SECTION 01 00 07

U.S.AIR FORCE ACADEMY

SPECIFIC REQUIREMENTS

PART 1 GENERAL

1.1 LOCATION

1.1.1 This section contains requirements applicable to United States Air Force Academy

(USAFA), located in Colorado Springs, Colorado 80840; the Farish Recreation Area, located east of Woodland Park, Colorado; and the Bullseye Auxiliary Airfield, located east of Colorado Springs off Highway 94.

1.1.2 All buildings within USAFA’s Cadet Area are listed on the National Historic Landmark

District (NHLD) and have sensitive interior and exterior features that are contributing elements to the NHLD. Prior to construction start, the Contractor will review project drawings and specifications and protect these distinguishing features during construction activities. These projects will also require adherence to the Secretary of the Interior’s

Standards for Rehabilitation (see definition below).

1.1.3 Several other buildings on USAFA are eligible for listing on the National Register of

Historic Places. Construction activities for these buildings will have been coordinated with the Colorado State Historic Preservation Office. Prior to construction start, the

Contractor will review project drawings and specifications and protect any distinguishing features during construction activities. These projects will also require adherence to the

Secretary of the Interior’s Standard for Rehabilitation.

1.1.4 Definition: The Secretary of the Interior’s Standards for Rehabilitation (Department of the Interior regulations, 36 CFR 67) pertain to historic buildings of all materials, construction types, sizes, and occupancy and encompass the exterior and the interior, related landscape features and the building’s site and environment as well as attached, adjacent, or related new construction. The Standards are to be applied to specific rehabilitation projects in a reasonable manner, taking into consideration economic and technical feasibility.

1.2 CONDITIONS OF WORK

1.2.1 Disruptions

1.2.1.1 The Contractor shall perform his work in a manner that will minimize disruption to normal USAFA operations.

1.2.1.2 No work will be allowed (unless previously coordinated with the Contracting Officer and CE) during the week before graduation (June Week), Cadet In-Processing, CORONA, NCLS, and Parent’s Weekend.

1.2.2 Area Of Work

1.2.2.1 The Contractor will be allowed a reasonable working area.

1.3 DESIGN AND CONSTRUCTION STANDARDS

1.3.1 In addition to the general guidelines contained in division 1 through 48 of this specification, the contractor will comply with the USAFA Design and Construction

Standards. In cases where the general guidelines and the USAFA guidelines are in conflict the USAFA guidelines take precedence. These standards are meant to provide a list of required products, mandatory design constraints, and mandatory construction criteria for all construction preformed on the United States Air Force Academy. The standards provide technical information to plan, design, construct, operate, and maintain

Academy facilities. These criterions are to aid in the development of an acceptable project, meeting the requirements of the Academy, and shall not replace the work of the

Designers or their best judgment. The goal is to assure that the Academy is provided with functional and long-lasting buildings, based on experience with existing Academy buildings, and maintenance issues that have been encountered. Electronic and printed copies of Academy Standards should be periodically checked against the current electronic version prior to use to verify the copies are current. The current electronic versions are available at the Headquarters (HQ) USAF Academy Civil Engineer website address: http://www.usafa.af.mil/cec. Included divisions are Architectural, Architect-

Engineer Design, Civil, Communications, Computer Drafting, Electrical, Environmental, General, Mechanical & Mechanical Control, and Roof standards.

1.3.1.1 Standards Content

a. The Standards are divided into several chapters and sections similar to the Unified

Facilities Criteria Format Standard (UFC 1-300-01).

(1) Design Requirements

(a) The section defines the general site and building requirements. These are meant to be complementary to the requirements defined in the Design

Instructions. Specific requirements, as well as other applicable codes, requirements, or documents must be adhered to as well; this Guideline lists only general requirements and concerns for all Academy work.

(2) Construction Requirements:

(a) For certain equipment and materials sole source brands are required. This section provides required materials, and levels of performance are listed where applicable. Specific requirements for the development of specification sections are included.

(3) Drawings

(a) This section includes typical details and designs used on the Academy.

