SECTION 01 00 05

F.E. WARREN AIR FORCE BASE

SPECIFIC REQUIREMENTS

PART 1 GENERAL

1.1 LOCATION

1.1.1 This section contains requirements applicable to F. E. Warren Air Force Base (FEWAFB).

1.2 DIGGING PERMIT PROCEDURES / WORK CLEARANCE PROCEDURES

1.2.1 Requests for all digging on F. E. Warren AFB and the Missile sites are submitted to

Customer Service in Bldg 318. "ALL" is defined as any breaking of the ground, whether by contractor, in-house, or family housing occupants. Permits should be submitted no more than seven (7) duty days prior to required excavation date.

1.2.1.1 Requesters are responsible for the following information when submitting a digging permit request:

a. A drawing of the area of digging.

b. State the purpose of the digging.

c. Provide name, phone number, and organization of requester.

d. Indicate the required start date.

e. Physically mark the actual digging site with white paint or flags.

1.2.1.2 Once Customer Service receives the above-mentioned information, an AF Form 103, Base Civil Engineer Work Clearance Request, is initiated. The normal processing time for routine requests is three (3) to five (5) workdays. Local utility companies, by

Wyoming State law, have 48 hours to respond to routine requests. (Emergency requests can usually be handled within a few hours).

1.2.1.3 Customer Service will hand carry the AF Form 103 to the appropriate agencies on base for coordination. These agencies include:

a. Electric Shop

b. Heat Plant

c. Utilities Shop

d. Environmental

e. Pavements & Equipment

f. Cathodic Protection Shop

g. EMCS (Alarms) Shop

h. Security Police

i. Communications Squadron

j. Engineering Flight

k. TCI Cable Vision

l. U. S. WEST Communications

m. Cheyenne Light, Fuel, and Power

n. Cheyenne Board of Public Utilities

o. Grounds Maintenance QAB

p. BNSF (if within Railroad right-of-way)

q. Wing Safety

1.2.1.4 Areas, which are clear of utilities, will simply be annotated "Clear" and signed by the locator. Areas, which do have utilities, will be annotated "Utilities in area — call ext.____ to coordinate an onsite locate with the requester", and will be highlighted in fluorescent yellow. Once the AF Form 103 has been completely coordinated by all required agencies, Customer Service notifies the requester the permit is ready to be picked up. This does not mean that digging may start upon notification. It is the responsibility of the Contract Inspector to coordinate on site with each shop highlighted and get the locator's signature. Once all required areas are signed, the Inspector will return the permit to Customer Service, Building 318, for approval signature. Once this is accomplished, the permit is valid and excavation may begin.

1.2.1.5 There are three reasons for this procedure where utilities are present:

a. In the past, contractors had started digging on projects without the contract inspector's knowledge.

b. With the requester and locator on site at the same time, the guesswork as to exactly where the digging will be is eliminated.

c. Many times unforeseen problems delay the start of digging. If the utilities were marked on the day the permit was started and the actual digging is delayed 2 weeks, for example, chances are that the locate marks would no longer be visible. This would require more phone calls by the contract inspector and a second locate by the utility shop involved.

This process will help eliminate this problem (Federal Law states permits valid for 14 days)

1.2.1.6 Each completed permit will include:

a. The original AF Form 103

b. U.S. West's yellow locate sheet

c. A color code sheet

d. Copy of digging permit procedures

e. A copy of the drawing

1.3 ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES

1.3.1 The contractor will not disturb electrical and/or communications facilities and wiring. Where such facilities require removal for accomplishment of the project work, the contractor shall

01 00 05-3 03/24/09 notify the Contracting Officer (CO) in writing at least seven calendar days in advance of the requirement, for the accomplishment of such removal work by the Government. The contractor shall allow the utility owner to remove the systems required. If damaged by contractor's construction activities, the contractor shall restore service within 24-hours with no cost to the Government.

1.4 CONDITIONS OF WORK:

1.4.1 Disruptions

1.4.1.1 The contractor shall perform his work in a manner which will minimize disruption to normal FEWAFB operations.

1.4.2 Area Of Work

1.4.2.1 The contractor will be allowed a reasonable working area.

1.4.3 Regulations And Policies

1.4.3.1 The contractor shall comply with all applicable FEWAFB regulations pertaining to safety, health, security, traffic control, fire prevention, and environmental protection.

1.5 SALVAGEABLE ITEMS

1.5.1 The CO will identify which items are to be salvaged. Turn-in of salvageable items shall be as specified by the CO. The contractor shall be responsible for transporting and unloading the items at the specified location. Salvageable items need not be turned in each day but may be stockpiled and turned in later as a group, provided such items are protected and maintained in a manner acceptable to the CO.

