SECTION 01 10 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 WORK COVERED BY THE PROJECT MANUAL AND DRAWINGS

A. Project Identification: Work covered by the Project Manual and Drawings consists of the design of an Equipment and Storage Building in Hagerman, Idaho, specifically located at the Hagerman National Fish Hatchery (The terms "Owner", “FWS”, and “USFWS”, are interchangeable).

B. Section Includes

1. Contract description.

2. Owner-furnished products.

3. Contractor’s use of Site and Premises.

4. Protections.

5. Owner occupancy.

6. Permits.

7. Salvage.

8. Re-use of existing materials.

1.2 CONTRACT DESCRIPTION

A. Work of the Project includes construction of a Pre-Engineered Metal Building for use as an Equipment and Storage Building, Hagerman, Idaho.

B. The Contractor shall procure and provide a pre-engineered metal building, site improvements and demolition of existing structures. Work shall consist of the following and as indicated in the drawings:

1. Base Bid

a. Pre-engineered metal building.

b. Pre-engineered metal building manufacturer to provide the separation wall between Bays 5&6 and Bays 6&7. Gypsum wall board to be provided by Contractor.

c. Concrete Foundation system.

d. Electrical including lighting, convenience outlets, welding connection.

e. Coordinate with Idaho Power for the power extension to the building.

f. Two unit heaters and energy recovery ventilator.

g. Building insulation.

h. Steel mandoors and hardware.

i. Overhead garage doors.

j. Site improvements.

k. Demolition of an existing house.

l. Demolition of an existing garage, located at the site for the pre-engineered metal building.

2. Bid Option #1 – Bathroom

a. Framing.

b. Fiberglass mandoor and hardware.

c. Electrical including lighting and convenience outlets.

d. Wall heater and exhaust fan.

e. Building insulation.

f. Plumbing and plumbing fixtures.

g. Site utilities.

3. Bid Option #2 – Fire Alarm System

a. Fire alarm panel.

1.3 OWNER-FURNISHED PRODUCTS

A. Owner's Responsibilities:

1. Owner will award a contract for suppling, installing, erection of a pre-engineered metal building and associated works and described above.

1.4 CONTRACTOR-FURNISHED PRODUCTS

B. Contractor's Responsibilities:

1. Procure pre-engineered metal building.

2. Review Shop Drawings, Product Data, and Samples.

3. Receive and unload products at Site; inspect for completeness or damage jointly with Owner.

4. Handle, store, install, and finish products.

5. Repair or replace items damaged after receipt.

C. The contractor will purchase and provide project management software “Submittal Exchange” from Oracle (or approved equal)

2. The contractor shall provide access to the software for to the following:

a. Owner and representative within USFWS.

b. Civil Engineer.

c. Structural Engineer.

d. Electrical Engineer.

e. Mechanical Engineer.

f. Contractor and representatives.

3. Ownership of Submittal Exchange (or approved equal) shall be transferred to USFWS at the end of the project.

D. Items furnished by Owner for installation by Contractor:

1. None.

1.5 CONTRACTOR’S USE OF SITE AND PREMISES

A. Contractor shall limit use of the Site and premises for Work and storage to allow for:

1. Owner and employee occupancy.

2. Continuous Operations of hatchery.

3. Security.

4. Safe entry and exit for vehicles and pedestrians.

B. The Contractor shall supply all labor, transportation, parking, apparatus, scaffolding, tools and other items necessary for the completion of the work.

C. Staging, storage and stockpiling of equipment and materials shall be confined and limited to those areas identified and agreed to by Owner prior to start of the Work. Do not store materials where they will interfere with operations of Owner.

D. Utility Outages and Shutdown:

2. Coordinate Work with utilities of Owner and public or private agencies.

3. Coordinate and schedule electrical and other utility outages with Owner.

4. Outages are allowed only at previously agreed upon times with Owner.

5. At least one week before scheduled outage, submit Outage Request Plan to

Owner itemizing the areas or equipment impacted, dates, times, and duration of each requested outage.

E. Construction Plan: Before start of construction, submit three copies of construction plan regarding access to Work, use of Site, and utility outages for acceptance by Owner. After acceptance of plan, construction operations shall comply with accepted plan unless deviations are accepted by Owner in writing.

