Air force Space Surveillance System (FENCE) Questions and Responses to the DRAFT PWS
1.
1.1.6. Technical Information - What are "necessary references"? Is it simply the manufactures Operator's Manuals?
Answer.
Paragraph 1.1.6, reference to "necessary references" refers to all existing or required to obtain manufacturer manuals for the GFE and RPIE listed in the Technical Library.

1.2.1.2.1, Operational Requirements - What does the statement, "This shall include support of other Government contracts" mean?
Answer.
Paragraph 1.2.1.2.1, "This shall include support of other
Government contracts" means the depot support contractor or any other support contract the government acquires in support of the mission system or facilities upkeep and repair.

1.5, Environmental Services - Will the Air Force's Environmental experts (21 CESICESV) provide support and guidance in regards to environmental policy, laws and regulations, management, reporting, mitigation, resolution of findings, for the Air Force's sites, or merely act as an inspection agency to verify compliance to standards?
Answer.
Paragraph 1.5, Environmental Services, The Air Force will provide guidance and support for Air Force-specific requirements required by the PWS. The Air Force will only provide quality oversight for the federal, state, and local environmental requirements.

PWS Reference: None. Question: What type of contract is intended?
Answer.

PWS References: 1.1.8, Contractor Management, and 3.2, Government-Furnished Facilities. Question: PWS implies the Government will have regular contact with the Contractor’s Program Manager, and it spells out physical space in Dahlgren for the Contractor. Now that the OPCON for AFSSS has shifted to the 20 Space Control Squadron at Eglin AFB, will space be provided at that location, and is the Contractor’s Program Manager expected to be physically located there?
Answer.
The government does not intend to provide office space at Dahlgren or Eglin AFB nor dictate the location of the contractor’s administrative support.

PWS Reference: 1.2.1.5.1, Configuration Control, Question: Does the Government provide a configuration control software program or require any particular type of configuration control process?
Answer.
Configuration Control means the contractor shall not alter the mission system configuration, including the array, without prior approval of the government.

PWS Reference: 1.3.1, Mission Equipment and General Equipment Maintenance. Questions: Will the Government provide workload data for all equipment maintenance/repair/adjustment/ cannibalization actions that occurs on site for each function described in paragraph 1.3.1 that is not relative to preventive maintenance? Will the Government provide workload data for each site and each function described in paragraph 1.3.1 where the contractor must coordinate Level 2 maintenance? What Level 2 maintenance functions are considered to be performed by “local maintenance”?
Answer.
1. No, workload data for all areas is not available. 2. No, workload data for each site and function described in paragraph 1.3.1 is not available. The government will make available in the Technical Library the Line Repairable Unit (LRU) listing of all mission equipment, preventive maintenance cards and the 30% shell (table of contents) of the Technical orders being developed. 3. Items identified as Level 2 maintenance requiring “local maintenance” will be identified by the LRU.

PWS Reference: 1.3.1.1, Accomplish Level 1 Maintenance. Questions: What are the current local contractors that can perform Level 1 maintenance at each of the sites and what type of Level 1 maintenance do these local contractors provide? Does the $400.00 threshold include labor and parts or only parts? When maintenance under or over $400.00 occurs on site, does the Government cover these costs (labor and parts, only parts, only labor) or is the contractor expected to propose a cost to the Government for this work in its bid?
Answers.
1. Talk to Det 1 and Eglin about this. 2. The $400.00 threshold applies to labor and parts. 3. The cost of repairs involving local commercial support (labor and parts, on or off site) will be paid for by the contractor out of the Logistics Contract Reimbursable (CR) CLIN.

PWS Reference: 1.3.1.2, Maintenance Documentation. Question: Will the Government provide the bidders a copy of the documentary information for each site and function on each site’s routine maintenance and replacement or inoperative equipment? Appendix A, R-1.3.1 only seems to cover preventive maintenance routines and no data concerning time to accomplish repairs, repair parts used, etc.
Answer.
The government will make available in the Technical Library the most recent schedule of routine/non-routine, preventive maintenance actions and procedures.

