Questions And Answers
The following is a list of questions received by the Government which have been added as Attachment 13 to Section J via Amendment A00001. The Government’s answers are highlighted.
Question 1: Can clarification to this para be provided. (Ref: RFP Section B Paragraph 1. COEFFICIENT)
“1.1. The current year edition of the R.S. Means Construction Cost Data is hereby incorporated by reference and the current edition at the beginning of each calendar year will be incorporated into the contract for the duration of this contract.”
Are we to evaluate the R. S. Means data that was published at the beginning of this year to include any quarterly updates as of the time of solicitation to formulate and use as the basis of our coefficient?
Answer 1: Yes
Question 2: Base on the below excerpts it is not very clear on the requirements on TO’s for design that needs to be considered as part of the coefficient. Can clarification be provided on the extent of design services that may be needed under this IDIQ and to what level of design(s) to include if any design(s) would need to be sealed?
(Ref: RFP Section B Paragraph 1. COEFFICIENT 1.3.1.1 & 3.1.1.)
“1.3.1.1 …incidental engineering and architectural services.”
“3.1.1. …When applicable, design costs and FL state taxes are also considered.”
Answer 2: The level of design is that which is incidental to the construction project. An example is an engineer designing scaffolding for the water tower corrosion control project that would be signed and sealed by a Professional Engineer (P.E.)
Question 3: Can clarification to this sentence be provided. (Ref: RFP Section B Paragraph 1. COEFFICIENT)
“1.1. Offeror may use the quarterly pricing updates to the R.S. Means.”
Given the use of the word “may” in the sentence; is it mandatory to use the quarterly pricing updates or contractor option?
Answer 3: Mandatory for Annual, not mandatory for Quarterly

Question 4: Can clarification to this sentence be provided. (Ref: RFP Section VOLUME II Paragraph 1.(d) Sub factor 4)
“Provide a detailed proposed progress schedule…”
What format/software is the schedule to be developed; Examples: Primavera, MS Project, AF Form 3064?
Answer 4: The detailed progress schedule can be developed using software of the contractor’s choice as long as it includes the major schedule items identified under 1(d) Sub Factor 4 Initial Requirement Progress Schedule.
Question 5: Can clarification to this sentence be provided. (Ref: Technical Specs: Section 01 33 00 Paragraph 1.8.2)
“Check the column "variation" of ENG Form 4025 for submittals which include proposed deviations requested by the Contractor.”
Is this form applicable?
Answer 5: No, this form is not applicable, therefore, the following language should be deleted from Specification Section 01 33 00, Para 1.8.2 (Reference: Specifications, Addendum II (RFP, Attachment 2b)):
“Check the column "variation" of ENG Form 4025 for submittals which include proposed deviations requested by the Contractor. Set forth in writing the reason for any deviations and annotate such deviations on the submittal. The Government reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.”
Question 6: Can clarification to this sentence be provided. (Ref: Technical Specs: Section 01 35 26 Paragraph 1.4)
“Contractor Safety Self-Evaluation checklist" and “Monthly Exposure Report.”
Can these be provided for review?
Answer 6: No, these documents are not applicable, therefore, the following language should be deleted from Specification Section 01 35 26 (Reference: Specifications, Addendum II (RFP, Attachment 2b)):
a. Para 1.3: delete the submittal requirement for the “Contractor Safety Self-Evaluation Checklist
b. Delete Para 1.4. (CONTRACTOR SAFETY SELF-EVALUATION CHECKLIST)
c. Delete Line Item 21, “Contractor Safety Self-Evaluation Checklist” from the Submittal Register.
Question 7: Can clarification to this para be provided as it appears that an order could be made and the execution (delivery) can go beyond the 2nd year term as long as it’s no longer than 1 year past the term? It sounds like task orders awarded near the end of the 2nd year could be of duration that could require the contractor being on site well after the 2nd year?
(Ref: RFP Section CLAUSES INCORPORATED BY FULL TEXT and 52.216-22 INDEFINITE QUANTITY)
“(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after one year after the ordering period has expired.”
Answer 7: Any order issued prior to the end of the effective period of this contract and not completed within that period shall be completed by the contractor within the time specified in the order.
