1. COEFFICIENT
1.1. The current year edition of the R.S. Means Construction Cost Data is hereby incorporated by reference and the current edition at the beginning of each calendar year will be incorporated into the contract for the duration of this contract. The Offeror shall use the Electronic Version of R. S. Means Building Professional’s Package which includes Building Construction Cost Data, Mechanical Cost Data, Plumbing Cost Data, Electric Cost Data and the Square Foot Cost. Offeror must purchase “Assemblies Cost Data” separately. For renovation projects, the Offeror shall use the Repair and Remodeling Cost Data. The Offeror may use the quarterly pricing updates to the R.S. Means. Offeror shall use Means Cost Works Estimator to prepare and submit task order proposals. These items may be obtained from the R.S. Means Company at www.rsmeans.reedconstructiondata.com or 1-800-334-3509.
1.2. Coefficient: The Offeror’s coefficient shall be represented as a percentage “increase” or “decrease” to the R.S. Means, without overhead , profit and bond. The “Total Bare Costs” column in the R.S. Means will be used. The Offeror’s coefficient SHALL contain all allowable costs EXCEPT PROFIT, OVERHEAD AND BOND. Coefficient, Overhead and Profit will be established in Section B – Supplies or Service and Prices and will be in effect for the length of this contract.
Offerors shall explain the basis for how the proposed coefficient was developed. The explanation shall, at a minimum, address the Offeror’s perception of the accuracy of the R.S. Means Cost Works as the basis for any assumptions regarding expected volume (dollars) of work under the contract and the rationale for any deviation in the proposed adjustment factor/coefficient.
While R.S. Means Cost Works is identified as an industry standard for construction pricing, it is the responsibility of the contractor to verify CSI unit prices and to modify their coefficient factor accordingly.
For example, if the cost per square foot for painting an exterior CMU wall in Cost Work Estimator equals .33 cents and provides a bare material cost of .10 cents, but the actual bare material cost is .15 cents, your coefficient should be developed to consider these price difference.
The only compensation to be paid to a contractor for the unit prices will be:
Formula: Cost Works Published Price x the unit quantity x the coefficient x overhead percentage x profit percentage x bond = Total Price
1.3. Items included in Coefficient:
1.3.1. There will be NO allowances for any additional costs beyond what the Coefficient covers;
therefore, the coefficient must be all inclusive of costs incurred.
1.3.1.1 Identify items from R.S. Means included in the Coefficient. Identified items will not be paid separately. Items included in the coefficient are: insurance, all taxes, employee or subcontractor wage rates adjusted by the Davis Bacon Wage Determination, subcontractor overhead and profit, cost of financing the work, business risks, incidental engineering and architectural services, construction vehicles such as pick-up and utility trucks, etc, excess waste, difference in project size and location, and mobilization costs.
1.4. Non-Priced Items. Items of work not covered in the R.S. Means, will be considered Non-Priced Items, if agreed upon by both the government and the contractor.
1.4.1. All proposed non-priced items shall be separately identified and priced. Proposed non- priced items must be documented by supporting information as specified below:
(a) A minimum of THREE (3) competitive contractor quotes and approved by the Contracting Officer,
(b) A complete breakout of material, labor, and other direct or indirect costs required to complete the specific item. Costs shall be segregated and proposed on the Non-Priced Items Worksheet (See Attachment #8), or other format approved by the contracting officer.
1.4.1.1. Offeror shall provide a written justification for price/subcontractor/vendor selected.
1.4.2. Non-priced items proposed must be fully supported IAW paragraph 1.4.1.
1.4.3. The Coefficient SHALL NOT be applied to non-priced items. However, the Overhead, Profit and Bond rate fixed in the contract shall be used and shall not change.
1.5. Work to be performed by the prime contractor and subcontractor(s) shall be priced using the “BARE COSTS TOTAL” column in R.S. Means. The appropriate coefficient will then be applied to the total of these costs.
1.6. Offeror shall consider any Davis Bacon wage rate increases in their proposed coefficient.
1.7. The Coefficient will apply for the two-year period of the contract or up to the maximum capacity of $4,000,000.00.

2.1. The offeror shall prepare a detailed proposal by identifying tasks, refining quantities of both pre-priced and non-priced items, pricing non-priced items, developing performance times and preparing a completed proposal document for submission to the contracting officer. The offeror shall field verify all available as-builts as well as existing field conditions.
2.2. Where square foot costs are provided in the R.S. Means, those costs shall take precedence over cost for assembly cost and individual cost. Likewise, where assembly costs are provided in the R.S. Means, those costs shall take precedence over costs for individual items unless otherwise approved by the contracting officer.
2.3. Quantities used on individual task order proposals shall be taken from field measurements or design plan, as appropriate, without allowance for waste unless the R.S. Means authorizes under individual items.
Waste of excessive material quantities is an incidental cost and is included in the coefficient.
2.4. Costs of expendable supplies, lubricants, wear and tear on tools, are included in the installation/construction cost in the R.S. Means cost of construction and will not be paid separately.
2.5. Equipment Rental may be considered only if the required item is not included in the crew descriptions for the R.S. Means line item that describe the work, unless approved by the contracting officer.
3. TASK ORDER CALCULATIONS.
3.1 . Calculating Total Cost.
3.1.1. In calculating the total cost, R.S. Means, the coefficient, Overhead and Profit are all considered.
When applicable, design costs and FL state taxes are also considered.
3.1.2. Using R.S. Means Database:
3.1.2.1. The offeror shall use the electronic version in developing a proposal. Each proposal will be generated from CostWorks using a CSI Number: The R.S. Means database consists of a MasterFormat System of classifications and numbering developed by the Construction Specification Institute (CSI). Each line item in the database has its own unique CSI identifier. The offeror shall use the electronic version in developing a proposal, selecting the appropriate CSI number(s) in the RS Means Cost works program for each individual item. R.S. Means is updated quarterly each year. The offeror must select the location.
Typically, the City Cost Indexes are electronically applied to the CSI items. The example shown below is for informational purposes only:
3.1.2.2. Example: Design and construct a 10,000 SF Building: Combination Warehouse & Offices (typical for 10 locations): 125’x 80’x20’H, masonry structure.
A. Install an 8’x8’ (Commercial) wood Overhead Door in each building; including trim, hardware, and painting. Doors shall also have electric openers (including hardware) installed.
B. Install 10 Exterior wood doors (3’x6’-8”), frames, trim and hardware in each structure. Doors shall be weatherstripped, stained and finished.
C. Each building (10) shall have its front face (125’x20’) painted (2 coats exterior latex)
D. Install 10 Wrought iron security Doors, including hardware, in same opening as exterior wood doors.
NOTE: Example provided is only a small representation of all items needed for a complete Task Order Proposal.