1.6 PROTECTIONS

A. Protect sidewalks, asphalt paving, concrete, trees, shrubs, and lawn areas at all times from spillage of materials used in carrying out the Work. Prevent materials from clogging sinks, catch basins and yard drains; maintain drains clean and in proper working conditions. Dumping of plaster, solvents, or other injurious materials in USFWS plumbing systems is not permitted. Costs of cleaning, repairing, or fines from environmental violations will be withheld from Contractor as required.

B. Clean, repair, resurface, or restore existing surfaces to their original, or better, condition, or completely replace such surfaces to match existing, where damaged by construction operations.

C. The Contractor shall be responsible for any and all damages due to construction on this project.

D. The Owner will not be responsible for protection of materials or equipment from vandalism or theft. Security is the responsibility of the Contractor. See Section 01 50 00 Temporary Facilities and Controls.

E. The Contactor will verify that all drains in the construction area are in working order and notify the Contracting Officer’s Representative (COR), in writing, of any drains that are plugged, prior to the Start of Work. Start of Work will be considered as acknowledgement that all drains are clear and in good working order.

F. Debris shall not be allowed to remain around the buildings during performance of Work, and shall be disposed of daily and/or as directed by COR.

G. The Contractor shall manage a safe job environment for both the safety of all people around the Premises as well as the safety of the Owner’s and general public’s property.

1.7 OWNER OCCUPANCY

A. The Owner and building tenants will occupy the premises during the entire period of construction for the conduct of normal operations. Cooperate and coordinate with COR in construction operations to minimize conflict and to facilitate the Owner’s usage, especially in the following areas:

1. Restricted access and parking

2. Temporary storage space availability

3. Provide a written schedule of Work specifying where and when Work will be accomplished

4. Notify COR a minimum of seventy-two (72) hours prior to performing any work that will release strong odors or fumes, causes noise, or requires windows to be closed during hot weather.

B. Conduct construction operations in such a way to ensure the least inconvenience to USFWS employees, plant production, and the general public.

C. Schedule the Work to accommodate owner occupancy.

D. To maintain continual operations by the Owner and plant production, evening and/or weekend work by the Contractor will be required for short durations at various stages of the Project. Coordinate with the COR at least seventy-two (72) hours in advance to performing evening or weekend work.

1.8 PERMITS

A. Owner will furnish the following permits for construction of Work which could include:

1. Archeological Survey.

2. National Environmental Policy Act (NEPA).

1.9 SALVAGE

A. All material indicated to be removed shall become the property of the Contractor except those items noted on the drawings and in the specifications as being retained by the Owner.

PART 2 PRODUCTS

2.1 REUSE OF EXISTING MATERIAL

A. Except as specifically indicated or specified, materials and equipment removed from existing construction shall not be used in the completed Work.

B. For material and equipment specifically indicated or specified to be reused in the Work or salvaged to Owner:

1. Use special care in removal, handling, storage, and reinstallation to assure proper function in the completed Work.

2. Arrange for transportation, storage, and handling of products that require off-site storage, restoration or renovation. Pay all costs for such Work.

3. Contractor shall be responsible for removing and reinstalling mechanical units, vents, guys, antennae, and electrical and grounding wires or conduits.

PART 3 EXECUTION

3.1 PREPARATION

A. Inspect existing conditions, Work requirements, and the Contract Documents. Verify that materials and equipment being furnished meet requirements specified. Report any

3.2 MATERIAL HANDLING

A. If, in the opinion of the Contractor, cranes, hoists, towers, or other lifting devices are necessary for the proper and efficient movement of materials, comply with these requirements:

1. Use only experienced personnel with current training certifications on the equipment listed.

2. Remove equipment as soon as possible after task is ended

3. Coordinate the placement of such equipment with the COR to ensure that utility tunnels, utilities, and surfaces are not damaged.

4. Obtain required permits and meet the requirements of governing authorities regarding street and sidewalk closures, safety, noise, and other applicable regulations.

5. Provide barricades and warning ribbons to close off areas temporarily for loading and unloading, to insure public safety.