PWS Reference: 1.3.1.2, Maintenance Documentation. Question: Does the program use the “CAMS” system for Maintenance Data Collection (MDC) or Equipment Status Reporting (ESR)?
Answer.
The government intends to use the on-line Integrated Maintenance Data System (IMDS).

PWS Reference: 1.3.1.2, Maintenance Documentation. Questions: Does AFSSS use an automated system for Maintenance Scheduling? Is this provided by the Government?
Answer.
No.

PWS Reference: 1.4.4, Personnel Security. Question: Do contractor personnel on this program require unescorted access at the DCC?
Answer.
No.
13.
PWS Reference: 1.4.4, Personnel Security. Question: What is the frequency of visits required for contractor personnel to the DCC?
Answer. None.
14.
PWS Reference: 1.6.1.2, Commercial Procurement Quotes. Question: Paragraph 1.6.1.2 and 1.3.1.1 seem to be in conflict regarding minimum thresholds for procurement actions, e.g. $2,500.00 or $400.00. Will the Government please clarify which threshold the contractor is to follow?
Answer.
Paragraph 1.6.1.2 is for the purchase of mission support items such as trash removal, facilities maintenance and repair items, tractor or heavy equipment maintenance and repair. Paragraph 1.3.1.1. is specifically for the maintenance and repair of mission system equipment to include the antenna array.

PWS Reference: 1.6.5, Transportation. Questions: Will the contractor be reimbursed for transportation (including shipping and packing) of equipment to Depot for repair? If not, what has the contract previously experienced in this area so the bidders can properly address this activity cost?
Answer.
Yes, if the depot support does not pay for shipment the cost will be reimbursed through the Contract Reimbursable (CR) CLIN.

PWS Reference: 1.6.8, Back-up Communications. Question: Is cell phone service available at each of the sites?
Answer.
Yes.

PWS Reference: 1.6.12.2.1, Software. Question: This paragraph discusses generation of threat scenarios—what is the frequency of this work and effort involved?
Answer.
Software and threat scenario requirement has been deleted.
18.
PWS Reference: 1.6.12.2.1, Software. Question: Who performs day-to-day software support (upgrades, patches, etc.)?
Answer.
Depot support.

PWS Reference: Appendix A, CDRL R-1.1.2. Question: Makes reference to a Bidders’ Library—where is this bidders’ library and when will offerors have access?
Answer.
The Technical Library will be available on line at FedTeds. The Technical library will be available on or about 27 Mar 08.

Will the maintenance records for each site be posted on FedTeds?
Answer:
No, workload data for all areas is not available.

Will the GFE/GFP records for each site be posted on FedTeds?
Answer:

Reference paragraph 1.2.2, what is the TTY equipment type? Does this equipment exist at each site?
Answer:
A PC-based 'chatter' dedicated circuit used for automated and manual teletype communications between each field site, the Dahlgren Computational Center (DCC) and the Functional Commander (FC) at 20 SPCS, Eglin AFB FL. The equipment consists of a desk top computer, monitor and printer at each site. The system is used by the DCC to send out the receiver station SNAPPER reports, for the DCC analysts to send station status queries to the field sites and for the field sites to submit required reports.

The Air Force recently implemented a policy requiring a Top Secret clearance for personnel providing network administration? Does this requirement apply for the AFSSS network linking the sites to Dahlgren?
Answer:
No. Security clearances will not be required.
26.
Reference paragraph 1.5.1.6, will the current Hazarous Waste Management program be posted on FedTeds?
Answer:
The government will provide a copy of the draft Hazardous Waste Management Plans on FedTeds for referencing level of effort requirements only. All the sites are conditionally exempt small quantity generators. A separate Hazardous Waste Management Plan is not required by this PWS since hazardous waste is covered in the Environmental Compliance Plan.
Reference paragraph 1.5.1.6, will the Government provide a listing of the HAZMAT Material Safety Data Sheets (MSDS) per site?
Answer:
No, we do not have a listing MSDS per site.

