SECTION 01 55 02
SECURITY REQUIREMENTS
FOR CHEYENNE MOUNTAIN AIR STATION
PART 1 GENERAL
1.1 SECURITY REQUIREMENTS
1.1.1 Access
1.1.1.1 The Cheyenne Mountain Complex (CMC) is a Protection Level I restricted area and special security procedures are utilized to deter espionage, sabotage, or theft of Air Force (AF) resources. Access to United States (US) classified defense information by Contractor personnel during performance of this contract is prohibited. However, contract performance will be within a restricted area, which will require Contractor compliance with personnel security entry control procedures established in accordance with Air Force Instructions (AFI) 31-101, and local directives.
1.1.2 Security Policies And Procedures
1.1.2.1 The security policies and procedures outlined below will apply to all employees of the prime
Contractor.
1.1.3 Denied Entry
1.1.3.1 The Commander, 721
st Mission Support Group (721 MSG), reserves the right to deny any
Contractor employee entry to Cheyenne Mountain Air Station (CMAFS). Violations of or deviation from established security procedures by Contractor employees may result in confiscation of Air Force Entry Control Cards and denial of future entry to CMAFS restricted areas.
1.2 DEFINITIONS
1.2.1 721 SFS/S-5
1.2.1.1 The 721
st Security Forces Squadron (721 SFS/S-5) coordinates on personnel and vehicle entry requests.
1.2.2 Project Manager
1.2.2.1 The USAF and/or Department of Defense (AF/DoD) official assigned to CMAFS who monitors or supervises Contractor performance. This official will resolve all security problems between the Contractor and Security Forces.
1.2.3 Contractor
1.2.3.1 All employees of the prime Contractor, subcontractor, consultants and others performing work on this contract will be referred to as Contractor.

1.2.6.1 Contractor Security Officer
a. As soon as contracts are awarded, the Contractor will designate a security officer in writing to the 721 SFS/S-5. This individual shall be the single point of contact for implementing security programs/procedures required by the Statement of Work/Project Book or contract documents.
1.2.7 Request For Access
1.2.7.1 The document containing required identification information for each individual needing access to the installation will be referred to as a Cheyenne Mountain AFS Visit Request Letter.
1.2.8 Request For Vehicle Access
1.2.8.1 The document containing required identification information for vehicles needing access to the restricted areas will be referred to as a Request for (Personally Owned Vehicle (POV) into
CMAFS Restricted Area.
1.3 REQUIREMENTS FOR PERSONNEL ENTRY TO CMAFS:
1.3.1 Entry Escort
1.3.1.1 Contractor personnel needing access to the restricted area will be authorized either escorted or unescorted entry only after 721 SFS/S-5 receives personnel requests for access from the CSO.
1.3.2 CMAFS Visit Request Letter
1.3.2.1 The Contractor shall submit a CMAFS Visit Request Letter annually or for the term of the contract (whichever is less), on company letterhead through the Project Manager to 721 SFS/S-
5, CMAFS, CO 80914-6087. This request, if approved, is forwarded to the 721 SFS/S-5 two
(2) duty days before the visit. If the Contractor has Facility Security Clearance or the person has a security clearance, the Facility Security Officer of the company must sign the request.
The following information must be on file with the 721 SFS before entry will be approved:
a. Full Name
b. Social Security Identification Number
c. Title or Position within the Company
d. Date of Birth
e. Place of Birth
f. Citizenship
g. Current Background Investigation/Date Completed
h. Justification for the Visit

i. Date and Duration of the Visit
j. Name and Address of the Visitors' Company
k. Name and Routing Symbol of Air Force Point of Contact
1.3.2.2 UNDER NO CIRCUMSTANCES WILL POTENTIAL VISITORS BE PERMITTED TO
HAND CARRY ANY PACKAGES CONTAINING THEIR OWN REQUEST FOR
ENTRY.
1.3.2.3 Information contained in the CMAFS Visit Request Letter is subject to the Privacy Act of 1974 as follows:
a. Authority
(1) 5 U.S.C. 4501; 10 U.S.C. 1124; EO 9397
b. Principal Purpose
(1) To document the names of personnel authorized to perform various functions.
c. Routine Uses
(1) To ensure positive identification of personnel authorized to perform the listed functions.
The SSN is needed for this identification. Disclosure is voluntary; however, failure to supply any required information may cause denial of entry to CMAFS or delays in processing of the CMAFS Visit Request Letter.
1.3.3 Escorted Entry
1.3.3.1 Contractor employees who require access to the restricted area for contract performance will be authorized escorted entry based on the 721 SFS's receipt of a personnel visit request letter.
a. Contractor Visitor Badges
(1) All contractors will report to Building 15 (Visitor's Center), CMAFS to process for visitors badges.
b. Contractor Escorts
(1) The Contractor shall provide his own escorts and the following conditions shall apply:
(a) Individuals performing escort duties must meet all established security requirements for unescorted entry and be in possession of a valid Air Force Entry Control Card.
(b) The Contractor ensures individuals performing duties as escorts receive security indoctrination and recurring physical security education.
(c) Contractors will report to Building 15, CMAFS to process for visitor’s badges. Prior to leaving Building 15, vehicles will be inspected by the person escorting the visitor and/or security forces in higher terrorist threat conditions, if warranted.
(d) An escort will not have more than ten (10) personnel assigned to him/her at one time.
(e) Escorts are responsible for constant surveillance and supervision of personnel assigned to them at all times.
(f) Contractors are responsible for returning their visitor’s badges to the 721 SFS upon leaving the restricted area.
(g) Contractors will wear their visitor badges in plain view on the front of outer garments

