1.1.1. Scope. The contractor shall provide non-personal services to manage, operate and maintain the nine (9) AN/FPS-133 sites (otherwise known as the FENCE) to provide uninterrupted space surveillance resulting in automated data transmission to the Computational Center (DCC) located in Dahlgren VA. The FENCE system has been identified as a critical defense system and, therefore, shall be manned 24-hours a day, 7 days-a-week, 365 days-a-year (24/7). Further, the contractor shall continue to operate and maintain the system in the event of a national emergency, to include declared or undeclared state of war (See para 1.1.11). The contractor shall also provide logistic support between the sites and Depot Maintenance Support Activity (DMSA).

1.1.2. Mission. The Air Force Space Command (AFSPC) mission for the FENCE is to “detect, track, identify and catalog all man-made objects in space.”

1.1.2.1. The 20th Space Control Squadron (20 SPCS), Detachment (Det) 1, a component of 21st Space Wing (21 SW), generates space-related analyses and provides analyses to end-users. 21 SW uses Det 1, located at the Naval Surface Warfare Center, Dahlgren, VA, to process data necessary to maintain constant surveillance of space and provide space control and space force enhancement support to the Combatant Commanders, their operating forces, and to other authorized Department of Defense (DoD), Government, and non-Government organizations. To accomplish the mission, Det 1 processes thousands of satellite observations daily and maintains element sets on the thousands of satellites currently in orbit by data collected by the nine (9) FENCE sites.

1.1.3. Background. The nine (9) FENCE sites are located on a path across the southern United States from Georgia to California along the 33rd parallel and consist of three (3) transmitter and six (6) receiver sites. Energy emitted from the transmitter sites forms a fixed position, very narrow, fan shaped beam in the north-south direction extending across the continental United States in the east-west direction. One or more of the receiver sites receives energy reflected from objects penetrating the beam.

1.1.4. Site Locations

High Power Transmitter Site: Archer City (Lake Kickapoo), Texas (See Part 1, paragraph 6.7 for Lake Kickapoo special requirements)

Low Power Transmitter Sites: Wetumpka (Jordan Lake), Alabama Maricopa (Gila River), Arizona

Receiver Sites: Glennville (Tattnall), Georgia Hawkinsville, Georgia Hollandale (Silver Lake), Mississippi

PART 1, CHAPTER 1

GENERAL INFORMATION

1.1.5. Operations and Support References. The Contractor shall

1.1.5.1. Maintain accountability of Government Furnished Equipment (GFE) and Real Property Installed Equipment (RPIE). Maintain and update accountability records as necessary.

1.1.6. Technical information. Maintain a current copy of the necessary references at each site to be able to operate, maintain and support the GFE and RPIE.

1.1.7. Records Management, Correspondence and Report Requirements.

Maintain existing records or records provided to the contractor at contract start and generated by the contractor in performance of PWS requirements. Maintain the records in place for continued preservation of mission requirements and respond to Government correspondence and report requirements. Unless otherwise directed in this PWS (i.e., Deliverables), the Contractor may use their own format and filing system for reports, data, logs, or histories that are kept on site. Provide records for government review upon request.

1.1.8. Contractor Management.

1.1.8.1. Program Management. Provide the name of the contractor Program Manager (CPM) and alternate. The CPM shall be the Contractor’s primary representative for the day-to-day conduct of contract performance. (Appendix A, R- 1.1.1)

1.1.8.2. Meetings. The CPM shall meet in person or by telephone with the Functional Commander (FC), CO, GPM and Quality Assurance Personnel (QAP) as necessary to ensure full and open communication about the sites’ operational status. Meeting topics may include mission system and support operations, logistics and financial support, quality, safety, security, environmental, etc. At these meetings, a mutual effort will be made to resolve all issues and deficiencies identified.

1.1.9. Training. Be responsible for training and development activities of Contractor personnel. The Government may conduct on or off-site training of new or changing technology in the form of train-the-trainer courses or conferences. Contractor shall be responsible for disseminating new information to other contractor personnel as necessary.