B. Contractor shall not allow any materials or debris to free-fall from the building.

3.3 WORKMANSHIP

A. Unless otherwise specified, perform the Work using workers skilled in the particular type of Work involved. Current certification for workers will be reviewed to verify certifications are current. These certifications include skill-based and safety-based. Examples are America Welding Society (AWS) welding certifications, plumbing and electrical licenses, lift operations, fall protection, certifications, Arc Flash, and boiler installation. This is not an inclusive list. It is provided for examples.

B. Should the Contracting Officer (CO), in writing, deem anyone on the Work incompetent or unfit for the assigned duties, dismiss the worker immediately or reassign that worker to a different task requiring a lesser degree of competence.

C. Workmanship shall be first class in every respect as determined by the COR, and all Work performed shall be performed in accordance with standard industry practice.

D. The Contractor shall maintain effective supervision on the project at all times Work is being performed. The Superintendent shall be the same person throughout the course of the Work, and shall attend the pre-construction conference.

3.4 TESTING

A. The Owner reserves the right to perform any testing as may be required to determine compliance with the Project Manual and Drawings. Costs for such testing will be the Owner’s responsibility unless testing indicates noncompliance. Costs for testing which indicates noncompliance shall be borne by the Contractor. Non-complying Work shall be corrected and testing will be repeated until the Work complies with the Project Manual and Drawings. Contractor will pay costs for retesting non-complying Work.

B. The Contractor shall cooperate in every respect with the activities of the testing agency.

SECTION 01 25 00

SUBSTITUTION PROCEDURES

PART 1 GENERAL

1.1 SECTION INCLUDES

A. Quality assurance.

B. Product options.

C. Product substitution procedures.

1.2 QUALITY ASSURANCE

A. Contract is based on products and standards established in Contract Documents without consideration of proposed substitutions.

B. Products specified define standard of quality, type, function, dimension, appearance, and performance required.

C. Substitution Proposals: Permitted for specified products except where specified otherwise. Do not substitute products unless substitution has been accepted and approved in writing by the COR.

1.3 PRODUCT OPTIONS

A. See Section 01 60 00 Product Requirements, Materials and Equipment.

1.4 PRODUCT SUBSTITUTION PROCEDURES

A. Shop drawings are allowed to show variations as long as the variations are approved by the COR. The contractor shall describe such variations in writing separate from the drawings, at the time of submission.

B. Substitutions may be considered when a product becomes unavailable through no fault of Contractor and approved by the COR.

C. Document each request with complete data, substantiating compliance of proposed substitution with Contract Documents, including:

1. Manufacturer's name and address, product, trade name, model, or catalog number, performance and test data, and reference standards.

2. Itemized point-by-point comparison of proposed substitution with specified product, listing variations in quality, performance, and other pertinent characteristics.

3. Reference to Article and Paragraph numbers in Specification Section.

4. Cost data comparing proposed substitution with specified product and amount of net change to Contract Sum.

5. Changes required in other Work.

6. Availability of maintenance service and source of replacement parts as applicable.

7. Certified test data to show compliance with performance characteristics specified.

8. Samples when applicable or requested.

9. Other information as necessary to assist COR evaluation.

D. A request constitutes a representation that the Contractor:

1. Has investigated proposed product and determined that it meets or exceeds quality level of specified product.

2. Will provide same warranty for substitution as for specified product.

3. Will coordinate installation and make changes to other Work that may be required for the Work to be complete with no additional cost to Owner.

4. Waives claims for additional costs or time extension that may subsequently become apparent.

5. Will coordinate installation of the accepted substitute, making such changes as may be required for the Work to be complete in all respects.

E. Substitutions will not be considered when they are indicated or implied on Shop Drawing or Product Data submittals without separate written request or when acceptance will require revision to Contract Documents.

F. Substitution Submittal Procedure:

1. Submit requests for substitutions on the Substitution Request-Form.

2. Submit four (4) hard copies and/or one (1) electronic file. Three (3) hard copiws will be retained by the COR and one (1) set will be returned to the Contractor. All substitution requests shall be reviewed and processed by the COR. Limit each Substitution Request Form to one proposed substitution.

