About this file

This is a Contract Data Requirements List (DD Form 1423-1) specifying a single data item requirement for a hydrostatic test report on non-metallic expansion joints.

The contractor must procure and test 28-inch inside diameter expansion joints compliant with ASTM F1123-87(2024) standard for non-metallic expansion joints. The expansion joints must be rated for seawater service with operating parameters of 40 psig maximum and 21 psig minimum pressure, and 105°F maximum and 60°F minimum temperature. Each expansion joint features a 12-inch face-to-face dimension with retaining rings and 32 bolt holes drilled on a 32-7/16-inch bolt circle diameter. Two units are required. The contractor must conduct hydrostatic testing at 60 psig and submit a certified test report traceable to material via unique marking. All containers must be marked per MIL-STD-129 with reference to DLA Procurement Note C20. The hydrostatic test report (Data Item No. DI-QCIC-82089) must be submitted one time upon material acceptance in the Wide Area Workflow (WAWF) e-Business Suite, with acceptance/rejection accomplished concurrent with material shipment, not prior. Distribution of the report is restricted to Department of Defense and DoD contractors only for administration and operations, effective 6/25/2026, with other U.S. requests referred to COMNAVSEASYSCOM.
