Solicitation No. F17PS00539 Amendment 000006
Construct Equipment/Storage Building Hagerman National Fish Hatchery (NFH) – Hagerman, ID
The following are answers to questions submitted by prospective offerors. Offerors shall consider the answers in preparation of their bid.
Question 01: Refer to Specification Sections 03 30 00 and 13 44 00 and Drawing Sheets S-001 thru S-004 – Please note that this question was the second, duplicated Question 21 as part of Amendment 000004. The answer provided under Amendment 000004 was not applicable; therefore, the answer is provided as part of this amendment.
The concrete design does not appear to be adequate for the building uplift and the curb on top of the slab is inefficient. Can alternate, engineered designs be proposed that meet the apparent design criteria?
Answer 01:
The curb is not a structural component of the concrete slab. It is intended to assist in rodent control and water intrusion.
The footings are currently sized for a building that has not been fully designed, and are based on preliminary calculations. Once the building submittal from the selected contractor has been approved through the submittal approval process, the foundation design will be revisited to determine if modifications are needed. The final foundation load calculations are required from the actual building manufacturer in order to verify the footing sizes and provide a final design and footing size, this is a submittal requirement per specification 13 34 19.

What is the R-value in Bay 7 for the walls and the ceiling?
Answer 02:

Are you requiring the ridge vent to be continuous or can each bay have a 10’ vent?
Answer 03:
Ridge vent shall be continuous over Bays 1-6 only. Bay 7 should not have a ridge vent, at the Heat Recovery Unit will provide ventilation of that bay only.

What is the weight and required location of the Heat Recovery unit?
Answer 04:
Approximate total unit weight of 844 lbs. Unit shall be located in Bay 7, suspended from the building framing. Sheet G-001 and Section 3, G-002 show the heat recovery unit just west of grid line 2, with the roof intake hood for the unit visible above the roof. The unit’s exact location within Bay 7 shall be selected by contractor based upon convenient support points.
Question 05: Refer to Specification Section 13 34 19, Paragraph 1.9.A.
Specification section calls for a 5-year manufacturer’s warranty for system and components. None of the MBMA Manufacturers that responded offer such a blanket warranty. What is the intent of this article?
Answer 05:
Provide a warranty against rust, corrosion, and weather tightness.
Question 06: Refer to Specification Section 13 34 19, Paragraphs 1.9.B. and 2.3.A.
Specification section calls for a t-year warranty for … coverage for rust and corrosion and weather tightness of the building. Paragraph 2.3.A. calls out for a screw down roof based on the purlin spacing and rib height. There is not a screw down that provides an extended coverage for weather tightness according to the responses received. Only a standing seam roof provides this weather tightness coverage and it has coverage of only 24” vs. the specified minimum 36”. What is the intent of the design, to have an extended leak warranty for the roof or to meet the letter of the specification?
Answer 06:
Provide the extended leak warranty with a standing seam roof.
Question 07: Refer to Specification Section 13 34 19, Paragraphs 2.3.A. and 2.6.B.
Specification section Paragraph 2.3.A. states the building is to be Energy Star Compliant. Per Paragraph 2.3.A., the specified screw down roof will not come close to meeting the energy code requirements, only a standing seem roof has the ability to meet the thermal transfer values in application. What is the intent of the design, to meet the energy code for the finished bays or to have the most cost-effective building?
Answer 07:
Provide standing seam roof.
Question 08: Refer to Specification Section 13 34 19, Paragraph 2.6.H.
Specification calls for continuous ridge type ventilator. How many 10’ sections are required?
Answer 08:
Nine 10 ft sections will cover Bays 1-6.

Are continuous ridge type ventilator required for Bays 6 and 7?
Answer 09:
Bay 6 only. Bay 7 does not require any ridge vent.

Are the alternate Bays 1-5 overhead door openings to be priced with removable girts or as a framed opening to be added in the future?

The specifications call for the project to meet Idaho Energy Code. As shown in the drawings and specifications, the building does not meet these requirements. Is this building to be built to Idaho Energy Code?
Answer 11:
No. The building does not need to meet the Idaho Energy Code.

The specification for Bay 7 call R5 thermal blocks above continuous roll insulation on purlins beneath roofing. Can you confirm this is correct?

Question 13: Refer to Drawing Sheet S-003
The plans call for 8” Metal Stud Framing to be provided by the PEMB Manufacturer. Our manufacturer will not supply these. Can these be supplied by others?
Answer 13:
Other sub-contractors may supply metal stud framing. They need to provide all the same design, submittal, and installation capabilities as would have been provided by sourcing with the PEMB package. All parts of the stud wall including sizes, bracing, and connections need to be designed. The sub-contractor shall provide design through their own resources.
Question 14: Refer to Drawing Sheets S-003 and S-004
Can you verify the width of the Metal Stud Framing? Drawing Sheet S-003 calls for 8” and the detail on Drawing Sheet S-004 calls for 7-1/2”. Which is correct?
Answer 14:
Curb width shall match the stud width, 8 inches.
Question 15: Our PEMP Manufacturer will only give a 5-year weathertight warranty for the standing seam metal roofs. Will a standing seam roof be allowed?
Answer 15:
Standing seam roof is acceptable
