Purpose of this amendment is to revise Section J and provide answers to questions from prospective bidders. Of note, Specification Section 08 16 13 (Fiberglass Doors) is provided, Drawing Sheets G-001 and G-002 are updated, the wage determination has been updated, and Lead and PCBs and Asbestos Survey Reports for the two (2) existing buildings are provided.

A separate, future amendment will be issued to address any outstanding questions and requests for information (RFI). As a result of this amendment, the bid due date / time remain unchanged.

02) Section J, Appendix A – Replace with General Decision Number: ID170022 07/14/2017 ID22. The updated wage determination is included as part of the amendment.

The following are additional work requirements. Offerors shall consider the additional requirements in preparation of their bid.

Additional Requirement 01: Refer to Specification Sections 01 10 00 and 01 50 00

Within thirty (30) days of receipt of the Notice to Proceed (NTP), contractor shall provide two (2) shipping containers (or equal) in good weathertight condition to the Government. Good condition shall mean no significant damage, dents, holes, or structural issues. Containers shall be approximately 20 feet in length with standard swing doors. Containers shall be securable and be painted tan. Contractor shall be responsible for locating and setting the containers at the project site for the Government. Containers shall become the property of the Government at the completion of the project. The purpose of the containers is to provide the Government additional storage capability during the construction period.

The following are answers to questions submitted by prospective offerors. Offerors shall consider the answers in preparation of their bid.

Question 01: Refer to Specification Section 08 36 13, Paragraph 2.2.A.7. and Drawing Sheet 1F-ID-129-204-9.0

The specification reads, “Track: Provide track as recommended by manufacturer to suit loading required and clearances available. a. Size: 1. 2 inch (51 mm). 2. 3 inch (76 mm). b. Type: 1. Vertical lift. 2. High lift.”

Clarification 1: Is the track to be 2 inch or 3 inch or is this up to the door manufacturer to meet the load requirements?

Clarification 2: There does not appear to be enough eave height to allow for a vertical lift door as an option.

Answer 01: The track design shall be up to the door manufacturer to meet the load requirement. The door shall be a high lift door.

Question 02: Refer to Specification Section 13 34 19 and Drawing Sheet G-002

The drawings call for the building to be painted Sherwin Williams colors. Will standard factory colors similar to these colors be permitted?

Answer 02: After award, the contractor may submit a substitution request of an ‘or equal’ paint product. ‘Or equal’ shall meet the performance specification of the Sherwin Williams paint. The contractor may submit proposed colors that are similar to the specified color and match the existing structures at the Hatchery.

Question 03: Refer to Specification Section 13 34 19, Paragraphs 1.2.F.2. and 2.8.D.

Specification Section 13 34 19, Paragraph 1.2.F.2. calls for primer per SSPC Paint 20. Specification Section 13 34 19, Paragraph 2.8.D. calls for white primer applied per SSPC SP-27. Is Behlen standard Dark Gray primer applied per SSPC Paint 15 acceptable? Do we need to submit a substitution request?

Answer 03: Recommend for the offeror’s bid to be priced towards the contract specifications. The specifications require the material to be properly primed before painting. After award, the contractor may submit a substitution request of an ‘or equal’ to the paint specified in the specifications in regards to performance, finish, and warranty.

Question 04: Refer to Drawing Sheet S-003

Stemwall and pedestals are shown as 6” minimum height. What is the base plate bearing height?

Answer 04: The elevation of the top of the concrete pedestal is to be 2971.30 with 1-1/2” grout. The bearing elevation is calculated at 2971.425. There is a minimum 6” high curb around the building, except at the opening. In addition, this curb is higher than 6” as shown on the south and east elevations in order to take out grade.

Question 05: Refer to Specification Section 13 34 19

Specifications Section 13 34 19 does not contain a manufacture’s certification requirement. Most if not all pre-engineered metal building specifications issued by the Federal or State Governments require the pre-engineered metal building manufacturer to be certified under the most current certification process.