1.1.10. Contractor Personnel Identification. Contractor personnel shall wear clothing or badge identifying them as company employees. The Contractor may use any industry acceptable means to accomplish this as long as the information can be seen on whatever outer garment the employee wears.

1.1.11. Continuance of Performance / Mission Essential Services. In the event of a crisis declared by the President of the United States and/or the Secretary of Defense, the Contractor shall continue all PWS requirements except the tasks in PWS Chapters (Chs) 1.1.9, 1.6.3 through 1.6.6, and 1.6.9. through 1.6.12. IAW Department of Defense Instruction (DoDI) 3020.37, paras 1, 4.2, 6 through 6.2.5 and E2.1.3. The Contractor shall continue services through all Force Protection and Defense Conditions without interruption. In a time of crisis, other services to increase the security and well-being of the sites may be required on a 24/7 basis as determined by the FC and directed by the

CO.

1.1.12. Contingency Planning. Develop and maintain a contingency plan. The plan shall provide for continued operations and timely return of systems to operational status in the event of a declared crisis, catastrophic and non-catastrophic events and work stoppages. Include all the PWS requirements identified in paragraph 1.1.11. above.

The plan shall contain the information outlined in the Contingency Plan template found in the bidders’ library. (Appendix A, R- 1.1.2)

1.2.1. Site Operations.

1.2.1.1. General. Provide operations and support of site equipment and facilities to meet AN/FPS-133 sensor function on a continuous 24/7 basis.

1.2.1.1.1. Outside Agency Support. Provide technical assistance and advice to other contractors or government agencies to support design, development, and installation of new systems or equipment within existing areas of expertise.

1.2.1.1.1.1. Conduct site briefings and tours when requested by 21 SW/OG, FC or CO .

Provide technical orientation or familiarization briefings.

1.2.1.1.1.2. Monitor all Government-sponsored projects (i.e. utility repairs or upgrades) for civil engineering services and associate contractor-sponsored services accomplished at the sites. Provide project status and completion information (date, functionality, as-built drawings if applicable).

1.2.1.2. Operational Requirements. Operate site technical and support equipment specified in this PWS to meet the operational requirements on a continuous 24/7 basis.

1.2.1.2.1. Accomplish required pre- and post-operational equipment and facility checks, and perform or assist with special tests or projects on a non-interference basis when requested by the FC, DCC Operations or CO. This shall include support of other Government contracts.

1.2.1.2.2. Operate back-up power generating and power conditioning equipment located at each site.

1.2.1.2.3. Conduct, prepare and report the results of system tests and studies upon completion to the FC and GPM.

1.2.1.3. Sensor Site Operations. Operate all available sensor sites to perform detect and transmit functions. An available sensor is defined as a sensor that is not in depot status. Depot status includes UDLM, EDLM and Programmed Depot Level Maintenance or planned upgrade activity.

1.2.1.3.1. Maintain operations logs to reflect operations events, equipment status, changing of the Zulu day, weather status, shift changes, and security events. Complete a new log sheet for each 24-hour period. Make log entries as events occur. Enter start and end times as accurately as possible. This log is used to portray a running historical

record of site operations. Maintain completed logs for duration of the contract.

1.2.1.4. Exercises. The Contractor shall not be required to provide support for exercises.

1.2.1.5. DCC Support Requirements. Respond to the priorities of the DCC personnel or Crew Commander (CC) in support of the Alternate Space Control Center (ASCC) and DCC requirements. The Contractor shall perform the following:

1.2.1.5.1. Configuration Control. Maintain site equipment configuration control.

1.2.1.5.2. Technical Support. Evaluate and provide written technical analysis on any system modification/upgrade proposal or recommendation to the requesting organization. (Analyze modifications/upgrades to provide feedback to outside support organizations. Frequency unknown)

1.2.1.5.3. Emergency Actions. Perform real world emergency actions as directed by the DCC personnel or FC in situations such as verified bomb threat, bomb found, severe weather warning or chemical cloud hazard.

