Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

M-1 SOURCE SELECTION
A. Basis for Contract Award: This is a competitive best value source selection in which technically acceptable competing offerors' past performance will be evaluated on an approximately equal basis to cost or price considerations. Offerors must pass the technical evaluation for further consideration of their proposal. Where applicable, the techniques and procedures described under FAR 15.404-1 will be the primary means of assessing proposal reasonableness. The Government intends to award a contract(s) without discussions with respective offerors; therefore, offerors should submit proposals which represent their best efforts. The Government, however reserves the right to conduct discussions if deemed in its best interest. The Government proposes to award contracts to up to three offerors whose technically acceptable proposals represent the best overall value to the government based on the total evaluated coefficient and the past performance confidence rating. Failure to propose for any item in the Coefficient Schedule B, including any option year, or failure to comply with any terms and conditions of this solicitation may cause the offeror’s proposal to be rejected as non-responsive. If the lowest weighted evaluated coefficient, technically acceptable offer is judged to have “substantial confidence” assessment rating, that offer represents the best value for the Government. The Government reserves the right to award a contract to other than the lowest priced offeror if the lowest priced offeror is judged to have a performance confidence assessment of “Satisfactory Confidence” or lower. In that event, the Source Selection Authority (SSA) shall make an integrated assessment best value award decision.
B. Evaluation Process: Technical Proposals will be evaluated for technical acceptability on a pass/fail basis (Refer to Section M-2 Factor 1). Recent and relevant past performance will be evaluated for quality and an overall confidence assessment (Refer to Section M-2 Factor 2) will be assigned to each offeror. Cost/Price will be evaluated based on contractor coefficients for each installation where a weighted average of the contractor coefficients for each CLIN will be taken. Overall contractor coefficient will be a weighted average of the contractor coefficients for all installations (Refer to Section M-2 Factor 3).
C. Number of Contracts to Be Awarded: The Government may award up to three contracts for this acquisition.
M-2 EVALUATION FACTORS AND SUBFACTORS
A. Evaluation of Proposals: The Government will select the proposal(s) that gives the best value to the Government. To arrive at a decision, the Source Selection Evaluation Team will assess each offer in accordance with the following evaluation factors:
Factor 1: Technical Capability Factor
Subfactor 1: Organizational Management
Subfactor 2: Demonstration Project
Factor 2: Past Performance Information Factor
Factor 3: Price/Cost Factor
B. Relative Importance or Weighting of the Factors: The relative importance or weighting of each factor is as follows: Factor 2 (Past Performance/Performance Confidence) is approximately equal to Factor 3 (Price/Cost). Past Performance is the only factor to be traded against Cost/Price. The technical proposal must meet minimum standards on a pass/fail basis.
Factor 1- Technical Capability: The Government technical evaluation team shall evaluate, on a pass/fail basis, the technical proposals submitted against the following subfactors:
Subfactor 1- Organizational Management: The Offeror shall demonstrate their approach to satisfying the requirements of Section 01 31 01 of the specifications. The standard is met when the proposal adequately:
a) provides an organizational plan described in section 01 31 01 which includes a chart showing clear, logical lines of authority for the management of this contract, including all Key Personnel, subcontractor or teaming partner management, and all other required functions;
b) meets the job descriptions and required qualifications of each Key Personnel member; and
c) provides a Quality Control Plan as required in section 01 45 01 of the specifications.
Subfactor 2 - Demonstration Project: The proposal shall demonstrate the offeror’s performance capability. The proposal shall meet the requirements in the specifications. The standard is met when the proposal adequately:
a) provides the requirements listed in Section 01 00 00 of the specifications.
b) demonstrates reasonable decisions in the offeror’s assumptions and approaches regarding the demonstration project;
c) provides all incidental design information that was missing from the demonstration project;
d) provides correct calculations or other documents to support the design information required in the proposal for the project to include a complete and reasonable cost proposal adhering to the requirements in Section 01 00 40 of the specifications; and
e) demonstrates RS MEANS line items adhering to the criteria detailed in the specifications for this RFP.
Factor 2- Past Performance Information: Using the past performance questionnaires referenced in Section L, found in Section J, Attachment 20, or any other means (e.g. telephone email etc.), the contracting officer shall seek performance information based on (1) the references provided by the offeror and (2) data independently obtained from other Government and commercial sources. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s ability to perform the effort described in this solicitation, based on the offeror’s demonstrated present and past performance. Past Performance shall be evaluated in accordance with AFFARS 5315.305. The assessment process will result in an overall confidence assessment rating (see below table) of substantial confidence, satisfactory confidence, limited confidence, no confidence, and unknown confidence. Past performance regarding predecessor companies, key personnel who have relevant experience, or sub-contractors or teaming partners that will perform major or critical aspects of the requirement will be rated as highly as past performance information for the principal offeror. Adverse past performance is defined as past performance information that supports a less than satisfactory confidence assessment on any evaluation aspect or any unfavorable comment received from sources without a formal rating system. The offeror will have an opportunity to address any negative past performance information which he has not already had the opportunity to address. The Government’s Performance Confidence Assessment Group (PCAG) shall evaluate the offeror’s past performance and will assign a confidence rating to the past performance as follows:

Recency: The Offeror shall provide past performance from work accomplished in the last three years prior to the issue date of the solicitation. Projects that are not recent will not be evaluated. The date of recent projects will be validated by the PCAG, as approved by the Contracting Officer.
Relevancy: A relevancy determination of the offeror's present and past performance, including joint ventures, subcontractors and/or teaming partners, will be made. In determining relevancy for individual citations, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. Higher relevancy will be assessed for contracts that are most similar to the effort, or portion of the effort, for which that contractor is being proposed, and may contribute to an overall higher relevancy determination for the offeror. A relevant contract includes multi-tasked construction projects, preferably at multiple locations and cities, of varying complexity, as well as prior SABER or multiple delivery order type construction contracts with multiple simultaneous projects at different locations and cities ranging from $50,000.00 to $750,000.00 or greater. A relevant project must consist of any performance on a broad range of maintenance, repair, alteration or new construction of real property, showing the capability to perform and manage a wide scope of construction trades including, but not limited to, carpentry, road repair, roofing, excavation, interior electric, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry and welding. The Government is not bound by the offeror's opinion of relevancy. In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. The following relevancy definitions apply:

Performance Quality: The PCAG shall evaluate the quality of the past performance. Quality will be evaluated in the following five focus areas: Quality Control, Timely Performance, Effectiveness of Management, Compliance with Labor Standards, and Compliance with Safety. Performance Quality ratings are described by one of the following five adjectives: Outstanding, Above Average, Satisfactory, Marginal and Unsatisfactory. A single performance quality rating will be assessed for each citation based on an integrated assessment in the performance quality ratings of the five focus areas listed above.

An overall confidence assessment will then be developed based upon the recency, relevancy, and quality rating. (See Performance Confidence Table in Factor 2 above).
Factor 3- Cost/Price: The Government will evaluate all items identified in Section L Volume III a-g. The Government will ensure all fill-ins are complete, all Small Business documentation is in order, and offeror’s bonding capacity is in accordance with Section F paragraph B, (FAR clause 52.228-15). For proposal evaluation purposes a single coefficient will be developed on each offer. This single coefficient will be based on the amount of work anticipated by each Coefficient listed in the Coefficient Schedule B, based on the following estimated percentages of work distribution. Each numbered coefficient from the Coefficient Schedule B will be multiplied by the percentage listed below for that coefficient and summed to a subtotal. The subtotal will be multiplied by the percentage of anticipated work for each installation. Those subtotals will then be summed to result in the single weighted coefficient for evaluation purposes. The lowest numerical single weighted coefficient will be considered the lowest price proposal. For purposes of evaluation, the dollar value of $200,000,000.00 will be multiplied by the single coefficient to determine the proposed price for purposes of any price-past performance tradeoff.
