Questions for Solicitation # FA8501-15-B-0001
1. Contractor does not believe sufficient time has been allowed in the contract documents to complete this project. This is based on our experience and feedback from local subcontractors. Many subcontractors have not shown interest in bidding this contract due to the time allotted for this solicitation. We would like to request 380 days to complete this project. No time extension is necessary follow procedures in Contract Documents.
2. Drawing G003 states under procedures and guidelines for paint removal, note 1, "remove all paint materials from surfaces from which they are applied". Note 2, "remove paint materials with non-caustic chemical remover only". Note 2 and 2a is a specific method used when a contractor is preparing surfaces for new paint in an entire abatement process. This is an OSHA/EPA approved method, although there are several other abatement methods that would be much more cost efficient such as sponge blasting or abrasive blasting. Will any OSHA/EPA approved method for abatement be approved as well? No – follow procedures in Contract Documents.
3. In the Questions and Answers it was stated the contractor shall dispose of the hazardous waste from Lead abatement procedures but in specifications section 02065 (Lead based paint in place management and abatement), 9.2.5, "government will take possession and control of all properly filled, sealed, and labeled DOT containers having paint debris, disposable clothing, wash water, and other contaminated components in hazardous concentrations as determined by the TCLP test. All contaminated materials (disposable boots, coveralls, tape, protective masks, plastic sheeting, etc.) which are determined non-hazardous waste shall be returned to the contractor for disposal in an EPA approved sanitary landfill. The contractor shall provide the CODR with pertinent landfill receipts". Is it the Government's intent to dispose of hazardous materials/ water or contractor's responsibility? The Government will dispose of hazardous materials/water, etc. The contractor is responsible for excavation and managing the waste until the government takes possession. See specification Section 01560.
4. Specification 02065, par 9.2.7 (Recycling of Materials), "contractor shall recycle scrap metal to reduce waste generated from this project. The contractor shall provide the Contracting Officer copies of all receipts for materials turned over to a recycling center including descriptions and quantities, ultimate disposition of metals that are classified as containing LBP. The contractor shall comply with 40 CFR Part 261.6, Requirements for Recyclable Materials". Is it acceptable for the contractor to recycle scrap metal without removing adhered LBP? The contractor shall coordinate with the Government Recycling Program Manager per specification section 01560.
