Accessing the DLA Enterprise External Business

Customer Home Page

This is the ETID Customer Home Page. Customers have options to update their profile or log in as a customer.

Customers must enter both their DoDAAC and a Site DoDAAC. To turn in hazardous property, they must answer “Yes” to the Certified for

Hazardous Turn-in question in their profile and complete additional profile information.

If ETID will be used for hazardous answer YES

Customer can select the ETID Type. They can produce listings of ETIDs using the Search Filters. To create an ETID, select “New ETID”.

Note Navigation links on left and links on bottom.

Status Codes in ETID for Customers. ETIDs are tracked in the system by the changes in Status Codes.

The input screen has been redesigned to fit on one screen.

Customers will enter DTID information, General Item

Information, Certifications, and can also add Attachments.

NSNs will continue to pre-populate characteristics if used.

Standardized LSNs have been incorporated into ETID. LSNs choices listed are based on FSC entered.

When a LSN is chosen, Item Nomenclature, Unit of Issue and Demil Code will populate.

Additional LSN information required for critical FSCs.

To attach a certification.

Check the box to the left of the certification title. Click “Save Cert Selection”. To view a certification, click on the certification title.

To view a selected certification, click on certification title

After viewing a certification, select “Close Window” to go back to the

ETID.

To attach a document or image to an ETID, click on “Attach Images/Documents.

Select the file to upload by selecting Browse. Save the uploaded File.

To return back to ETID, select “Back To Document”

To view any uploaded Documents/Images click on button

Click on image to view respective documents. After closing windows, select “Back”.

An ETID can be Saved or Submitted. An ETID can be saved unfinished and then finished later or saved finished and submitted later.

Error messages will be given at top if ETID not correct or complete when submitted.

Message after submitting an ETID.

Wait for Disposition Services Site review.

Message for a finished ETID that is saved.

Message for a saved but unfinished ETID. This ETID can be completed later and submitted.

To finish or submit a saved ETID, select the desired ETID.

Select ‘Edit’ to finish and/or submit a Saved ETID.

Customers can make edits and select Submit or Save.

Customers can Edit, Delete, or Copy ETIDs in Pending, Rejected or Redirected Status.

Customers can Cancel Approved ETIDs. Customers will also get messages when approved ETIDs that qualify for Intransit

Control tracking are not received within 90 days.

Customers may also receive information related to an approved ETID. View an approved ETID to check for additional information.

Customers can Print Approved ETIDs. Customers should wait for ETIDs to be reviewed before they print.

After you select print, you can choose what you want to print. You can print labels, DD 1348-1A, Certifications, and a Shipping Manifest.

Customers can now print a DLIS 1867 Hard Drive Label.

Rejected ETIDs now have a watermark.

ETID has a scrap module.

Drop down choices assist customer in completing the scrap turn ETID.

A QRP certification is also available.

ETID has a Hazardous Waste Module.

Select and Attach Supporting Documentation.

Enter additional required HW information.

Your can create a Hazardous Waste Profile Sheet (HWPS) within ETID.

You can save a HWPS. Certify (or Re-Certify) and Submit your HWPS to be authorized for use by the Disposition Services Site.

Your can manage, view, and sort Hazardous Waste Profile Sheets (HWPS) within ETID. You can create multiple versions of a HWPS, copy a HWPS, and recertify a HWPS.

ETID has a Hazardous Material Module for turning in hazardous material. Select and Attach Supporting MSDS Documentation.

Enter additional required HM information.

ETID has a Special Service Request for submitting requests for services under your disposal contract. Drop down choices assist customer in completing the Special Service Request.

Get Messages provides a central location to view/process ETID’s based on actions taken by Disposition Services Sites. It can be used as an alternative way to managing ETIDs in lieu of by Status Code.

Customers will receive messages notifying them that an ETID has been approved, rejected, or redirected.

The “ETID – Messages” screen provides a summary of messages by priority. “Action Required” means some action identified in the message will be required of the user.

“Warning” and “Info”, inform of some action that has been taken on an ETID or WPS, but no further direct action is required.

You can use the filters to get listings of messages.