(4) Appendixes

(a) This section includes typical definitions, Academy acronyms, and abbreviations found in the Standard. Documents referenced in the Standard are listed in this section.

1.3.1.2 Procedures For Deviating From Academy Standard

a. If a designer or contractor wishes to deviate from a Standard set forth in these documents, the following formal process shall be followed:

(1) Submit in writing to the Project/Construction Manager any deviation from the

Standard being proposed with justification.

(2) The Project/Construction Manager forwards this deviation and the

Project/Construction Manager’s recommendation to HQ USAFA/CECE for review.

(3) The deviation will be reviewed and approved/disapproved by HQ USAFA/CECE and returned to the interested parties with a copy to the file.

1.4 FIRE HYDRANT CONNECTIONS

1.4.1 Only compatible adapters shall be utilized for hydrant connections. All connections to fire hydrants shall be provided with a backflow preventor. A hydrant wrench of the correct size shall be used to control the flow. Temporary connections to fire hydrants shall be disconnected at the end of each working day. Any use of fire hydrants shall be coordinated with the Contracting Officer prior to work. Notification by the Contractor to the CO and USAFA Fire Department (719-333-2051) shall be made ten (10) workdays prior to any work.

1.5 ACCESS TO MECHANICAL AND ELECTRICAL ROOMS AND WORK AREAS

1.5.1 Contractors will be issued keys to certain areas such as the mechanical and electrical rooms. Protection of these keys will be the responsibility of the contractor, and loss could result in a charge for re-keying of locks.

1.6 WORK CLEARANCE REQUEST

1.6.1 The Contractor shall obtain and process an AF Form 103, Base Civil Engineer Work

Clearance Request, commonly known as a “Digging Permit,” for each task order (project) that requires any excavation on USAFA to a depth greater than four (4) inches.

1.6.1.1 The Contractor shall assist in developing location maps showing exact location and description of the work to be accomplished. The Contractor must mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation with water-soluble white paint prior to beginning the coordination of the AF Form 103. Should any of the coordination points indicate additional utility lines or structures to those already shown on the drawings, by sketch on the

Contractor's drawing or by field location marking, the Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the

Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition. If site conditions indicate the location of utility lines to be located other than as marked, the Contractor shall bring such discrepancies to the attention of the Simplified Acquisition of Base

Engineering Requirements (SABER) Project Manager before continuing with the excavation.

1.6.1.2 The Contractor will notify the Utility Notification Center of Colorado (UNCC), 1-800-

922-1987. UNCC will provide a locate number, which must be supplied to USAFA before the Form 103 processing can be approved.

1.6.1.3 The Contractor should submit initial and renewal requests for the AR Form 103, Work

Clearance Request no later than 10 working days prior to the required date. Emergency

01 00 07-4 03/24/09 requests may be processed on an exception basis in a shorter period.

1.6.1.4 In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the

Contractor.

1.6.1.5 The Contractor will maintain all markings. If 30 days have expired from the date of approval, the Contractor must request a renewal of the Form 103 from the SABER

Manager and the UNCC.

1.6.1.6 The original must remain on the job site during the entire process of any excavation work and be returned to the SABER inspector upon completion of the work.

1.7 OUTAGE COORDINATION

1.7.1 Contractor will coordinate all utility outages and traffic flow disruptions through the

SABER Project Manager. Contractor will notify the SABER office in a timely manner when an outage or traffic disruption is anticipated. This notice will be provided no later than two weeks prior to the anticipated work event. The request will stipulate the specific utility system and/or circuits to be affected and include location of outage, expected duration, areas to be effected, and primary and secondary points of contact. Outages shall be scheduled to ensure the least amount of disruption to occupants or users. After scheduled or unscheduled natural gas outages, the contractor shall re-light all pilot lights within two hours for the base and four hours for Military Family Housing (MFH). While most repairs to MFH will be performed when the units are not occupied, if the unit is occupied, the contractor will provide notice to the SABER Manager and to the occupant at least 3 days prior to the scheduled work. Repairs in MFH will start no earlier than

0800 nor continue past 1600, without written approval from the SABER office.