Until 2008, this certification was performed by the AISC under the category MB.

The certification of pre-engineered metal building manufacturers was changed in 2008 form the AISC Category MB to the International Accreditation Service AC472. Almost all major manufacturers of pre-engineered metal buildings now have this certification. If a manufacturer currently does not hold a IAS AC472 certification, then they never had an AISC Category MB certification to begin with or they cannot meet the quality requirements.

Please clarify if the pre-engineered metal building manufacturer is required to be certified under the existing IAS AC472 program or if any welding shop with a dog, pickup, and AISC Certified Welders can supply the metal building.

Answer 05: Yes, certification is required.

Question 06: Refer to Specification Section 26 24 16 and Drawing Sheets C-003 and E-002

At the Pre-Bid Walk it was noted where the transformer is for the new electric service to the new equipment storage building to feed the new 400 AMP main panel and meter base. Has Idaho Power Co. reviewed the plans and provided their Engineering solution, as well the cost for this work or has Hagerman NFH already paid for the Engineering and/or the meter connection fee?

Answer 06: Idaho Power has been consulted on the plans and provided a recommended engineering solution;

however, since the project is on Federal property, the awardee (‘contractor’) can propose alternatives to the recommended engineering solution that Idaho Power may approve. The cost must be negotiated directly between the contractor and Idaho Power. To date, Idaho Power only provided the Government an estimated cost for this service that the Government cannot disclose during the bidding process. The contractor shall be responsible for paying any and all connection and/or meter fees.

Question 07: No reference indicated

Experience on prior projects indicates that if the contractor provides the trench and conduit to the meter base, Idaho Power Co. will supply, pull, and terminate the conductors at the meter base and set the meter. Is this the plan for this project?

Answer 07: This would be acceptable to the Government if the contractor is able to negotiate this with Idaho Power. It is up to the awardee (‘contractor’) to negotiate who pulls and terminates the conductors at the meter base and sets the meter. Idaho Power would prefer they perform this work, but are not required to do so under this contract. If the contractor chooses to perform this task, the electrician must be licensed to perform this level of work in the State of Idaho.

Question 08: Refer to Drawing Sheets G-001 and S-003

Sheet S-003 shows Bay 6 as insulated but Sheet G-001 says Bay 6 is uninsulated. Please clarify.

Answer 08: Only the four walls surrounding Bay 7 are insulated. The common wall between Bays 6 and 7 is insulated. Bay 6 has gypsum board on all four walls including the bathroom walls facing Bay 6. The walls and ceiling encompassing the bathroom are insulated as it is a heated space.

Question 09: No reference indicated

What walls of Bay 6 get gypsum board? Does the dividing wall between Bays 5 and 6 get gypsum board on both sides?

Answer 09: The common wall between Bays 6 and 7 is insulated. Bay 6 has gypsum board on all four walls including the bathroom walls facing Bay 6. The walls and ceiling encompassing the bathroom are insulated as it is a heated space.

The common wall between Bays 5 and 6 get gypsum board on the Bay 6 side only. The Bay 5 side has exposed framing.

Question 10: Refer to Drawing Sheets C-003 and C-005

Sheet C-005 indicates asphalt to be replaced but Sheet C-003 states asphalt to remain. Please clarify.

Answer 10: The asphalt shall be demolished up to the saw cut line.

Question 11: Refer to Drawing Sheet C-003

Are all of the trees behind the new building to be removed? Notes on Sheet C-003 do not show the trees just behind the new building to be removed.

Answer 11: Any tree within the construction area can be removed since there is no requirement to protect any of them. In addition, any trees damaged during construction shall be removed to protect the building and personnel in the area. It is up to the awardee (‘contractor’) to determine which trees need to be removed to successfully complete the project.

Is there a disposal site on the Refuge for excess fill and concrete debris?

Answer 12: There are no disposal sites on the Hatchery. Concrete debris and excess fill shall be removed and disposed of offsite.