1.2.1.6. Mission System Actions. Coordinate with the DCC on power shutdown, changeover, system reconfiguration and restoration actions that could impact operations.

1.2.1.7. Mission Computer Equipment Inventory. Perform inventory control for mission computer equipment on the Custody Authorization/Custody Receipt Listing (CA/CRL) or equivalent contractor documents. (Appendix A, R-1.2.2)

1.2.2. Teletype Operations. Operate site teletype (TTY) equipment provided by the government to communicate real time day-to-day operations and occurrences.

1.2.3. Mission System Computer Operations.

1.2.3.1. Operate mission system computers on a 24/7 basis.

1.2.3.2. Log equipment failures, maintenance actions and all equipment and communications status changes that has or could cause system degradation or adversely impact the mission. Outages are defined as any situation that degrades or adversely impacts the system data output that exceeds 2 minutes or is expected to exceed 2 minutes.

1.2.3.3. Operate all government furnished non-mission computer equipment, including printers, IAW manufacturer recommendations.

1.2.4. Land Mobile Radios (LMR). Operate the government furnished Land Mobile Radios (LMR) and supporting systems at each site IAW manufacturer guidelines.

Operating frequencies will be assigned by the Government and issued to the Contractor through Det 1.

1.3.1. Mission Equipment and General Equipment Maintenance. Perform all site equipment checks, preventive maintenance, repair and equipment adjustments defined as Level 1 (organizational) maintenance. This will include mission system equipment, commercial telephone, LMR systems, TTY, uninterrupted power supply, back-up power distribution systems, and antenna arrays. Higher level maintenance not within the Contractor’s capability shall be coordinated and accomplished by the Level 2 (DMSA) located in Fredericksburg VA, equipment/system manufacturer, or local maintenance support as necessary. The Contractor shall

1.3.1.1. Accomplish Level 1 maintenance at the sites in accordance with manufacturer recommended guidelines. More extensive Level 1 maintenance may be accomplished by local commercial contracts prior to DMSA involvement. Contractor shall coordinate with GPM prior to contracting for any maintenance service or repair part purchase when the estimated price exceeds $400.00. When contracting for supplies or service the Contractor shall to obtain a minimum of 3 quotes. If three quotes are not achieved the contractor shall document the reason why and proposed actions to increase competition in the future. When maintenance of equipment/systems can not be accomplished at Level 1, the Contractor shall coordinate with and work with the DMSA in order to accomplish Level 2 maintenance support.

1.3.1.2. Document routine maintenance, preventive maintenance or replacement of inoperative equipment. Documentation shall include time to accomplish repairs, repair parts used, components and end items replaced, and disposition of inoperative components. Provide a proposed schedule of routine and preventive maintenance actions and procedures detailing what will be performed (Appendix A, R-1.3.1)

1.3.1.3. Establish and maintain stock levels of spare parts and components in coordination with the DMSA. Report consumption of the spare parts to the DMSA as parts are consumed.

1.3.2. Computers. Perform all hardware/software computer maintenance identified as Government Furnished IAW industry standards.

1.3.3. Telephones. Maintain site telephone systems up to the point where the local telephone service provider assumes ownership. (See Appendix E)

1.3.4. Land Mobile Radios (LMR). Maintain LMR in accordance with manufacturers’ guidelines. Report malfunctions and system component failures. (Appendix A, R-1.3.2)

MAINTENANCE

1.3.5. Back-up Power Generating & Uninterrupted Power Supply (UPS) Equipment. Maintain equipment in an operational ready status to include conducting preventive maintenance and load testing as required IAW manufacturer’s recommendations.