1.7.1.1 Traffic Disruptions

a. Any work on an Academy road will be considered a traffic disruption and will be coordinated using the procedures under this section. Detailed traffic control plans will be submitted for approval two weeks prior to anticipated work event.

1.8 CONTRACTOR VEHICLES

1.8.1 The company name shall be prominently displayed on all Contractor vehicles operated on

USAFA. The Contractor may obtain entry passes for vehicles needed to transport materials and equipment at Pass & ID, located at the South Gate (Academy Blvd.). The

Contractor will be required to present proof of insurance, drivers license, vehicle registration, and other documentation as needed to obtain vehicle entry pass. Entry to the restricted areas of USAFA will require a vehicle pass (Form 75) and additional clearances (i.e. for personnel).

1.9 CONTRACTOR STORAGE/LAYDOWN YARD

1.9.1 USAFA has a limited amount of storage space available at the Contractor Laydown Yard, located on the east end of Parade Loop Blvd. USAFA cannot guarantee that space will be available for the Contractor. If an area for storage/laydown is made available to the

01 00 07-5 03/24/09 contractor, they will be required to sign a no-cost lease and meet reasonable requirements for maintaining the area in a clean and organized manner. The Contractor Laydown Yard has no fence to secure contractor materials. The Government has no liability for materials or equipment that becomes lost or damaged. Security shall be the responsibility of the

Contractor. To the extent possible, the Contractor is encouraged to use the Task Order job site for staging materials. The Contractor is advised that an off-base storage/staging area may be useful for execution of some Task Orders.

1.10 PROJECT SITE APPEARANCE

1.10.1 Summary

1.10.1.1 Contractor shall provide all equipment, materials, and labor as required to clean project site of all construction-related items that are not a part of the final constructed project.

1.10.1.2 The Contractor is responsible to maintain the project site in a clean, neat, and orderly condition from the start of construction to project completion. Daily cleanup is required. The Contractor shall have a dumpster on site for disposal of debris, and shall arrange for transport of dumpster and debris to and from the project site. The dumpster shall be marked with the Contractor’s name, phone number and the words “For

Contractor’s Use Only”. In addition to daily site cleanup, the Contractor shall take extra efforts to make the project site clean, neat, and orderly condition for special

USAFA events, including but not limited to Graduation, Parent’s Weekend, and

Corona.

1.10.1.3 Store volatile wastes in covered containers and dispose off-site. Provide on-site covered containers for the collection of waste materials, debris, and rubbish. Neatly store construction materials, such as concrete forms, when not in use.

1.10.1.4 Wastes shall not be buried or burned on the site or disposed into storm drains, sanitary sewers, streams, or waterways.

1.10.1.5 For flightline projects at the Airfield (including aprons, ramps, and taxiways), the contractor shall perform continuous cleanup and dust control to reduce Foreign Object

Debris (FOD).

1.10.1.6 Areas around work sites shall be cleaned, with dirt and grass surfaces raked clean of any slag or debris from the Contractor’s operations. Broom clean exterior paved surfaces.

1.10.1.7 Provide Waste documentation to 10 CES/CEV (Environmental) at USAFA as required by other Sections contained in these Specifications, and by other provisions contained in the Contract Documents.

1.10.1.8 Additional items to be addressed include those listed in the Site Appearance Items in the following paragraphs.

1.10.2 Site Appearance Items

1.10.2.1 Survey-Related Items

a. All survey-related items that are exposed to view shall be removed from the project site after construction work is complete. These items shall include, but are not limited to, the following:

(1) Survey stakes.

(2) Colored flags and markers such as whiskers.

(3) Earthwork stakes.

(4) Stringlines.

b. Exceptions – All permanent benchmarks, GIS vertical and horizontal grid control points, and related items, which are a part of the permanent Base survey and control system shall remain in place, and shall be protected from damage during site cleanup activities.