3. Submit Shop Drawings, Product Data, and certified test results attesting to proposed product equivalence. Burden of proof is on proposer.

4. COR will notify Contractor in writing of decision to accept or reject request.

1.5 INSTALLER SUBSTITUTION PROCEDURES

A. Shop drawings are allowed to show variations as long as the variations are approved by the COR. The contractor shall describe such variations in writing separate from the drawings, at the time of submission.

B. Document each request with:

1. Installer's qualifications.

2. Installer's experience in work similar to that specified.

3. Other information as necessary to assist COR’s evaluation.

C. Substitution Submittal Procedure:

1. Submit three (3) hard copies and/or one (1) electronic file to Project website of

Request for Substitution for consideration. Limit each request to one proposed substitution.

2. COR will notify Contractor in writing of decision to accept or reject request.

PART 1 GENERAL

1.1 RELATED DOCUMENTS

A. All components of the Contract Documents apply to this section including but not limited to drawings and provisions of the Contract, including Mandatory Contract Provisions, General Provisions, General Requirements and Technical Specifications.

B. Related Sections in General Requirements: All technical specification sections in the General Requirements (01 10 00 through 01 78 20) support work in this specification and should be referenced and considered and integrated and supporting document during the execution of this work.

1.3 COORDINATION AND PROJECT CONDITIONS

A. Submittal Exchange (or approved equal) shall be used for all correspondence for work on this project. The contractor shall utilize Submittal Exchange (or approved equal) for the following tasks:

1. Meeting minutes.

2. Submittal review and approval.

3. Substitution requests.

4. Requests for Information.

5. Supplemental information instructions.

6. Plan submittals.

B. Coordinate scheduling, submittals, and Work of various Sections of Project Manual to ensure efficient and orderly sequence of installation of interdependent construction elements.

C. Verify that utility requirements and characteristics of operating equipment are compatible with building utilities. Coordinate Work of various Sections having interdependent responsibilities for installing, connecting to, and placing operating equipment in service.

D. Coordinate space requirements, supports, and installation of mechanical and electrical Work indicated diagrammatically on Drawings. Follow routing shown for pipes, ducts, and conduit as closely as practical; place runs parallel with lines of building. Use spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.

1. Coordination Drawings: Prepare as required to coordinate all portions of Work.

Show relationship and integration of different construction elements that require coordination during fabrication or installation to fit in space provided or to function as intended. Indicate locations where space is limited for installation and access and where sequencing and coordination of installations are important.

E. Coordination Meetings: In addition to other meetings specified in this Section, hold coordination meetings with personnel and Subcontractors to ensure coordination of Work.

F. Coordinate completion and clean-up of Work of separate Sections in preparation for Substantial Completion and for portions of Work designated for Owner's occupancy.

G. After Owner's occupancy of premises, coordinate access to Site for correction of defective Work and Work not complying with Contract Documents, to minimize disruption of Owner's activities.

H. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of subcontractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activities include, but are not limited to, the following:

1. Preparation and updating of Contractor's Construction Schedule.

2. Preparation of the Schedule of Values.

3. Installation and removal of temporary facilities and controls.

4. Delivery and processing of submittals.

5. Delivery and processing of shop drawings.

6. Progress meetings.

7. Preinstallation conferences.

8. Project closeout activities.

1.4 SUBMITTALS

A. See Technical Specification Section 01 33 00 Submittal Procedures for detailed requirements of project submittals.

B. Coordination Drawings: Prepare Coordination Drawings if limited space availability necessitates maximum utilization of space for efficient installation of different components and phases, or if coordination is required for stockpiling, staging, storage, and installation of products and materials fabricated by separate entities.

1. Indicate relationship of components and phases shown on separate Shop

Drawings.

2. Indicate required installation sequences.

C. Staff Names: Within ten (10) calendar days of starting construction operations, submit a list of principal staff assignments, including superintendent and other personnel in attendance at Project site. Identify individuals and their duties and responsibilities; list addresses and telephone numbers, including home and office telephone numbers.

Provide names, addresses, and telephone numbers of individuals assigned as standbys in the absence of individuals assigned to Project. Post copies of list in Project meeting room of the temporary field office, and in a location(s) visible at all times. The principal staff list shall be updated at each location in the temporary field office on the first day of each month.