1.3.6. Security Surveillance Systems. Maintain site security surveillance systems to include cameras and monitors IAW manufacturers’ guidelines. Report malfunctions and system component failures. (Appendix A, R-1.3.2)

1.3.7. Radio Repeater Facility. Maintain the Government owned radio repeater facility located approximately 45 miles south of the Elephant Butte, New Mexico field site. The unmanned automatic repeater facility operates on a continuous 24/7 basis to provide voice LMR communications between the Elephant Butte site and site vehicles.

Maintain facility, grounds and custodial services including scheduled equipment preventive maintenance and facility maintenance IAW equipment manufacturers’ recommendations and facility industry standards. Grounds maintenance shall consist of grass cutting and weed control to minimize fire hazard in and around government facilities. Frequency of services is up to the contractor’s discretion.

1.3.8. Cannibalization. Cannibalization should only be used as a last resort and before taking such action, all other support avenues must be exhausted. Ensure all cannibalization actions are approved and documented using the guidance provided by the DMSA. Coordinate with the DMSA and order replacement parts within one working day of approval and repair cannibalized equipment as soon as the parts are received, but NLT 24 hours after receipt.

1.4.1. General. Site access by non-government and unauthorized personnel shall be strictly enforced. All non-station personnel shall sign-in to the site and be escorted as necessary by site personnel while on site. Violations or unauthorized accesses to a site shall be immediately reported to the DAF via the most expeditious means of communication. (Appendix A, R-1.4.1) Security consists of personnel security, physical security and information security (INFOSEC). The requirements and responsibilities for each are as follows.

1.4.2. Industrial / Physical Security. Operate and maintain the current level of security at each site. This includes facility door locks and windows, site security perimeter fencing and security gates.

1.4.3. Computer / INFOSEC. Maintain information security at all sites in accordance with the level of information being handled. At no time will the Contractor allow unauthorized personnel access to any Government related information to include information covered by the Privacy Act, For Official Use Only (FOUO), or information classified Secret or above. Currently no information above FOUO is handled at the sites.

1.4.4. Personnel Security. Contractor personnel working or visiting the DCC must possess a Secret or above clearance prior to being allowed unescorted access to the facility. No security clearance is required for contractor personnel at the FENCE sites. The Contractor must verify security clearances to the Government prior to requiring access to the DCC facility. (Appendix A, R-1.4.2)

SECURITY

1.5.1. Environmental Services.

1.5.1.1. General. Provide environmental management and compliance at the nine (9) sites IAW the applicable Federal, State and local laws for each site location. Appoint in writing (name, position, office symbol, and telephone number) a primary and alternate environmental point of contact for the contract and at each site to comply with environmental management requirements and to address environmental issues.

1.5.1.2. Functions. Execute all site environmental quality programs including compliance, pollution prevention, and conservation. Comply with the requirements stipulated in applicable Federal, State, and local environmental laws.

1.5.1.3. Reporting. Provide environmental data and reports such as technical information on environmental situations, programs, assessment reports, analyses and similar functions upon occurrence or request by the government. In coordination with the Det 1, 20 SPCS, participate via teleconference in quarterly 21 SW Environmental Protection Committee (EPC) meetings. (Appendix A, R-1.5.2.)

1.5.1.4. Community Outreach, Promotion and Training. Educate site personnel on environmental compliance, pollution prevention, and conservation goals in locations where they are applicable and document attendance.

1.5.1.5. Drinking Water. Manage drinking water monitoring program IAW State requirements.

1.5.1.6. Hazardous Waste Program. Develop and implement a Hazardous Waste Management program IAW Federal, State and local requirements.

1.5.1.7. Storage Tanks. Maintain all underground and aboveground storage tanks IAW Federal, State and local requirements.

1.5.1.8. Conservation. Implement and manage the Natural and Cultural Resources programs at sites IAW Federal, State and local requirements.

1.5.1.9. Pollution Incident Reporting. Report all incidents. (Appendix A, R-1.5.3)

ENVIRONMENTAL, SAFETY AND OCCUPATIONAL HEALTH

(ESOH)

1.5.1.10. Environmental Permits. Provide copies of all Federal, State and local environmental permits received. Coordinate all outgoing correspondence to Federal, State and local officials with the 20 SPCS QAE and 21 CES/CEV prior to sending.