1.10.2.2 Construction Debris and Trash

a. All construction debris shall be removed from the project site both on a daily basis and after construction work is complete. All non-salvageable items and trash shall be hauled off the USAFA grounds and disposed in accordance with applicable state and local regulations. Items shall be transported in tarp-covered or closed vehicles. Any items dropped or blown off vehicles shall be picked up immediately by the Contractor.

Use of installation trash containers is prohibited. Debris and trash items to be removed shall include, but are not limited to, the following:

(1) Building materials not used in the construction of the project, but which are to be retained for future material replacement purposes, including items such as ceiling tiles, carpet, and similar materials.

(2) Building materials pieces, parts, and components remaining after cutting and fitting of materials used in the construction of the project.

(3) Packaging materials used for shipping, including plywood, dimensional lumber, wood pallets, metal and plastic straps, cardboard, plastic shrink-wrap, including any other similar items commonly used for packaging and bundling of construction materials.

(4) Material packing items such as formed polystyrene products, polystyrene peanuts, including any other similar materials used for packing purposes.

(5) Temporary form materials, such as concrete forms, and similar items that are not to remain in the final construction.

(6) Concrete piles remaining from concrete pouring operations.

(7) Trash and miscellaneous debris, both construction related and wind-blown.

1.10.2.3 Temporary Utilities and Structures

a. All temporary utilities and structures shall be removed from the project site after construction work is complete. These items shall include, but are not limited to, the following:

(1) Temporary utility lines and utility structures for water, sanitary sewer, storm sewer, natural gas, communications (telephone and data) and other similar items related to temporary utilities.

(2) Temporary electrical and power lines and structures, power chords, and related equipment.

(3) Portable toilets.

(4) Trash dumpsters, roll-off trash containers, trash chutes, and similar project related

(5) Temporary fencing and pedestrian access control, including chain-link fencing, plastic safety fencing, lumber and plywood structures, silt fencing, and similar temporary fencing items.

1.10.2.4 Site Clearing and Grubbing Items

a. All items resulting from site clearing work shall be removed from the project site during the site clearing operations. These items shall include, but are not limited to, the following:

(1) Trees and tree stumps, shrubs, sod, grasses and similar vegetation removed as a part of site clearing.

(2) Earth overburden, gravels, soils, and deleterious items not required in the construction of the project.

(3) Remaining dirt and/or fill materials shall be removed from the project site.

1.10.2.5 Traffic Control Items (Vehicular and Pedestrian)

a. All traffic-control related items shall be removed from the project site after traffic control is no longer required, and after construction work is complete. These items shall include, but are not limited to, the following:

(1) Jersey Barriers, traffic barricades, etc.

(2) Traffic cones, barrels, etc.

(3) Flashing warning signs, towed electronic signs, etc.

(4) Temporary signs, including stop signs, caution signs, detour signs, lane change signs, directional signs, and other sign types used for temporary vehicular and pedestrian traffic control purposes.

1.11 APPROVED MATERIALS AND PRODUCTS

1.11.1 The clean, neat, and orderly appearance of all construction sites, and their uniformity using selected temporary materials and products, is required at all Academy project sites.

Provide materials and products for temporary use as defined in the following paragraphs.

Not all project sites will require use of all listed materials and products.

1.12 MANUFACTURERS

1.12.1 18.5.1. Safety Fencing – Provide safety fencing that meets OSHA requirements, and that meets any requirements of the Manual of Uniform Traffic Control Devices (MUTCD).

1.12.2 18.5.2. Traffic Cones - Provide traffic cones that meet OSHA requirements, and that meet any requirements of the Manual of Uniform Traffic Control Devices (MUTCD).

1.13 PROHIBITED MATERIALS AND PRODUCTS

1.13.1 Caution Tapes (Yellow) – Caution tapes are not appropriate for use as safety fencing or for other site related general purposes on USAFA projects.

1.14 PROTECTION

1.14.1 Protect finished project work from damage during site cleanup activities. Provide temporary protective coverings as required during cleanup activities. Remove protective coverings at completion of site cleanup activities.