Reference paragraph 1.5.1.7, what are the type, number and location of each underground and above-ground storage tank? Will the Government provide a current inspection certificate and permit for each tank?
Answer:
The Government will provide tank locations on FedTeds; and a current inspection certificate and permit for each tank required to be inspected and permitted.
30.
Brown Field, San Diego, CA - a 500-gallon above-ground storage tank (AST) is Located observed outside the storage building. The AST contains diesel fuel used to power an emergency generator. A concrete berm surrounding the AST provides secondary containment. This tank is exempt from regulation.
Elephant Butte, NM - Two 2000-gallon aboveground storage tanks (ASTs) are present at the subject property. These tanks are regulated by the state of New Mexico, however the Air Force is exempt from the state fee requirement. One AST contains diesel fuel to fuel the emergency generator. The second AST contains gasoline to fuel vehicles and maintenance equipment. A concrete berm surrounding the ASTs provides secondary containment. An emergency 80 kilowatt (KW) generator with 300-gallon diesel tank is powered once a week for less than one hour. This tank exempt from regulation.
Gila River, AZ - A 435-horsepower, diesel powered emergency generator with a 520-gallon AST, located beneath the generator. Because the subject property is located within the Gila River Indian Reservation, tank and air permit are not required.
Hawkinsville, GA - Two 300-gallon aboveground storage tanks (ASTs), containing diesel fuel and gasoline, are present at the subject property. An emergency 80KW generator with 140-gallon diesel tank is powered once a week for less than one hour. These tanks are exempt from regulation.
Jordan Lake, AL - A 275 kilowatt (KW) emergency generator with a 500-gallon above-ground storage tank (AST) containing diesel fuel was observed at the subject property. The generator is operated once a week under load to perform required maintenance. The Alabama Department of Environmental Management (ADEM) issued an air exemption letter to the subject on January 14, 1999. This tank is exempt from regulation.
Lake Kickapoo, TX - Two 500-gallon ASTs containing diesel fuel and gasoline are located at Lake Kickapoo. The two tanks are used to re-fuel maintenance vehicles at the site. Both tanks are surrounded by a concrete berm. Three 230 kilowatt (KW) emergency generators each with a 300-gallon above-ground storage tank (AST) containing diesel fuel. These tanks are exempt from regulation. An 80 kW generator has an integrated 80 gal above ground storage tank with concrete containment. A 20 kW generator is served by a 55 gal plastic fuel tank. A separate 250 gal diesel storage tank is adjacent to the 80kW generator and is also used for vehicles. These tanks are exempt from regulation.
Red River, AR - An emergency 80KW generator with 180-gallon diesel tank is powered once a week for less than one hour. A concrete berm surrounding the generator provides secondary containment. This tank is exempt from regulation.
Silver Lake, MS - Two 250-gallon aboveground storage tanks (ASTs), containing diesel fuel and gasoline, are present at the subject property. An emergency 80KW generator with 150-gallon diesel tank is powered once a week for less than one hour. The infrequency of use qualifies the facility for air permit exemption. These tanks are exempt from regulation.
Tatnall, GA - One 250-gallon aboveground storage tank (AST), containing diesel fuel, and one 500- gallon AST, containing gasoline, are present at the subject property. An 80 kW emergency generator has an integrated 80 gal above ground storage tank with concrete containment. A 20 kW generator is served by a 55 gal plastic fuel tank. A separate 250 gal diesel storage tank is adjacent to the 80kW generator and is also used for vehicles. These tanks are exempt from regulation.

Reference paragraph 1.6.15, does the Government require the As-Built Drawings to be in a particular format, e.g., Vizio or AUTOCAD?

As built drawings is no longer a requirement.