1.6 RECYCLING

1.6.1 The contractor is encouraged to participate in the F.E. Warren AFB recycling program.

Any scrap metal, scrap lumber, or cardboard may be disposed of in the appropriate recycling bins found on base. Should the contractor choose to participate in the FEWAFB recycling program, compliance with the program guidelines will be required. Only recyclable materials generated from FEWAFB related activities will be accepted for recycling. The contractor shall receive no compensation for labor or materials.

1.7 HAZARDOUS MATERIALS

1.7.1 The contractor shall enroll/register all hazardous materials (HAZMAT) used under this contract into the F.E. Warren AFB Hazardous Materials Pharmacy (HAZMART) computer database system. The contractor shall coordinate registration and entry of information with the HAZMART. The contractor shall update the HAZMAT information in the HAZMART database on a monthly basis and shall store hazardous materials in the HAZMART, if practicable.

1.7.1.1 Hazardous Waste

a. Any hazardous waste generated by the contractor must be disposed of by coordinating with 90 CES/CEV about appropriate disposal procedures.

1.8 HISTORICAL PRESERVATION

1.8.1 Any work in the F.E. Warren AFB Historic District must be coordinated with the F.E.

Warren AFB State Historical Preservation Officer (SHPO). These building(s) are listed on the National Register of Historic Places and are National Historic Landmarks.

Specifications for the work to be done on this/these building(s) have been approved by the

Wyoming State Historic Preservation Office and the federal Advisory Council on Historic

Preservation, and meets the requirements of the Secretary of the Interior's Standards for

Historic Preservation. All work on this/these building(s) must be done in compliance with the specifications, and the Base Historic Preservation Officer must approve any deviation from the specifications. Special care must be taken to avoid any damage or alteration of historic materials. Any artifacts uncovered as a result of construction must be turned over to the SHPO Officer.

1.9 POTABLE WATER

1.9.1 Potable water lines damaged during construction - The contractor must notify 90

CES/CEOIUA immediately at F.E. Warren AFB, extension 773-4069, along with the

Simplified Acquisition of Base Engineering Requirements (SABER) project manager. The contractor shall disinfect all water lines, which do not remain full of water under pressure.

Disinfection shall be in accordance with American Water Works Association Standard 601

(which is hereby incorporated as referenced) and shall not be complete until two consecutive days bacterial samples (taken and analyzed at the contractor's expense) show no contamination. Bacteriological samples shall be analyzed by a laboratory certified by the State of Wyoming.

1.10 FILL MATERIALS

1.10.1 Excess fill materials, including rock, gravel, broken concrete or asphalt, etc., shall be removed from base grounds and disposed of in accordance with applicable state and local regulations. Excess fill shall not be disposed of in any 100-year floodplain as regulated by the

County Land Use Department. On a case-by-case basis, it might be possible to dispose of all material on Base.

1.10.2 Additional fill material shall be imported and delivered to the site from off the base grounds as a necessary part of the work. Material composition shall be subject to the requirements of section

31 23 00, Site Excavation And Fill, in this specification.

1.11 CONTRACTOR VEHICLES

1.11.1 The company name shall be prominently displayed on all contractor vehicles operated on

FEWAFB. The contractor may obtain entry passes for vehicles needed to transport materials and equipment at FEWAFB Visitors Center, located at Gate 1 on Randall Ave.

The contractor will be required to present proof of insurance, drivers license, vehicle registration, and other documentation as needed to obtain vehicle entry pass. Entry to the restricted areas of FEWAFB at the Weapons Storage Areas (WSA) and the Missile Alert

Facilities (MAF) and Launch Facilities (LF) will require a vehicle pass and additional clearances (i.e. for personnel).

1.12 TRAFFIC CONTROL DEVICES

1.12.1 The contractor shall comply with the recommendations contained in Part 6 of the U S

Department of Transportation, Federal Highway Administration Manual on Uniform

Traffic Control Devices (D6.1-197B) to ensure proper warnings to motorists and adequate traffic control. All signs, warning lights, barricades, and other traffic control devices shall be provided by the contractor.

1.13 BUSINESS TELEPHONE

1.13.1 The contractor shall provide the CO with three copies of a listing of key. Contractor personnel and telephone number(s) at which they may be contacted during regular work hours. The contractor shall also provide after-hours (emergency) telephone numbers for the

Program Manager, Project Manager/Superintendent, and their respective alternates. The contractor shall be required to maintain the listing correct and current.

1.14 CONTRACTOR STORAGE/STAGING AREA

1.14.1 FEWAFB has a limited amount of storage space available at the Contractor Staging Area.

Security shall be the responsibility of the contractor. To the extent possible, the contractor is encouraged to use the Delivery Order job site for staging materials. The contractor is advised that an off-base storage/staging area may be useful for execution of some Delivery

Orders.