1.5 ADMINISTRATIVE AND SUPERVISORY PERSONNEL

A. General: In addition to Project Superintendent, provide other administrative and supervisory personnel as required and necessary for proper performance of the Work.

B. Qualifications:

1. Project Superintendent shall have at least five (5) successful similar projects. Site foreman must have at least five (5) successful similar projects

C. Contractors Project Superintendent:

1. The Contractor will provide construction staking services.

2. Protect survey control points prior to starting work site Work; preserve permanent reference points during construction.

3. Promptly report to Engineer loss of destruction of reference point or relocation required because of changes in grades or other reasons.

1.6 PROJECT MEETINGS

A. Preconstruction Conference: A preconstruction conference will be convened and conducted by the Owner before starting construction, but no later than 10 calendar days after execution of the Contract and Notice to Proceed unless otherwise scheduled by the Owner. The Preconstruction Conference will be held at Project site or another convenient location. The meeting will review responsibilities and personnel assignments.

1. Attendees: Authorized representatives of Owner, Engineer, and their consultants; Contractor and its Project Superintendent; major subcontractors;

manufacturers; suppliers; and other concerned parties shall attend the conference. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.

2. Agenda: Discuss items of significance that could affect progress, including but not limited to the following:

a. Submission of executed bonds and insurance certificates.

b. Construction schedule.

c. Phasing.

d. Critical work sequencing.

e. Designation of responsible personnel.

f. Procedures for processing field decisions and Change Requests.

g. Procedures for processing Applications for Payment.

h. Submittal procedures.

i. Preparation of Record Documents.

j. Use of the premises.

k. Responsibility for temporary facilities and controls.

l. Parking availability.

m. Office, work, and storage areas.

n. Equipment deliveries and priorities.

o. First aid.

p. Security.

q. Progress cleaning.

r. Working hours.

B. In accordance with the requirements of the General Provisions, the Contractor shall submit their progress schedule for COR’s approval within 10 days after the effective date of the notice to proceed.

C. Preinstallation Conferences: The Contractor shall conduct a pre-installation conference at the Project site before each construction activity that requires coordination with other project activities and construction, or as otherwise required by the Owner.

1. Attendees: Installer and representatives of manufacturers, fabricators and material suppliers involved in or affected by the installation and its coordination or

June 1, 2017 01 30 00 - 4 Hagerman National Fish Hatchery integration with other materials and installations that have preceded or will follow shall attend the meeting. Advise Owner of scheduled meeting dates a minimum of five (5) working days prior to the meeting.

2. Agenda: Review progress of other construction activities and preparations for the particular activity under consideration, including requirements for the following:

a. Contract Documents.

b. Options.

c. Related Change Request.

d. Purchases.

e. Deliveries.

f. Submittals.

g. Review of mockups.

h. Possible conflicts.

i. Compatibility problems.

j. Time schedules.

k. Weather limitations.

l. Manufacturer's or suppliers written recommendations.

m. Warranty requirements.

n. Compatibility of materials.

o. Temporary facilities and controls.

p. Space and access limitations.

q. Regulations of authorities having jurisdiction.

r. Testing and inspecting requirements.

s. Required performance results.

t. Protection of construction and personnel.

u. Warranty information.

3. The Contractor will record significant conference discussions, agreements, and disagreements and summarize in meeting minutes to be distributed to the COR for review and concurrence. Once approve by the COR, the Contractor shall distribute to the construction team within five (5) working days.

4. Do not proceed with installation if the conference cannot be successfully concluded. Initiate whatever actions are necessary to resolve impediments to performance of the Work, protect materials and supplies, and reconvene the conference at earliest feasible date.

D. Progress Meetings: The contractor will conduct progress meetings at a minimum frequency of weekly intervals during active construction.

1. Attendees: In addition to representatives of the Owner and Engineer, the

Contractor, and each subcontractor, supplier, and other entity concerned with current progress or involved in planning, coordination, or performance of future activities shall be represented at these meetings. All participants at the conference shall be familiar with Project and authorized to conclude matters relating to the Work.

