Solicitation No. F17PS00539 Construct Equipment/Storage Building
United States Fish and Wildlife Service
Hagerman National Fish Hatchery (NFH) – Hagerman, ID
Amendment 000008 July 26, 2017
The following are answers to questions submitted by prospective offerors. Offerors shall consider the answers in preparation of their bid.
Question 01: Refer to Specification Sections 02 28 13 and Report – Asbestos Survey of former Admin Building
The asbestos report is showing flooring throughout but then it also mentions the kitchen area and hallway are different materials? Are they on top of the original sheet vinyl?
Answer 01: The flooring is comprised of sheet and vinyl tile, all asbestos flooring in the building is to be demolished, removed and disposed.
Question 02: Report – Lead and PCBs Paint Survey of ‘The Barn’
Per Amendment 000004, the following statement was included from the report on Lead Based Paint Testing (refer to Figure 1). According to at least three (3) Certified Abatement Contractors, the lead-based paint levels exceed the minimum in a substantial amount and cannot factor out in the waste stream, are considered hazardous, and will not be taken by any licensed Idaho Landfills, except for the HazMat site Grandview. They further note that the Federal Government is not a Homeowner under the RRP regulations for lead-based paint. This has significant impact on the cost of the abatement.
Answer 02: The contractor has two options for disposal of the lead based paint. They may contact the Idaho Department of Environmental Quality for specific guidance:
1) The contractor may dispose of the material in a “lined” landfill such as the one in Burley (close to Hagerman) and no LBP abatement or testing is required if the landfill agrees to accept the waste. 2) If the contractor chooses to dispose of the material in an “unlined” landfill such as a Municipal solid waste facility Toxicity Characteristic Leaching Procedures (TCLP) calculations must be performed and some additional lead based paint testing must be completed. Additional guidance is available through the Idaho Department of Environmental Quality.

Question 03: Refer to Drawing Sheet C-004
Per Idaho Power Company, their notes from March of this year reflect a 120/240V single-phase service extension from an existing pole, as noted in the pre-bid walkthrough to the new building. Idaho Power provided two estimates, one for an overhead service and one for an underground service. At the pre-bid walkthrough, the Government specifically noted that they wanted to inspected the trench for the underground service prior to backfill.
We were unable to find a clear definition in the bid documented to determine if the service is to be overhead or underground.
Please confirm the desired service extension is to be a 120/240V single-phase. Please confirm whether the service extension is to be overhead or underground, as there is a significant cost difference for the underground.
Answer 03: See response to question 18 In Amendment 6. In addition to that response, below is additional clarification. The contract requires both overhead and underground service. Connections to the building shall be completed underground. However, power shall come from the existing overhead transformer provided by Idaho power. The transition from overhead to underground shall be the responsibility of the contractor in cooperation with Idaho Power. To clarify, during the walk through the government specifically noted as an example of a typical inspectable item, any underground services require inspection. Other aspects of the project shall also require inspections as well as submittals. The bidders are reminded that all power systems and their associated connections must comply with 2017 NEC code requirements.
Question 04: Refer to Amendment 000004, Question 05
Amendment 000004’s answers to Question 05 states, “Yes, certification is required.” Can you please confirm that the certification required is the IAS AC472 Certification?
Answer 04: The IAS AC472 Certification would be acceptable.
Question 05: No reference indicated
At the north wall of the building, the current design does not allow for lateral bracing along that wall. Typically, the lateral bracing is achieved by x-bracing or a portal frame in one of the bays. The current design does not allow either method to be employed. How should this issue be resolved?
Answer 05: The current design is utilizing the roof diaphragm to transfer the load to the south wall.