How much asbestos floor tile is in the building to be demoed?

Answer 13: All asbestos floor tiles in the building are to be demolished, removed, and disposed of. Refer to the asbestos survey included as part of this amendment, titled “Asbestos Survey of “The Barn” – Hagerman National Fish Hatchery.”

Question 14: Refer to Drawing Sheet C-003, Note 2

Sheet C-003 shows Note 2 inside the building. How does this note apply to the building?

Answer 14: This should be Note 7.

Question 15: Refer to Specification Section 01 10 00 and Division 08 and Drawing Sheet S-003

There is not a specification on the interior doors (i.e. bathroom and door immediately north between Bays 6/7) or hardware for these doors. There is a callout in Specification Section 01 10 00 – 1, Item 2b, for the bathroom door only to be fiberglass, but no further information on that door or the door to the north. Please advise. See attached drawing.

Answer 15: The door is the common wall between Bays 6 and 7 is to be a pre-assembled metal door per Specification Section 08 11 15. For the bathroom door, please refer to the attached, Specification Section 08 11 13 (Fiberglass Doors).

Question 16: Refer to Drawing Sheet C-003, Detail 1

Plan Sheet C-003, Detail 1 shows several trees around the existing garage. There is a note that seems to indicate that the existing trees south of the dirt road behind the garage are to be saved and protected.

There is a set of trees shown on the plans to the immediate southwest of the existing building. There is no note indicating if these trees are to be saved and protected or demolished and removed.

There is another set of trees shown on the plans a bit further west of the aforementioned trees with no note. The note on these trees on the plans indicate that these trees are to be demolished and removed.

Please clarify. Please see the attached picture.

Answer 16: Refer to Answer 11. In addition and per the recommendation within the RFI, the Government is okay if the trees closest to building be demolished and removed.

Question 17: Refer to Specification Section 02 82 13

Was there a HazMat Survey done at either the Old Administration Building or the Existing Garage? If so, can we have a copy of the HazMat Survey Report?

Answer 17: Yes. Copies of the report are attached to Amendment 000004.

Is the trenching conduit and wire for the underground power form the power pole to the new shop coordinated with and completed by Idaho Power? Our electrician has not found where it shows it on the electrical or utility drawings or the specifications.

Answer 18: Refer to Answer 06, except for the last sentence.

Has USFWS & Idaho Power determined the existing transformer at the designated power pole (not shown on the drawings) is sufficient for the power requirements of the new building?

Answer 19: Yes.

At the Pre-Bid Meeting, Mr. Moriarty – COR, noted that the contractor should secure all required permits from the City of Hagerman and coordinate all inspections with them. In contacting the City of Hagerman, we learned that the NFH is outside of the city’s jurisdiction and were directed to contact Gooding County. In talking with Gooding County we learned they do have jurisdiction for this area of Gooding County, but their ordinance does not allow them to provide permitting and inspection services for Federal or State-owned lands. The State of Idaho Department of Building Safety has the jurisdiction for electrical, plumbing, and HVAC permits in Gooding County, but they have not responded as to whether they will provide inspections for this project.

How does USFWS want the bidders to address building permits for this project?

Answer 20: No permits shall be required to be pulled from the City of Hagerman since the Hatchery is outside the city limits. If Gooding County has ordinances that prevent them from providing permitting and inspection services to Federal lands, no permits shall be required to be pulled from Gooding County; however, permits, connection fees, meter fees, etcetera have been required for electrical connections, water connections, communications, and the sewage systems to allow them to be connected to the utility providers. The contractor is responsible for all utility connections and the associated fees required for making necessary connections. The contractor shall be responsible for paying any and all connection and/or meter fees.

Demolition of one of the building is near the water. Are there any special requirements for demolition?

Answer 21: The only special requirement is to protect the water. No debris or runoff shall flow directly to the water during the demolition activities. Install a straw wattle along the top of the bank to prevent debris from flowing into the water during rain events.