2. Agenda: The meeting shall include but not be limited to: review and correction or approval of minutes of previous progress meeting(s), review of other items of significance that could affect progress, include topics for discussion as appropriate to status of Project including but not limited to:

a. Contractor's Construction Schedule: Review progress since the last meeting. Determine whether each activity is on time, ahead of schedule, or behind schedule, in relation to Contractor's Construction Schedule.

Determine how construction behind schedule will be expedited; secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Time. The schedule shall be maintained and updated weekly by the Contractor, or more frequently if

Failure to update and maintain a schedule that accurately reflects current and anticipated activities shall be reason to withhold progress payments until the schedule is made current and relevant to the satisfaction of the Owner.

b. Review present and future needs of each entity present, including the following:

1) Field observations, problems, and decisions.

2) Action Required (AR) tracking spreadsheet

3) Interface and coordination requirements.

4) Sequence of operations.

5) Status of submittals.

6) Deliveries.

7) Off-site materials supply.

8) Access.

9) Site utilization.

10) Temporary facilities and controls.

11) Work hours.

12) Hazards and risks.

13) Progress cleaning.

14) Quality and work standards.

15) Change Requests.

16) Documentation of information for payment requests.

c. Meeting Location: To the maximum extent practicable, meetings will be held at the job site.

3. Reporting: The Contractor will record significant conference discussions, agreements, and disagreements and summarize in meeting minutes to be distributed to the COR for review and concurrence. Once approve by the COR, the Contractor shall distribute to the construction team within five (5) working days.

a. Construction Schedule Updating: The Contractor shall revise the

Construction Schedule after each progress meeting where revisions to the schedule have been made, recognized or required. The revised Construction Schedule shall be issued within five (5) working days of the meeting.

SECTION 01 32 00

CONSTRUCTION PROGRESS DOCUMENTATION

PART 1 GENERAL

1.1 RELATED DOCUMENTS

A. All components of the Contract Documents apply to this section including but not limited to drawings and provisions of the Contract, including Mandatory Contract Provisions, General Provisions, General Requirements and Technical Specifications.

1.2 SUMMARY

A. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work using Submittal Exchange (or approved equal), including the following:

1. Contractor's Construction Schedule.

2. Submittals Schedule.

3. Daily construction reports.

4. Material location reports.

5. Field condition reports.

6. Special reports.

7. Construction photographs.

1.3 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction project. Activities included in a construction schedule consume time and resources. Predecessor activity is an activity that must be completed before a given activity can be started.

B. Event: The starting or ending point of an activity.

C. Float: The measure of leeway in starting and completing an activity.

1. Float time belongs to the Owner.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the following activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.

D. Milestone: A key or critical point in time for reference or measurement.

1.4 SUBMITTALS

A. Qualification Data: For firms and persons specified in “Quality Assurance” Article to demonstrate their capabilities and experience. Include lists of completed projects with project names and addresses, names and addresses of Architects and Owners, and other information specified or necessary to demonstrate capabilities and experience.

B. Submittals shall comply with the requirements of Section 01 33 00 Submittal Procedures including providing a Submittals Schedule: Submit five (5) copies of the schedule.

Arrange the following information in a tabular format:

1. Scheduled date for first submittal for all required submittals.

2. Specification Section number and title.

3. Submittal category (action or informational).

4. Name of subcontractor.

5. Description of the Work covered.

6. Scheduled date for the Owner’s final release or approval.

C. Contractor’s Construction Schedule: Shall be prepared using software, capable of producing a Gantt Chart showing the project critical path.

1. Submit five (5) printed copies of initial schedule in black-line print, large enough to show entire schedule for entire construction period. Submit an electronic copy of schedule, in PDF format, on a USB storage device labeled to comply with requirements for submittals. Include type of schedule (Initial or Updated) and date on label.