ETIDs related to a message may be viewed. To view an ETID from the Message center check the box and select “Select for Viewing” or click on the DTID number.

Note the message given in red at the top of the screen. Action buttons allow a customer to take various actions based on the ETID status.

When you view a ETID, the status of a message will change from “New” to “Read”. For action required messages, the action taken will automatically delete the message.

Read messages can be deleted. For Action Required messages, the action taken will automatically delete the message.

Question 1: Please confirm the salvage generator delivery address for the Defense Logistics Agency, NAS Jacksonville as –

Answer 1: Generator can be turned in at Cape Canaveral AFS, Building 1623.

IFB: Spec Sec. 011100.0030-1.11.3

Question 2: Section 1.11.3 describes salvaged material to be delivered to DLA Jacksonville as palletized or moveable by forklift. We understand the only item to be delivered to DLA is the 350KW generator.

We would consider this equipment as moveable by forklift and not to be palletized or crated. Please confirm any additional DLS requirements to receive the generator via standard over the road shipment.

Answer 2: Assume generator will be moved by forklift, and not be palletized or crated. Deliver generator to Cape Canaveral AFS, Building 1623. Drain & purge all fuels, and liquids.

IFB: Spec Sec. 011100.0030-1.11.3.1

Question 3: Section 1.11.3.1 confirms equipment to be salvaged and returned to Government inventory as;

-350kw Generator – Contractor to deliver to DLS Jacksonville

-Automatic Transfer Switch – Contractor to delivery to building 1350 on Post

-Diesel Fuel Tank – 500 gallon, Contractor to deliver to building 1350 on Post

Please confirm the balance of demo material and equipment is to be disposed of off post to include the transformer (ED101 note 9), its cabling, the generator battery charger, associated exhaust and fuel piping with controls and valves, the generator intake louver etc.

Answer 3: All other demolition material not identified for salvage shall be disposed of in accordance with specification Section 01 11 00.00 30 paragraph 1.11.4

IFB: Drawing E-001 – Sequence of Construction Note 3

Question 4: Note 3 describes a temporary generator requirement to be in place during construction.

Please provide additional drawings and connection details for the temporary equipment.

Answer 4: See attached sketch for a general layout of connection points. Final connection points will be determined in the field and will be coordinated with 45 CES Power Production and 45 Space Communication Squadron personnel.

IFB: Drawing ED-101 Note 8_______

Question 5: Note 8 describes the 500 Gallon fuel tank to be salvaged as relocated to Building 1350, please confirm the GC is to relocate. We understand post is to recover the fuel.

Answer 5: Patrick AFB personnel will recover the fuel, and the contractor is responsible for relocating the diesel fuel tank.

IFB: Drawing ED-101 Note 2_______

Question 6: Note 2 indicates that lead based paint may be expected at the penetration location and louver location. This note is shown on E101 and E601 as well. On the site visit these were noted as very limited areas. Does the Contractor have a responsibility to test for and mitigate any lead based paint in these areas?

Answer 6: The contractor may test for heavy metals in paint before disturbing painted materials, or the contractor can assume paint contains lead and other heavy metals, and mitigate accordingly.

IFB: Drawing E-101 Note 10

Question 7: Note 10 indicates proposed exterior routing of 2ea 4” conduit. Please confirm the contractor may propose alternate routing post award.

Answer 7: Alternate routing may be proposed; however, use of alternate routing is contingent upon approval by the contracting Officer.

IFB: Page 8, Section F-2 Period of Performance

Question 8: Section F-2 describes the period of performance as 240 Calendar Days. Please confirm the contractor may propose a shortened period of performance post award.

Answer 8: Performance period of 240 calendar days is a maximum period of performance. Early completion is acceptable.

IFB: Section 1.11.3 and 1.11.3.1, Paragraph 1, SOW Paragraph 4, Sheet ED-101

Question 9: Section 1.11.3 (Salvage of Material & Equipment) of the Technical Specifications instructs the Contractor to deliver all Salvage Items listed in Section 1.11.3.1 (i.e., 350 KW Generator, ATS & Diesel Fuel Tank) to the DLA in Jacksonville. However, Flag Notes 7 & 8 on Sheet ED-101 instructs the

Contractor to deliver the ATS and existing 500 Gallon Fuel Tank to Building 1350 at PAFB. Flag Note 6 on Sheet ED-101 instructs the Contractor to deliver only the 350 KW Generator to DLA in Jacksonville, FL.