RFP Atch 12a Q & A Page 3 of 8
Question 8: Is there any contractor area(s) designated for office setup or storage being allocated for the contract? If so are there any requirements for utilities? (Ref: Solicitation)
Answer 8: No, this will be negotiated for each task order (Refer to Section I, FAR 52.236-10 (Operation and Storage Areas)) and will require authorization or approval by the Contracting Officer. Utilities are addressed in Section F (F- 3-Availability of Utilities).
Question 9: During the site visit no pictures were allowed. Does the AF have any pictures they could share for this proposal? (Ref: Site Visit Pictures)
Answer 9: Photographs of the Central Water Tank (CentralWaterTower.pdf) have been uploaded to the FBO website.
Question 10: General Note 8 (Ref: RFP Attachment 3 (Drawing Sheet H-001)) states:
“ALL SAMPLING REPORTS ARE COMPILED FROM THE ASBESTOS SURVEY REPORT AND HEAVY METALS
REPORT, BOTH OF WHICH SHALL BE MADE AVAILABLE TO THE CONTRACTOR UPON REQUEST.”
Can these be provided?
Answer 10: The heavy metals report is in Attachment I to the project specifications (RFP, Attachment 2). There is no asbestos survey report, nor is one required.
Question 11: General Note SI-2 (Ref: RFP Attachment 3 (Drawing Sheet S-001)) states:
“MANY OTHER TYPES OF COMMUNICATION RELATED SYSTEMS ARE CURRENTLY ATTACHED TO THE TANKS AND WILL NEED TO BE REMOVED AND REPLACED AS PART OF THE CORROSION REPAIR PROCESS. THE CONTRACTOR SHALL COORDINATE WITH THE CONTRACTING OFFICER AND ALL CONCERNED PARTIES AS
TO SCHEDULING AND WHO IS RESPONSIBLE FOR REMOVAL AND REPLACEMENT. SOME OF THESE
SYSTEMS WILL BE REMOVED AND REPLACED 'BY OTHERS' (USER ETC).”
Are there any systems required to be removed and replaced by the contractor or is this all coordination with others on the base?
Answer 11: There are no communication elements to be removed and replaced as part of this contract. The work indicated on Drawing Sheet S-301 denoted by Dtl 3/S504 is required
RFP Atch 12a Q & A Page 4 of 8
Question 12-1 and 12-2: General Note SI-3 (Ref: RFP Attachment 3 (Drawing Sheet S-001)): states
“THE CONTRACTOR SHALL PERFORM A DETAILED CORROSION SURVEY OF THE TANK, ALL SUPPORTS AND RELATED SYSTEMS THAT ARE NOT SCHEDULED TO BE REMOVED & REPLACED. THIS DETAILED FIELD SURVEY WILL BE USED TO SUPPLEMENT THE REPAIR/REPLACEMENT DETAILS SHOWN HEREIN, MODIFY THE ESTIMATED QUANTITIES SHOWN HEREIN, AND FIELD VERIFY EXISTING MEMBER SIZES TO BE
REMOVED & REPLACED WITH NEW.”
The above uses the wording “...to supplement the repair/replacement details shown…”, “modify the estimated quantities”
12-1. Who will provide the supplement?
Answer 12-1: The supplement is the field survey provided by the contractor
12-2. How will quantities be modified?
Answer 12-2: The contractor and government will meet after the contractor submits the field survey. Any changes in quantity will be agreed upon prior to commencement of work
Question 13: General Note SI-6 (Ref: RFP Attachment 3 (Drawing Sheet S-001)): states
“IF THE COST OF ALL REQUIRED REPAIRS TO AN INDIVIDUAL MEMBER (AND CONNECTIONS) EXCEED 50% OF THE MEMBERS REPLACEMENT VALUE, THE MEMBER (AND CONNECTIONS) SHALL BE REPLACED WITH
NEW IN LIEU OF REPAIR.”
Who is responsible for evaluations and/or determining the 50% rule above? Also, if found to be 50% or more does this fall under the “…MODIFY THE ESTIMATED QUANTITIES SHOWN…” under SI-3?