D. Construction Photographs and Video Shall be taken of the project site and adjacent improvements and natural resource areas at key points of the construction process to document conditions and progress. Photos shall be recorded in digital format, organized by date with individual photos and videos names or labeled to clearly indicate the location and portion of the project, and delivered to the Owner on a USB memory device within five working days after they are taken. Photos and videos shall document all portions of the project and completed at a minimum at the following key milestones:

1. Prior to mobilization to establish initial and preexisting conditions.

2. During the first week of each month during active construction.

3. During the punch list inspection.

4. At the completion of the project, after receiving notice of substantial completion.

5. At the end of the warranty period.

E. Daily Construction Reports: Submit two (2) copies at weekly intervals.

F. Material Location Reports: Submit two (2) copies at weekly intervals.

G. Field Condition Reports: Submit two (2) copies at time of discovery of differing conditions but no later than two (2) working days after discovery of conditions.

H. Special Reports: Submit two (2) copies at time of unusual event.

1.5 QUALITY ASSURANCE

A. A Quality Control program shall be developed, scheduled and maintained in compliance with the guidelines and requirements of the General Provisions and Technical Specification Section 01 40 00 Quality Requirements.

1.6 COORDINATION

A. Coordinate preparation and processing of schedules and reports with performance of construction activities and with scheduling and reporting of separate subcontractors.

B. Coordinate Contractor’s Construction Schedule with the Schedule of Values, list of subcontracts, Submittals Schedule, progress reports, payment requests, and other required schedules and reports. The Contractor shall secure and identify time

June 1, 2017 01 32 00 - 3 Hagerman National Fish Hatchery commitments from subcontractors, vendors and suppliers for performing critical elements of the Work from parties involved.

C. Auxiliary Services: Provide auxiliary services requested, including access to Project Site and use of temporary facilities and utilities including temporary lighting.

PART 2 PRODUCTS

2.1 SUBMITTALS SCHEDULE

A. Submittals shall be provided in accordance with the requirements and guidelines of Technical Specification Section 01 33 00 Submittal Procedures.

B. Preparation: Submit a schedule of submittals, arranged in chronological order using dates required by the construction schedule. Include time required for review, resubmittal, ordering, manufacturing, fabrication, storage, and delivery when establishing dates and timelines.

1. Coordinate Submittals Schedule with list of subcontracts, the Schedule of

Values, and Contractor's Construction Schedule.

2. Submit concurrently with Contractors Construction Schedule. Include submittals required during the first sixty (60) days of construction. Clearly identify those required to maintain orderly progress of the Work and those required early because of long lead time for manufacture, delivery or fabrication times.

3. Update Submittal Schedule: Update and submit the submittal schedule concurrently with the periodic updates of Contractor's Construction Schedule.

2.2 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL

A. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final Completion. Contract completion date shall not be changed by submission of a schedule that shows an early or late completion date, unless specifically authorized by Change Modification.

B. Activities: Treat each component or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:

1. Activity Duration: Define activities so no activity is longer than thirty (30) days, unless specifically allowed by the owner.

2. Procurement Activities: Include procurement process activities for long lead items and major items, requiring a cycle of more than sixty (60) days, as separate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, storage and delivery.

3. Submittal Review Time: Include review and resubmittal times indicated in Section 01 33 00 Submittal Procedures and “Submittal Procedures” in schedule.

Coordinate submittal review times in Contractor’s Construction Schedule with Submittals Schedule.

4. Substantial Completion: Indicate completion in advance of date established for Substantial Completion, and allow time for the Owner’s administrative procedures necessary for certification of Substantial Completion.

C. Constraints: Include constraints and work restrictions indicated in the Contract Documents and as follows in schedule, and show how the sequence of the Work is affected.

1. Phasing: Arrange list of activities on the schedule by phase.

2. Work by Owner: Include a separate activity for each portion of the Work performed by the Owner.

3. Products Ordered in Advance: Include a separate activity for each product.

Include delivery date indicated in Technical Specification Section 01 10 00 Summary of Work. Delivery dates indicated stipulate the earliest possible delivery date.

4. Work Restrictions: Include and show the effect of the following items on the schedule:

a. Coordination with existing construction.

b. Limitations of continued occupancies.

c. Uninterruptible services.

d. Use of premises restrictions.

e. Provisions for future construction.

f. Seasonal variations.

g. Temporary utilities.

h. Installation and removal of temporary access.

