About this file
This is a Contract Data Requirements List (DD Form 1423-1) specifying a single data item requirement for a hydrostatic test report on a 42-inch non-metallic expansion joint.
The contract requires the contractor to supply two 28-inch diameter expansion joints with retaining rings, manufactured to ASTM F1123-87(2024) specifications, for handling seawater at operating pressures of 40 psig maximum and 21 psig minimum, with operating temperatures ranging from 60°F to 105°F. Each expansion joint must have a face-to-face dimension of 12 inches (±3/16 inch) and one flange drilled with 32 bolt holes (1-3/16 inch diameter ±1/64 inch) on a 32-7/16 inch (±5/16 inch) bolt circle diameter. The critical requirement is that the expansion joints must be hydrostatically tested at 60 psig, and a certified test report documenting this testing is mandatory. The hydrostatic test report must be traceable to the material via unique marking and attached to the Wide Area Workflow (WAWF) e-Business Suite. Acceptance or rejection of the certification/data report will occur concurrently with material delivery, not prior to shipment. All unit, intermediate, and shipping containers must be marked per MIL-STD-129. The distribution statement limits the hydrostatic test report to DoD and DoD contractors only for administrative and operations purposes, with other U.S. requests referred to COMNAVSEASYSCOM. The document was prepared on 6/25/2026 by Joseph Berbach (Code 260.9) and approved by Errnell Quebral on the same date.