1.5.1.11. Natural and Cultural Resource Management. Maintain the natural and cultural resource programs at San Diego CA, Gila River AZ, Elephant Butte NM and Lake Kickapoo TX sites. Contractor shall coordinate with state and local environmental authorities as required.

1.5.2. Safety. Ensure that all safety programs/provisions meet Federal, State, and local requirements. The Contractor is responsible directly to the Department of Labor’s Occupational, Safety & Health Administration (OSHA) or appropriate state office where OSHA has approved a state plan.

1.5.3. Fire Protection. Manage fire prevention and protection program. Ensure all Contractor employees receive fire prevention and first-aid fire fighting procedures training NLT 30 calendar days of their arrival on station. Maintain documentation of completed training for Government review upon request.

1.5.3.1. Perform necessary inspections of all fire extinguishers and maintain inspections records IAW NFPA Fire Code 10.

1.5.3.2. Report all fires. (Appendix A, R-1.5.5.)

1.5.3.3. Manage auxiliary fire fighting capability at each site to control and extinguish wild-land fires within site perimeter.

1.6. General. The Government will provide the Contractor with a contract reimbursable (CR) Contract Line Item Number (CLIN) to provide for reimbursement of the purchase of support supplies and services with the exception of transportation (See paragraph 1.6.5). These reimbursable items must be in direct support of the mission equipment or mission support requirements. (Appendix A, R-1.6.1)

1.6.1. Mission Support. Provide all mission support supplies and services required to perform the requirements of the PWS.

1.6.1.1. Maintain fiscal, supply, purchase, and property records for all sites. Provide a monthly summary report of all reimbursable expenditures. (Appendix A, R-1.6.2)

1.6.1.2. In all cases of commercial procurement, except procurement with the total money value of $2,500 or less, a minimum of three quotations verbal or written; shall be obtained and the award made to the lowest responsible, responsive bidder. This applies when stations are in an area where three vendors are available. Should a station have less than three vendors locally, an accepted commercial catalog may be utilized in lieu of the vendor and the procurement documented as to why three quotes were not obtained.

1.6.1.3. The Contractor shall submit a written request for reimbursable expenditures to facilitate facilities maintenance and repair requiring specialized trade personnel (may be email) to the GPM or FC and receive authorization prior to initiating any procurement action.

1.6.1.4. An exception to the requirement for competitive bids or prior authorization from the Government applies if the parts/service is required on an emergency basis to maintain or restore an operation status of the station. For example, air conditioning systems may require emergency repairs to maintain electronic systems operation. A clear relationship between the parts/service and operational status must exist. Use of this exception does not relieve the contractor of formal documentation and accounting of the expense.

1.6.2. Refuse and Recycling Collection. The contractor shall dispose of all site refuse. The contractor shall make reasonable efforts utilize recycle sources available before items normally recyclable are disposed of as refuse.

1.6.3. Pest Control. The contractor shall control insects and rodents in accordance with Federal, State and local laws and regulations.

CONTRACTOR FURNISHED SUPPLIES AND SERVICES

1.6.4. Sanitation and Cleanliness. Maintain all site work areas in a neat, clean, orderly and sanitary condition to include periodic dusting and vacuuming (there are no government furnished custodial services available). The contractor shall keep the premises free of accumulations of refuse, waste material and/or debris. Areas will be subject to inspection by Government fire, safety, environmental and health personnel.

The Contractor correct any discrepancies identified resulting from a failure to maintain acceptable sanitation and cleanliness as defined above.

1.6.5. Transportation. Provide all transportation required at the sites necessary to transport personnel and equipment to execute the contract requirements (Will not be reimbursed under the contract CR CLIN).

1.6.5.1. Mark all vehicles in a manner that clearly identifies the vehicles as Contractor property, i.e. Contractor name or logo on both sides of the vehicle.