Answer 13: The government and contractor will mutually agree upon individual members that exceed the 50% rule after the contractor’s field survey is completed which is addressed in Note SI-3. The contractor’s proposal should be based on the items and quantities that are indicated in the tables on Drawing Sheet S-601, Rev 1.
Question 14: General Note SI-7 (Ref: RFP Attachment 3 (Drawing Sheet S-001)) states:
“THE CONTRACTOR SHALL HAVE THE OPTION OF REMOVING AND REPLACING A SEVERELY CORRODED
MEMBER OR ELEMENT IN LIEU OF REPAIRING IT AT NO ADD'L COST TO OWNER.”
Can the note be clarified as it seems to be contrary to SI-3 and SI-6 50% rule?
Answer 14: The note applies to members and elements that do not meet the 50% rule, i.e. if the cost of all required repairs to an individual member (and connections) does not exceed 50% of the replacement value, the contractor can either repair the member or element, or replace the member or element at no additional cost to the government.
Question 15: General Note SI-8 (Ref: RFP Attachment 3 (Drawing Sheet S-001)) states:
“THE SCHEDULES SHALL NOT BE USED FOR QUANTITIES OF MATERIALS TO ACTUALLY BE
PURCHASED OR REPAIRED. FINAL REPAIR AND REPLACEMENT QUANTITIES CAN ONLY BE
DETERMINED AFTER A FULL SURVEY REPORT OF THE TANK AND SUPPORT STRUCTURE HAS
BEEN PERFORMED BY THE CONTRACTOR AND SUBMITTED TO THE CONTRACTING OFFICER.
THE CONTRACTING OFFICER WILL THEN REVIEW THE SURVEY REPORT AND SPECIFICALLY
DIRECT ALL REPAIRS & REPLACEMENTS TO BE PERFORMED BY THE CONTRACTOR.”
Can the note be clarified as it seems to be relying on a post award survey for the actual scope to be performed?
Answer 15: The contractor should propose the project per the quantities and sizes indicated in the Request For Proposal (RFP) documents.
RFP Atch 12a Q & A Page 5 of 8
Question 16: General Note SI-9 (Ref: RFP Attachment 3 (Drawing Sheet S-001)) states:
“THE REPAIR /REPLACE QUANTITIES SHOWN SHALL BE USED AS A BASIS FOR PROVIDING A FIRM FIXED PRICE BID QUOTATION. UNIT PRICES WILL BE REQUIRED AS PART OF THE BID, BASED ON APPROXIMATE QUANTITIES SHOWN, AND WILL ALSO BE USED AS A BASIS FOR ADJUSTMENTS TO THE CONTRACT IF AND
AS NECESSARY.”
Can the note be clarified?
Answer 16: The contractor should provide proposal prices per the R.S. Means Cost Estimating Guide as required in the Request For Proposal (RFP) documents. The R.S. Means unit costs will be used for any post-award adjustments.
Question 17: General Note SI-12 (Ref: RFP Attachment 3 (Drawing Sheet S-001)) states:
“…THESE CORRODED HIDDEN AREAS SHALL EITHER BE REPAIRED BY WELDING WHEREVER POSSIBLE, OR
REPLACED IF THIS PROVES MORE COST EFFECTIVE.”
Who determines “cost effectiveness”?
Answer 17: Cost effectiveness will be a mutual agreement between the government and the contractor and will be based upon the unit costs in the R.S. Means Cost Estimating Guide.
Question 18: General Note GR-4 (Ref: RFP Attachment 3 (Drawing Sheet S-501)) states:
“SUBMIT SIGNED & SEALED DRAWINGS & CALCULATIONS BY A STRUCTURAL ENGINEER REGISTERED IN
THE STATE OF FLORIDA TO SHOW FULL COMPLIANCE WITH ALL REQUIREMENTS.”
Please verify that the only Signed & Sealed design data is limited to the Guardrail replacement?
Answer 18: There are other requirements for signed and sealed drawings contained in the drawings and specifications. The contractor should thoroughly review the Request For Proposal (RFP) documents to ensure all requirements are captured.
