9. Section I – Contract Clauses, FAR Clause 52.219-14, Limitations on Subcontracting (NOV 2011) – This Clause is included in Section I Clauses Incorporated by Full Text but that clause fails to specify which (3)(c) statement is applicable. This is asked because we have recent experience on a number of Federal procurements/contracts for Demolition Services under NAICS Code 238910 as the Special Trade Contractors (e.g., (3) (c) (4)). Also, since this is an IFB, how will the USAF verify, prior to award, that all Offerors comply with FAR 52.219-14. Finally, please verify that USAF considers the “labor cost” to be defined as the fully burdened labor costs without profit.
Answer: Per NAICS code 238910 and work described within the solicitation this will be categorized as a Special Trade (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees
10. Section I – Contract Clauses, FAR Clause 52.232-27, Prompt Payment for Construction Contracts (APR 1989) – Please confirm that this contract will implement the referenced Clause as delineated in the current version of the Clause and does not stipulate a longer payment term than 14 days.
Answer: New Version dated May 2014 has been updated, 14 days is standard construction payment terms.
11. Section I – Contract Clauses, FAR 52.211-12, Liquidated Damages – Construction (SEP 2000) – It appears that Drawing G-003; Deconstruction Schedule includes liquidated damages for interim milestones and not just the final completion milestone. Also, many of these propose different liquidated damages from those stipulated in the stipulated Liquidated Damages clause included on Page 16 of 43.
Answer: DWG 003 is hereby revised
12. Section L – Instruction, Conditions and Notices to Bidders – Page 40 of 43 Last Paragraph – Since the contract clauses included in the RFP include a number of provisions that appear to be “fill-in” clauses that hard to determine whether the clause is to be “filled in” by the Offeror or the Government. It is requested that the Government specify the exact “fill-in” clauses that the Offerors are required to be completed for IFB compliance.
Answer: It is the contractors responsibility to adequately fill in clauses that determine them responsive to the IFB (solicitation).

Answer: See drawings & notes