1.6.5.2. The Contractor may utilize the site maintenance facilities to maintain Contractor furnished vehicles specifically designated for performance of this contract.

1.6.6. Grounds Maintenance. Provide grounds maintenance at all sites. Maintain and repair of all government furnished grounds maintenance equipment, to include road graders, tractors, mowers, mules, gators, and edgers.

1.6.7. Roads Maintenance. Maintain roads and parking areas located within the perimeter at all sites. Contractor shall maintain off-station roads located at the Elephant Butte, New Mexico site only. Such maintenance is required for approximately 20 miles of unimproved roadway between Engle, New Mexico and the site. Contractor shall maintain and repair all government furnished road maintenance equipment, i.e. 2 each road graders. In the event that road maintenance is required and a road grader is not available, the road maintenance may be subcontracted and paid for under the reimbursable CLIN.

Contractor shall obtain prior approval from the GPM for subcontracting. The road shall be maintained to the extent that vehicles traveling will not be subject to undue wear and tear.

1.6.8. Back-up Communications. Establish alternate means of communication as a back-up to the land line services provided by the government.

1.6.9. Well Water Services. Maintain well water function at sites where applicable IAW manufacturer, State and local requirements. Maintenance and repairs requiring trade skills of a higher level than site personnel shall be accomplished by commercial acquisition as applicable to each site. Contractor shall coordinate through 21 CES/CECR and the GPM prior to subcontracting for repairs.

1.6.10. HVAC Maintenance / Repair. Perform preventive maintenance of building HVAC systems in accordance with manufacturer recommendations. Maintenance and repairs requiring trade skills of a higher level than site personnel shall be accomplished by commercial acquisition as applicable to each site. Contractor shall coordinate through 21 CES/CECR and the GPM prior to subcontracting for repairs.

1.6.11. Facility Maintenance / Repair. Perform preventive maintenance and minor building maintenance such as painting, re-caulking, glass repair, light bulb replacement, door lock repair, or any other basic maintenance not requiring higher-level trade skills other than general maintenance work. Maintenance and repairs requiring trade skills of a higher level than site personnel shall be accomplished by commercial acquisition through coordination with the GPM and/or 21CES/CECR.

1.6.12. Severable Work.

1.6.12.1. General. This section outlines the Government's requirement for work which is not specifically identified in the PWS, but which is still within the general scope of this contract. The Government anticipates using fixed-price or cost-reimbursable severable work orders, to be determined by the CO on a case-by-case basis. Severable work orders will be negotiated by the CO as the action occurs.

1.6.12.2. Severable Work. The following examples are types of work, which may be covered by severable work orders:

1.6.12.2.1. Software. Generation of threat scenarios for system test and evaluation.

The work may include development of software, including system compatible software media, test and implementation.

1.6.12.2.2. Specialized Logistical Support. Provide special logistic support services and equipment as required. This includes, but is not limited to, acquisition (purchase, lease or rental) of specialized test equipment, emergency spares or replacement equipment.

1.6.12.2.3. Contingency/Special Interest Unprogrammed Civil Engineering Requirements. The purpose of this option is to expedite civil engineering tasks or projects identified by the Installation/Site Commander. The terms and conditions for each task or project will be negotiated before any work commences

1.6.13. Severable Work Order Management. Provide all necessary management for severable work orders to include technical management, logistic support and services, administrative support and services, engineering, drafting and similar requirements as they occur.

1.6.14. Details of Completion. Perform planning, development and distribution of plans and specifications, installation instructions, bills of materials and inspection to complete the severable work at the work location.

1.6.15. As-Built Drawings. Furnish as-built (red-lined) set of plans, specifications, drawings and bills of materials to the individual identified in the negotiated agreement (Appendix A, R-1.6.3)

PART 1, CHAPTER 7

CONTRACTOR’S QUALITY CONTROL (QC) PROGRAM

1.7.1. Quality Control. The Contractor shall develop, implement and maintain a Quality Program that ensures that service delivery meets or exceeds performance requirements in the PWS. Implement the Quality Program IAW a Quality Program Plan (QPP) that provides insight into the following quality processes: control of documentation, control of records, internal audits including procedures and oversight, prevention of nonconforming services, identification of nonconforming services, corrective measures if performance requirements are not attained and actions to prevent future recurrence.

