EVALUATION WORKSHEET FOR DELIVERY ORDER PROPOSALS
1. Criterion – Contractor’s understanding of the DO requirements.
Weight
Standard – The DO proposal addresses all requirements established in the RFP and at the site visit, including specific materials and methods, and any special conditions such as phasing of work or required completion date.
2. Criterion – Completeness, accuracy and reasonableness of the DO proposal.
Standard – The drawings indicate proposed construction methods and materials, including the description and specific locations of each item contained in the cost Proposal. The drawings are to scale and include dimensions, details, and door, frame, hardware, window, equipment and finish schedules.
Standard – The cost proposal contains only line items needed to satisfy the DO requirements with applied coefficient. Material quantities are calculated as “in place” using the dimensioned drawings. Three independent written price quotes are included for each NPI exceeding $3,000.00
(or as required by the Contracting Officer).
Standard – The timeline addresses all critical DO work elements, phasing and material delivery times, and indicates work will be coordinated and scheduled to avoid unnecessary delays. Productivity for installation of prepriced items is calculated using the R.S. Means daily output based on quantities in the cost proposal.
3. Criterion – Contractor’s past performance on DO’s under this contract.
Standard – The Contractor provided quality work in a timely manner. Previous DO proposals were submitted on time and the work was completed by the negotiated task order completion date.
Task order proposals will be evaluated against the standards listed above, and graded on a scale of 1 thru 5. The proposal with the highest composite score will be deemed the most advantageous to the
Government.
