SUBJECT: Question and Answers to FA2517-06-R-8002
Air Force Space Surveillance System - Request for Proposal (RFP) 1.
Question: In light of the Firm Fixed Price acquisition strategy, FAR 52.222-41
(Reference 1) seniority list and the significant and wide variations in productive hours due to the CBA driven variables, such as sick leave and vacation which are tied to continuous service longevity, will the Government: 1) Provide an average set of hours (or average service longevity) bidders are to use when computing vacation and sick leave in pricing.
Answer: No - the government will not be providing an average set of hours
(or average service longevity) bidders are to use when computing vacation and sick leave in pricing. The government does not posses the information to compute average set of hours (or average service longevity) bidders are to use when computing vacation and sick leave in pricing. The government has requested the seniority information from the incumbent but the incumbent is under no obligation to provide this information prior to 10 days before the new contract start date.
2. Question: Will the government allow for an equitable adjustment to an offeror’s initial bid pricing based upon receipt of the incumbent contractors seniority listing 10 days before contract start as it affects the productive hours of each employee.
Answer: No the government will not allow for an equitable adjustment to an offeror’s initial bid pricing based upon receipt of the incumbent contractors seniority listing 10 days before contract start as it affects the productive hours of each employee. There is no provision in the Federal
Acquisition Regulation that would allow for an adjustment in an offeror’s
Initial bid pricing based upon the receipt of the incumbent contractors seniority listing.