1.7.2. Quality Program Documentation. The Contractor shall provide Quality Program documentation to the government upon request. Quality records shall be maintained for the life of the contract.

1.7.3. Quality Status Report (QSR). The Contractor shall generate and distribute a QSR providing insight into the status of issues affecting quality and the Contractor’s self-assessment of performance. (Appendix A, R-1.7.1)

1.8.1. Transition Plan. Prepare and distribute a transition plan which addresses the following. (Appendix A, R-1.8.1)

• A smooth transition from contract award to full operational status (Transition/Phase- In)

• A smooth transition from current contract performance to performance by a different Contractor in a follow-on period (phase-out)

• There will be no interruption to mission requirements performed as defined in this

PWS

1.8.1.1. Phase-In. The phase-in period allows Contractor personnel to familiarize themselves with site equipment configuration, establish the workforce and procedures for performing the tasks described in this PWS, and conduct required joint inventories and inspections of GFE with the out-going service provider and the Government.

1.8.1.2. Phase-Out. The phase-out section of the transition plan shall include provisions for completion of appropriate Contractor responsibilities should there be a contract termination, regardless of the reason. The Contractor shall coordinate its activities with the incoming Contractor or Government personnel to effect a smooth and orderly transition at the end of the performance period.

1.8.1.2.1. Remove all Contractor-owned belongings from Government furnished spaces by midnight on the last day of performance.

1.8.1.2.2. Before termination or expiration of the contract performance, the Contractor shall review all telecommunication systems and equipment and prepare a report on their condition. The GPM will review the report with the Contractor and resolve any disparities before termination or expiration of this contract. (Appendix A, R-1.8.2)

SERVICES SUMMARY

3.1. General Information. The Government will provide all facilities, equipment, materials and services listed below in as-is condition. GFP encompasses Government Furnished Facilities (GFF), Government Furnished Equipment (GFE), Government Furnished Material (GFM) and Government Furnished Information (GFI). The terminology GFE, GFM, GFI and GFF will be used throughout the PWS.

3.2. Government-Furnished Facilities. The government will furnish or make available administrative work space in Building 1700 on Naval Support Activity South Potomac, Dahlgren VA. The Contractor is not required or mandated to use this space.

A floor plan of the Dahlgren facility and all radar sites is provided in Appendix E.

Government site facilities have been inspected for compliance with Occupational Safety and Health Programs. No hazards have been identified for which work-arounds have been established. The fact that no such conditions have been identified does not warrant or guarantee that no possible hazard exists, or that work-around procedures will not be necessary or that the facilities as furnished will be adequate to meet the responsibilities of the Contractor. No modification of any Government facilities shall be performed by the Contractor prior to the Contractor furnishing the FC and GPM documentation describing, in detail, the modification requested. No alterations to the facilities shall be made without specific written permission from the CO. The Contractor shall return the facilities to the government in the same condition as received, fair wear and tear and approved modifications excepted.

3.3. Government-Furnished Equipment. The government will provide the Contractor equipment listed in Appendix E. The Government may add to or upgrade GFE throughout the life of the contract. The Government will provide initial training and detailed maintenance procedures for the new additions or upgrades at no cost to the Contractor. When the Government provides new GFE upgrades, the Contractor shall operate, administer, and maintain the new upgrades and associated documentation to include documentation provided by the support depot or other outside contractor entity.