Please provide clarification regarding the delivery location of ALL Salvage Items and a detailed description of the DLA Requirements regarding Salvage Items.

IFB: Section 1.8.4, Paragraph 1, SOW Paragraph 5, Sheet ED-101

Answer 9: Deliver diesel fuel tank and ATS to Building 1350 on Patrick AFB. Deliver generator to DLA transfer yard at Cape Canaveral AFS, Building 1623. Drain & purge all fuels, liquids and batteries.

Coordinate with project manager for completion of an Electronic Turn in Documents (ETID). Under the current process, items need to have an ETID attached prior to delivery to DRMO and DLA. A Drained and Purged Checklist must also be completed and attached to the generator. Sample Documents are attached.

Final transfer to DLA in Jacksonville, FL will be by others.

Question 10: Flag Note 8 on Sheet ED-101 instructs the Contractor to “Remove existing 500 Gallon Fuel Tank for Salvage. Deliver to Building 1350.” Please provide clarification regarding the delivery location of the salvaged 500 Gallon Fuel Tank, and clarification that the Fuel Tank will be empty, scrubbed and cleaned.

Answer 10: Deliver diesel fuel tank and ATS to Building 1350 on Patrick AFB. Fuel will be pumped out by Patrick AFB personnel, though some residual fuel may remain in the tank. Tank will not be triple rinsed.

IFB: Section 3.1.10.2, Paragraph 1, SOW Paragraph 4, Sheet ED-101

Question 11: Flag Note 9 on Sheet ED-101 instructs the Contractor to “Remove existing Medium Voltage Feeder back to Switch #48A. Can you provide the measurement from the existing Transformer to the Manhole on the North side of Building 533? Along with the measurement from the Manhole on the North side of Building 533 to the Manhole adjacent to Switch #48A? And lastly, the measurement from that Manhole to Switch #48A?

Answer 11: Transformer to manhole on west side of Bldg 533: approx. 150 feet; west manhole to manhole near switch 49A: approx. 300 feet (note: cable passes through at least one other manhole along this route); and from manhole near switch 48A to switch 48A is approximately 50 feet.

Is cargo packed and banded to a skid?

Units must pack and band cargo to maximum extent possible. Have 1348-1a/ETID’s attached to items. *DRAIN & PURGE ALL FUELS, LIQUIDS, BATTERIES

Is the combination for a safe set to 50-25-50?

In cases where the combination cannot be set to 50-25-50, the tumbler must be drilled out to prevent locking of the drawers before being accepted for DLA turn-in. Drilled out tumbler become scrap and are turned into DLA when at PAFB and CCAFS. Remington Rand safes require an Asbestos Free Certification.

Refrigerators/AC: Has the Freon been removed? Is removal certificate (DLA form 2016) with item? Working equipment in A condition can be shipped to DLA if in non-working/poor condition Freon must be removed. Freon removal certificate required.

Drain and Purge documentation: All fluids need to be removed and documented.

PCs/Laptops/Servers/Hard Drives: Is DLA form 2500 completed and attached to item (NEEDS TO BE ATTACHED TO EACH ITEM)? Is Hard Drive Certification attached to DD 1348-1a? If hard drive is in PC must have hard drive certification indicating degaussing/overwritten or destroyed. Hard drives can be turned in as scrap provided they are rendered unusable, i.e. beaten with a hammer or have a hole driven through it.

Are 5 copies of each DD 1348-1a available to distribute as follows:

Are four copies of DD 1348-1a or ETID attached to each item? In cases of multiple items on one document four copies on one item is sufficient.

Do you have a copy for your unit records? One copy will be stamped and returned to customer as a receipt. TOTAL: 5 copies, 4 on item(s) and one for unit records. DRMO is not responsible for unit document. Have a unit representative available to collect document(s).
