SECTION 01 55 01
SECURITY REQUIREMENTS
FOR PETERSON AIR FORCE BASE
PART 1 GENERAL
1.1 SECURITY CLEARANCE AND PERMITS
1.1.1 Controlled Access Areas
1.1.1.1 If the location of the work is to be performed under this contract is a “controlled access area”, access to the area by contractor personnel will be in accordance with existing
Peterson AFB and/or Air Force Space Command regulations.
1.1.2 Passes And Badges
1.1.2.1 Contractor employees requiring entrance to unrestricted and/or restricted base areas will be required to execute the necessary forms to enter these areas through the Base
Contracting Office or authorized representative. At the same time he presents his final invoice of individual task orders, the Contractor will be required to show evidence to the Base Contracting Officer that all temporary passes and restricted area badges issued to his personnel have been turned in. Final payment will not be issued until all base passes or badges have been received in the designated office. The Contractor is responsible to turn in all security passes and badges from any employee whose employment is terminated.
1.1.3 Vehicle Passes
1.1.3.1 All contractor vehicle drivers are required to execute the necessary forms and provide necessary information to obtain temporary or permanent vehicle passes before driving on Peterson AFB Complex.
1.2 TELEPHONE COMMUNICATIONS SECURITY (COMSEC) MONITORING
1.2.1 Contractor personnel are advised that any time they place a call to or receive a call from a
USAF organization, they are subject to COMSEC procedures, such as monitoring. All communications with Department of Defense (DoD) organizations are subject to
COMSEC review. Telecommunications networks are continually subject to intercept by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from or terminating at DOS organizations. The Contractor will assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DoD information.
1.3 SECURITY REQUIREMENTS
1.3.1 Request For Entry
1.3.1.1 The Contractor shall comply with security regulations imposed by the Installation

Commander and/or the agency occupying the space where work is to be performed, including any necessary security clearances. Prior to mobilization the Contractor shall provide the Contracting Officer or authorized representative a list of personnel requiring authority to work on Peterson AFB Complex. The list shall be kept current and the Contracting Officer or authorized representative notified as to any changes on the list.
1.3.2 Circulation Control
1.3.2.1 Restricted Area Badges for Unescorted Entry only (i.e. not requiring or authorized access to classified information) may be issued to contractor personnel meeting the following qualifications:
a. Subject will be employed for six or more months.
b. Contract is for more than six months.
c. Subject has initiated a National Agency Check (NAC).
d. Subject has received a favorable local agency/files check initiated by USAF Security
Police.
1.3.3 Security Breaches
1.3.3.1 Whenever facility security is breached to perform work required under this contract, the
Contractor will be responsible for providing temporary measures in order to assure security is maintained at the level existing prior to construction. This may include such security items as fencing around a facility or closing all openings in a structure during non-work hours. Individual task orders shall contain specific security requirements for the applicable projects.
1.4 WORK IN SPECIAL SECURITY AREAS
1.4.1 Escorts
1.4.1.1 The Contractor may be required to provide escorts for access to secure areas while working in certain facilities at Peterson AFB Complex.
1.4.2 Applicable Regulations
1.4.2.1 The following security regulations will apply to construction projects within the
Peterson AFB Complex: AFI 31-101 Chapter 5, Restricted Area Circulation Control
Procedures.
1.5 VEHICLE ENTRY RESTRICTIONS
1.5.1 The Installation Commander or designated representative reserves the right to control vehicles wishing to enter Peterson AFB. Any delays caused by contractor vehicle searches or driving to designated gates will not be claimed against the Government.
1.5.1.1 The Contractor should be aware that any truck or van may be limited to one gate and may be subject to search by Security Forces when entering or leaving Peterson AFB

Complex.
1.5.1.2 All large commercial deliveries regardless of vehicle size must enter through the East
Gate Vehicle Inspection Station for inspection.
1.6 CONTACT INFORMATION
1.6.1 The Contractor shall provide a 24-hour, 7-day-a-week contact number to 21 SFS/SFO in case of suspicious activity at the construction site or if the site is found insecure. If required by 21 SFS, the contractor will have someone respond to the construction site within 4 hours.
1.7 CLEAR AREA
1.7.1 The Contractor shall ensure that at the end of the work day all vehicles and materials are keep at a minimum of 82 feet away from all inhabited facilities. The Contractor shall ensure trash receptacles/dumpsters are keep at a minimum of 82 feet away from inhabited facilities.
1.8 RIGHT TO DENY ENTRY
1.8.1 The Installation Commander or designated representative reserves the right to deny entry to any contractor or subcontractor employee whose National Agency Check (NAC) is unfavorable, and the right to terminate the entry authorization of any contractor employee upon disclosure of information which indicates the individual’s continued entry to PAFB is not in the best interest of national security. Additionally, the violation of or any deviation from established security procedures by the contractor’s employee may result in the confiscation of restricted area badge and the denial of future entry to PAFB.