3.3.1. Equipment Inventory. During contract phase-in a joint inventory of all GFE shall be conducted by the in-coming Contractor, out-going Contractor and a government representative (identified by the CO). Upon inventory agreement the in-coming Contractor shall assume accountability for all GFE by signing a receipt for all equipment provided by the Government. Items of equipment missing or not in working order shall be recorded and the CO notified in writing. The in-coming Contractor, out-going Contractor and the Government representative shall jointly determine the working order and condition of all equipment and document their findings on the inventory. The contractor shall maintain updated property lists throughout the contract period. Updated lists shall contain as a minimum detailed supply, Custody Authorization/Custody Receipt Listings (CA/CRL) or equivalent information. In the event of disagreement

between the Contractor and the government representative on the working order and condition of equipment, the disagreement shall be forwarded to the GPM for resolution.

3.3.2. Obtaining Replacement of Government-Furnished Equipment. Submit requests for replacement of GFE to the GPM for processing. Such requests shall specify the reason for the replacement request.

3.4. Government-Furnished Materials. The government will provide the materials, listed in Appendix E, for performance of services by the Contractor, for the duration of the performance period of this contract. The Contractor shall keep adequate materials on hand for performance of the contract according to its terms. If additional materials are authorized by the contract, the Contractor shall request such additional materials by providing a written request (may be via email) to the GPM at least 60 calendar days before the required delivery date of the materials. At the conclusion of the contract period the Contractor shall return all residual inventory to the government.

3.5. Government-Furnished Information. GFI consists of the records, publications, manuals, documents and software currently used by the DCC in its operations at ASCC, Dahlgren VA as listed in Appendix E. Any existing Standard Operating Procedures (SOPs) will also be provided to the Contractor during the phase-in period for use “as-is” or as guidance. The incumbent Contractor, in-coming Contractor and Government shall jointly inventory the GFI before the end of the phase-in period and the Government will release the GFI to the Contractor at the end of the phase-in period.

The Contractor shall maintain GFI. At the termination of the contract, the Contractor shall return all GFI to the Government.

3.5.1. Software. The Government may add to or upgrade government-furnished software throughout the life of the contract. The Government will provide initial training and detailed maintenance procedures for the new additions or upgrades at no cost to the Contractor. When the Government provides new software upgrades, the Contractor shall operate, administer, and maintain the new upgrades and associated documentation.

3.6. Government-Furnished Services. The Government will provide the services described below to facilitate the Contractor’s performance.

3.6.1. Government-Furnished Utilities. The Government will provide the Contractor with electricity, water, and sewer within the existing delivery systems for those utilities.

The Government will provide land line telephone service at all sites and the Dahlgren VA contractor office space. Utilities shall only be utilized for performance of work under this contract. Contractor personnel shall take all actions necessary to ensure proper conservation of utilities.

3.6.2. Facility Maintenance. The Government will provide higher level maintenance and repair services for the structure and related heating, ventilation, air conditioning, plumbing, sewage and electrical systems above the Contractor required minor preventive maintenance and repair as described in paragraph 1.6.11, Facility Maintenance/Repair. The Contractor shall bear the expense for repair of any damage, beyond normal wear and tear, caused by Contractor personnel. The Contractor shall notify the GPM in writing (may be via email) when building alterations, repairs, or maintenance are required.

APPENDIX B

Publications

B.1. Publications and forms that apply to the PWS are listed below. The contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in other sections of this PWS. All publications and forms listed have been made available for solicitation preparation in a library established at 21SW and will be provided by the government at the start of the contract.

B.2. The government will provide follow-on requirements to the Contractor when changes occur. Supplements or amendments to listed publications from any organizational level may be issued during the life of the contract. The Contractor shall immediately implement those changes that result in a decrease or no change in the contract price. Before implementing any change that will result in an increase in contract price, the Contractor shall submit to the Contracting Officer a price proposal within 30 calendar days following receipt of the change by the Contractor. The Contracting Officer and the Contractor shall negotiate the change into the contract under the provisions of the contract clause entitled "Changes." Failure of the Contractor to submit a price proposal within 30 calendar days following receipt of the change entitles the government to performance according to such change at no increase in contract price.