Question 19: Note on Section 7 (Ref: RFP Attachment 3 (Drawing Sheet S-503)) states:
“SECTION BELOW SHOWS THE UPPER PORTION OF THE GUSSET PLATE BEING 'REMOVED AND REPLACED' WHILE LOWER SECTIONS MAY BE REPAIRED. A COMBINATION OF EITHER MAY BE USED DEPENDING ON DEGREE OF HIDDEN CORROSION ENCOUNTERED AND THE COST EFFECTIVENESS OF 'REPAIR' VS PARTIAL
OR WHOLE 'REMOVAL AND REPLACEMENT'. CONTRACTOR SHALL SUBMIT UNIT COSTS FOR BOTH
APPROACHES.”
Can this note please be clarified?
Answer 19: The contractor’s proposal should be based upon the quantities and sizes contained in the tables on Drawing Sheet S-601, Rev 1
RFP Atch 12a Q & A Page 6 of 8
Question 20: Note on CRR-4 (Ref: RFP Attachment 3 (Drawing Sheet S-503)) states:
“EDGES OF BUILT UP CONNECTIONS (EG TANG SIDE PLATES) MAY HAVE CORROSION THAT IS NOT STRESS RELATED AND NOT REQUIRING REPAIR. REPAIRING (OR REPLACING) CONNECTOR PLATES AT THESE
LOCATIONS SHALL BE LEFT TO THE SOLE DISCRETION AND JUDGEMENT OF THE CONTRACTING
OFFICER..”
MR-9 requires “CONTRACTOR SHALL SUBMIT A MEMBER REMOVAL, REPAIR AND REPLACEMENT PLAN FOR
REVIEW AND APPROVAL”
Can the CRR-4 note please be clarified and how it relates to MR-9 and corrosion survey requirements under
SI-3?
Answer 20: The contractor’s proposal should be based upon the quantities and sizes contained in the tables on Drawing Sheet S-601, Rev 1. The above referenced note provides guidance if post-award alterations are required.
Any post-award action will be negotiated before direction is provided to the contractor.
Question 21: Notes on Unit Pricing UP-1, UP-2, UP-3 & UP-4 (Ref: RFP Attachment 3(Drawing Sheet S-601)) state:
“UP-1: ALL ITEMS NOT LISTED IN THE 'UNIT PRICE' SCHEDULE SHALL BE INCLUDED IN THE CONTRACT AS REQUIRED TO PROVIDE A COMPLETE WATER STORAGE TANK SYSTEM INCLUDING FINAL FINISHES AS
INDICATED ON THE DRAWINGS AND SPECIFICATIONS.
UP-2: 'UNIT PRICES' FOR ALL CATEGORIES LISTED SHALL BE SUBMITTED WITH THE BID USING THE EXCEL SPREADSHEET PROVIDED. AFTER THE CORROSION SURVEY RESULTS HAVE BEEN SUBMITTED BY THE CONTRACTOR AND REVIEWED THE CONTRACTING OFFICER (C.O.) , THE QUANTITIES WILL BE UPDATED
AND ADJUSTED ACCORDINGLY AT HIS SOLE DISCRETION OF THE C.O.
UP-3: 'UNIT PRICES' SHALL INCLUDE ALL MATERIALS, PREPARATION, FINISHES, LABOR, OVERHEAD, PROFIT AND ALL APPLICABLE BURDENS AND MARKUPS FOR SUBCONTRACTORS AND THE GENERAL
CONTRACTOR. THE 'BASE' PRICE PORTION OF THE CONTRACT SHALL INCLUDE ALL OTHER ITEMS, COSTS
AND EXPENSES NOT ASSOCIATED WITH THE VARIABLE REPAIR / REPLACEMENT QUANTITIES.
UP-4: IF A MEMBER OR ELEMENT'S REPAIR COST EXCEEDS IT'S REPLACEMENT COST, A NEW MEMBER SHALL BE PROVIDED IN LIEU OF REPAIRING IT UNLESS THIS IS SPECIFICALLY APPROVED AND DIRECTED
IN ADVANCE BY THE CONTRACTING OFFICER.”
Can these notes be clarified?
Answer 21: Drawing Sheet S-601 is modified to delete Notes UP-2 and UP-3. Drawing Sheet S-601, Rev 1 replaces Drawing Sheet S-601. The R.S. Means Cost Estimating Guide shall be used for all prices.