5. Work Stages: Indicate important stages of construction for each major portion of the Work, including, but not limited to, the following:

a. Subcontract awards.

b. Submittals.

c. Purchases.

d. Mockups.

e. Fabrication.

f. Sample testing.

g. Deliveries.

h. Installation.

i. Tests and inspections.

j. Adjusting.

k. Establishment.

l. Startup and placement into final use and operation.

6. Area Separations: Identify each major area of construction for each major portion of the Work. Indicate where each construction activity within a major area must be sequenced or integrated with other construction activities to provide for the following:

a. Installation of protective measures for adjacent natural resource areas.

b. Construction of temporary access and staging areas.

c. Utility improvements.

d. Site and Civil improvements.

e. Installation of plant materials and habitat features.

f. Removal of temporary access roads and staging areas

g. Cleanup.

h. Substantial Completion.

D. Milestones: Include milestones indicated in the Contract Documents in schedule, including, but not limited to:

1. Notice to Proceed.

2. Substantial completion of improvements.

3. Final completion of improvements.

4. Occupancy of improvements.

5. Warranty periods and interim inspections.

E. Cost Correlation: At the beginning of the schedule, provide a cost correlation line, indicating planned and actual costs. On the line, show dollar volume of the Work performed as of dates used for preparation of payment requests.

F. Contract Modifications: For each proposed contract modification and concurrent with its submission, prepare a time-impact analysis using fragnets to demonstrate the effect of the proposed change on the overall project schedule.

G. Computer Software: Prepare schedules using software capable of producing PDF format.

2.3 CONTRACTOR'S CONSTRUCTION SCHEDULE (GANTT CHART)

A. Gantt-Chart Schedule: Submit a comprehensive, fully developed, horizontal Gantt-chart-type, Contractor's Construction Schedule within ten (10) calendar days of Notice to Proceed.

B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.

1. For construction activities that require three (3) months or longer to complete, indicate an estimated completion percentage in ten (10) percent increments within time bar.

2.4 REPORTS

A. Daily Construction Reports: Contractor shall prepare a daily construction report recording the following information concerning events at Project site:

1. Site safety concerns or accidents.

2. List of subcontractors at Project site.

3. List of separate contractors at Project site.

4. Approximate count of personnel at Project site.

5. High and low temperatures and general weather conditions.

6. Meetings and significant decisions.

7. Unusual events (refer to special reports).

8. Stoppages, delays, shortages, and losses.

9. Meter readings and similar recordings.

10. Emergency procedures.

11. Orders and requests of authorities having jurisdiction.

12. Change Requests received and implemented.

13. Construction Change Modifications received.

14. Services connected and disconnected.

15. Equipment or system tests and startups.

16. Inspections and tests including test samples.

17. Substantial Completions authorized.

B. Material Location Reports: At weekly intervals, the Contractor shall prepare a comprehensive list of materials delivered to and stored at Project Site. List shall be cumulative, showing materials previously reported plus items recently delivered. Include with list a statement of progress on and delivery dates for materials or items of equipment fabricated or stored away from Project site.

2.5 SITE CONDITIONS AND DIFFERING SITE CONDITIONS

A. Field Condition Reports: Immediately on discovery of a difference between field conditions and the Contract Documents, the Contractor shall prepare a written notice to the COR of:

1. Subsurface or latent physical conditions at the site which differ materially from those indicated in this contract documents.

2. Unknown physical conditions at the site, of an unusual nature, which differ materially from those ordinarily encountered and generally recognized as inhering in work of the character provided for in the contract.

B. The COR shall investigate the site conditions promptly after receiving the notice. If the conditions do materially differ and cause an increase or decrease in the Contractor’s cost of, or the time required for, performing any part of the work under this contract, whether or not changed as a result of the conditions, an equitable adjustment shall be made under this clause and the contract modified in writing accordingly.

C. No request by the Contractor for an equitable adjustment to the contract under this clause shall be allowed, unless the Contractor has given the written notice required;

provided, that the time prescribed in the following:

1. Above for giving written notice may be extended by the Contracting Officer.

D. No request by the Contractor for an equitable adjustment to the contract for differing site conditions shall be allowed if made after final payment under this contract.

2.6 SPECIAL REPORTS

A. General: Submit special reports directly to the Owner within two (2) working days of an occurrence. Distribute copies of report to parties affected by the occurrence.