Question 21: Refer to Specification Sections 03 30 00 and 13 44 00 and Drawing Sheets S-001 thru S-004

The concrete design does not appear to be adequate for the building uplift and the curb on top of the slab is inefficient. Can alternate, engineered designs be proposed that meet the apparent design criteria?

Answer 21: There are no special demolition requirements directed by the Government; however, it shall be the contractor’s responsibility to not allow any contaminates to enter and/or pollute the waterway.

Question 22: No reference indicated

Do vehicles need any special cleaning or sanitization to enter the project site?

Answer 22: No, but equipment shall be cleaned prior to entering the Hatchery area. For example, an excavator that arrives at the Hatchery cannot have large amounts of soil, debris or other contaminates attached to it. A simple wash rack cleaning prior to arriving on site is all that is required.

Does the contractor need to bring water or power to the site or will these be provided by the Government?

Answer 23: The contractor shall not be allowed to bring any water from offsite onto the Hatchery for construction purposes. If the contractor chooses to use a wet system during demolition to reduce dust, the Government will provide the water. The Hatchery has the ability to fill most water trucks/trailers. Reasonable amounts of power shall be provided, but contractor may be required to provide their own temporary connections. Refer to FAR Clause 52.236-14 for additional information.

Can contractors use the existing restrooms onsite?

Answer 24: No. Contractor is responsible for providing their own, temporary restroom facilities.

Can contractors setup temporary living accommodations at the Hatchery or use the Government’s temporary bunkhouse during construction.

The unfinished Bays 1-5 do not show roof insulation. This will allow condensation and create “rain” in the bays. Is this intended?

Answer 26: Manual louvers are required (see revised Drawing Sheets G-001 and G-002). The louver size is 3’ x 3’. Roof insulation is not required in the exposed bays?

Question 27: Refer to Drawing Sheet E-003

Sheet E-0003 has a comment in Bay 1 that states, “PROVIDE HORNS AND STROBES RATED FOR CLASS 1, DIVISION 2 HAZARDOUS INSTALLATION.” No other electrical sheet mentions Class 1, Div. 2. Please clarify where the hazardous areas are and if all electrical in those areas is required to be Class 1, Div. 2 rated.

Answer 27: Horns and strobes rated for Class 1, Division 2 are not required. There are no classified or hazardous locations in this building; however, horns and strobes are still required, just not Class 1, Division 2.

Question 28: Refer to Section J, Appendix A and FAR Clause 52.222-6 (Construction Wage Rate Requirements)

I had an electrician that was looking at the project, but said they could not bid it because they do not have their public works license. Is this the case or do they just need to follow the Davis-Bacon wage rates?

Answer 28: Unless an exemption applies, all workers shall be paid not less than the prevailing wages (i.e.

Construction Wage Rate Requirements). The contractor is responsible for classifying all workers based on the work actually performed, without regard to skill, except as provided in FAR Clause 52.222-9 (Apprentices and Trainees).

Are there applicable liquidated damages for this contract? I wasn’t able to find any information regarding LDs in the solicitation.

Answer 29: There are no liquidated damages included in the solicitation and resulting contract.

PART 3 EXECUTION

3.1 EXAMINATION

A. Examine openings in which windows will be installed.

1. Verify that framing complies with AAMA 2400 (Mounting Flange Installation) &

AAMA 2410 (Flush Fin Installation).

2. Verify that fasteners in framed walls are fully driven and will not interfere with window installation.

B. Coordinate with responsible entity to correct unsatisfactory conditions.

C. Commencement of work by installer is acceptance of substrate conditions.

3.2 INSTALLATION

A. Install doors in framed walls in accordance with AAMA 2400 or AAMA 2410.

3.3 CLEANING AND FINISHING

A. Remove temporary labels and retain for Closeout Submittals.

B. Clean soiled painted surfaces and glass using a mild detergent and warm water solution with soft, clean cloths.
