses will contain an assortment of the Fieldcraft training that is currently being taught in the Air Advisor Basic Course – Afghanistan.
Reference 2c above: QUESTION: We infer that the other Air Advisor Basic Courses (e.g., EUCOM, PACOM and NORTHCOM) are in some stage of development. Will a bidder be allowed to submit a Technical Change Order to account for actual Fieldcraft training included in the Air Advisor Basic Course variants for EUCOM, PACOM and NORTHCOM?
Response: There is are requirements for issuing a Technical Change Order during the solicitation phase.
167. (New Question) Reference APPENDIX B - Air Advisor Academy Courses List of Courses, Frequency, and Student Loads, the only course that there is detailed data are the variants for Air Advisor Basic Iraq, Afghanistan, AFRICOM and SOUTHCOM. We inferred that all other courses are in some stage of development. We also noticed that there is a wide range of the approximate number of classes for each course each year. For example:
Minimum number of classes for the variants of Air Advisor Basic Iraq, Afghanistan, AFRICOM and SOUTHCOM is 24.
Maximum number of classes for the variants of Air Advisor Basic Iraq, Afghanistan, AFRICOM and SOUTHCOM is 36.
For all listed courses and their regional variants
Minimum number is 66 classes
Maximum is 128 classes.
The above puts undue risk on the contractor and will lead to higher overall pricing to cover risk associated with the uncertainty of the class count.
QUESTION: For purposes of normalizing the price evaluation, would the government consider revising the pricing instructions to estimate cost using either the minimum or maximum number of classes for the variants for Air Advisor Basic Iraq, Afghanistan, AFRICOM and SOUTHCOM?
Response: No, for pricing purposes, the average daily student load is 128 (PWS Para 1.2.3). The annual estimated number of long course equivalent students is 1500.
