About this file
This is a Contract Data Requirements List (DD Form 1423-1) specifying a single data item requirement for a hydrostatic test report on a non-metallic expansion joint.
The contract requires a 46-inch diameter, non-metallic rubber expansion joint conforming to ASTM F1123-87(2024) specification. The expansion joint must accommodate seawater service with a maximum operating pressure of 40 psig and temperature range of 60°F to 105°F. The joint features a 12-inch face-to-face flange dimension with one flange drilled with 42 bolt holes at 1-5/16 inches diameter on a 52-7/16 inch bolt circle. The mandatory hydrostatic test must be performed at 60 psig, with a certified test report required as a deliverable. The test report must be traceable to the material via unique marking and submitted through the Wide Area Workflow (WAWF) e-Business Suite with acceptance/rejection accomplished concurrently with material shipment. Distribution of the test report is limited to Department of Defense and DoD contractors only (Distribution Statement D), with other U.S. requests referred to COMNAVSEASYSCOM. All containers must be marked per MIL-STD-129 in accordance with DLA Procurement Note C20. The document was prepared by Joseph Berbach and approved by Errnell Quebral on 6/25/2026, with an effective distribution restriction date of 6/25/2026.