1.3.4 Unescorted Entry
1.3.4.1 Clearance or Favorable NAC: If unescorted entry is authorized, Contractor will request unescorted entry authority through the Project Manager for individuals whose duties require entry into CMC at least once a month and who have on file a current AF favorable National
Agency Check (NAC) or Defense Investigative Service Cognizant Security Office (DISCO) granted interim or final security clearance of Secret or higher. Other personnel information, in accordance with AFI 31-101, requested by the Project Manager will be necessary to process the unescorted entry authority request.
1.3.4.2 NAC Waiver: For individuals who do not have a security clearance or favorable NAC on file, the Contractor will notify the Project Manager, in writing, of how many employees require unescorted entry authority to fulfill contractual obligations. The Project Manager will request a
NAC waiver for the employees. Once approved, the Contractor will require employees to complete investigative questionnaires supplied by Project Manager and fingerprint cards supplied by the servicing Security Forces activity. Only after notification that the NAC is favorable will an Air Force Entry Control Card be issued.
1.4 ISSUANCE AND DISPOSITION OF AIR FORCE ENTRY CONTROL CARDS
1.4.1 Air Force Entry Control Card Inventory
1.4.1.1 If permanent, Air Force Entry Control Cards are issued, employees will present the badge for inventory when directed by the Project Manager.
1.4.2 Air Force Entry Control Card Maintenance
1.4.2.1 The Contractor shall establish controls which assure the retrieval of badges issued to employees who strike, quit (with or without notice), die, or are barred by an installation commander's written order.
1.4.3 Air Force Entry Control Card Loss
1.4.3.1 Lost Air Force Entry Control Cards will be reported immediately to the Project Manager. The employee will comply with requests by the Project Manager for information regarding the circumstances surrounding the loss of the badge.
1.5 REQUIREMENTS FOR VEHICLE ENTRY TO CMAFS
1.5.1 Vehicle Entry
1.5.1.1 Only vehicles used to conduct official business and those affixed with a CMAFS parking decal or letter are allowed entry into the restricted area. The Contractor may be permitted to transport all needed personnel, materials, and equipment to the work site. Contractors will load/unload and leave the area. No gasoline-powered vehicle may be left unattended inside CMC. Diesel or electric vehicles may park in CMC if approved by 721 SFS/S-3. All vehicle keys will be kept in the ignition while within the restricted area, no exceptions. Propane fueled or compressed natural gas (CNG) vehicles are prohibited within the restricted area at anytime, no exceptions.

1.5.2 Fire Extinguisher
1.5.2.1 All vehicles entering CMC must be equipped with a Class ABC fire extinguisher.
1.5.3 Request for POV into CMAFS Restricted Area Letter
1.5.3.1 The 721 MG/CC or CD approves vehicle entry letters into the restricted area however 721
SFS/S-5 will ensure the letter is in the correct format before being forwarded to 721 MSG. The
721 SFS/S-3 must authenticate the vehicle entry letter and distribute it to the entry control point. The request must be submitted on company letterhead and signed by the company representative. The following required information must appear on vehicle request letters for address: Contract number, model of vehicle, make of vehicle, vehicle license number & state, vehicle identification number (VIN) and whether the vehicle will be parked temporarily inside the CMC. A copy of the vehicle entry authorization letter will be kept on the dash in each vehicle listed on the letter while within the restricted area. The letter must be shown to the entry controller each time the vehicle enters the CMC.
1.5.4 Decal Issuance
1.5.4.1 There are two different types of parking permits issued at CMAFS, which are used to permit entry, or parking within the restricted area or the tunnel area. Only one is a decal that is permanently attached on the right side of the rear bumper or the lower right corner of the rear window. The second permit is a written authorization. Decals are not issued for periods of less than 30 days.
a. 5.4.1. Parking Permit (decal) "B"
(1) This is the only decal utilized for all vehicles entering CMC. Approval is on a case-by-case basis and kept to a minimum for Force Protection reasons. Decals will be turned in after the contract has terminated or work completed whichever one occurs first.
b. 5.4.2. Written Authorization
(1) Written authorization will be for a period of 30 days or less and must be approved by the
721 MSG/CC and authenticated by 721 SFS/S-5. A copy must be maintained within the vehicle.
c. 5.4.3. Military Personnel
(1) Requests for decals are made through the individual's unit security manager to 721
SFS/SFAI.
d. 5.4.4. Contractor Personnel
(1) Requests for decals are made by the firm's security officer, president or owner, on company letterhead. This request must be coordinated through the USAF/DoD Project Manager prior to submission to 721 SFS/S-5. Upon validation from S-5 to enter the restricted area, the request will be sent forward for approval from 721 MSG.
1.6 SEARCHES
1.6.1 Contractor vehicles and all hand carried items will be subject to search prior to entering the restricted area. Camera, tape recorders, private weapons, alcoholic beverages, explosives, ramset equipment, propane-equipped vehicles, and mace are not allowed in the CMC. All vehicles are subject to random vehicle searches at the Main Gate and all vehicles will be searched if entering
01 55 02-6 03/24/09 the restricted area to include all compartments and closed containers.
1.7 VEHICLE IDENTIFICATION
1.7.1 Contractor name or logo will be prominently displayed on both vehicle front doors; right and left side, and are visible for a distance of fifty (50) feet under normal lighting conditions.
