About this file
This document is an exhibit to a Request for Professional Services issued by the Collier County Board of County Commissioners Procurement Services Division for general professional engineering services at three county airports in Florida. The solicitation seeks multiple qualified consulting firms to provide services on an as-needed basis for Marco Island Executive Airport (MKY), Immokalee Regional Airport (IMM), and Everglades Airpark (X01). Proposers must select competency in either Category A (planning and advisory services including airport master planning, environmental assessments, surveying, GIS work, climate resiliency assessment, wildlife hazard assessment, and unmanned aircraft systems integration planning) or Category B (construction-related engineering including airfield design, pavement rehabilitation, transportation and infrastructure engineering, water resources and utility engineering, construction engineering and inspection, and right-of-way permitting support). A pre-proposal conference is scheduled for July 24, 2026, at 10:00 AM, with proposals due August 17, 2026, at 3:00 PM. The contract term is three years with two optional one-year renewal periods at the county's discretion.
Individual project construction costs shall not exceed $7.5 million, with professional services study fees capped at $500,000 per project or the maximum allowable under Florida Statute 287.055, whichever is greater. Historical annual expenditures are approximately $250,000, though this is not indicative of future spending patterns. Prices must remain firm throughout the contract term, and work will be assigned rotationally among selected consultants with the highest-scoring firm offered first priority. This is a grant-funded solicitation utilizing Local Vendor Preference (Choice 2). Funding is anticipated from Federal Aviation Administration grants, Florida Department of Transportation grants, and county funds. The selection committee will evaluate proposals based on four equally weighted criteria (25 points each): abilities of professional personnel, past performance, project approach and willingness to meet time and budget requirements, and current and projected workloads. All work must comply with applicable FAA Advisory Circulars and federal regulations.
