About this file

This is an audio file (WAV format) associated with Request for Professional Services 26-8654 issued by the Collier County Board of County Commissioners Procurement Services Division in Florida for general professional services at three county airports. The solicitation seeks multiple qualified engineering consultants to provide services on an as-needed basis for Marco Island Executive Airport (MKY), Immokalee Regional Airport (IMM), and Everglades Airpark (X01). Proposers must select competency in Category A (planning and advisory services including airport master planning, environmental assessments, surveying, GIS work, climate resiliency assessment, wildlife hazard assessment, and unmanned aircraft systems integration planning) or Category B (construction-related engineering including airfield design, pavement rehabilitation, transportation and infrastructure engineering, water resources and utility engineering, construction engineering and inspection, and right-of-way permitting support). A pre-proposal conference is scheduled for July 24, 2026, at 10:00 AM, with proposals due August 17, 2026, at 3:00 PM. The contract term is three years with two optional one-year renewal periods at the county's discretion, and all work must comply with applicable FAA Advisory Circulars and federal regulations.

Individual project construction costs shall not exceed $7.5 million, with professional services study fees capped at $500,000 per project or the maximum allowable under Florida Statute 287.055, whichever is greater. Historical annual expenditures are approximately $250,000, though this is not indicative of future spending patterns. Prices must remain firm throughout the contract term, and work will be assigned rotationally among selected consultants with the highest-scoring firm offered first priority. This is a grant-funded solicitation utilizing Local Vendor Preference (Choice 2). The selection committee will evaluate proposals on four equally weighted criteria (25 points each): abilities of professional personnel, past performance, project approach and willingness to meet time and budget requirements, and current and projected workloads. Funding is anticipated from Federal Aviation Administration grants, Florida Department of Transportation grants, and county funds. All proposals must be submitted electronically through the Collier County Procurement Services Division Online Bidding System, with mandatory submissions including a Vendor Declaration Statement, Conflict of Interest Certification, Immigration Certification with E-Verify enrollment proof, Reference Questionnaire, W-9 Form, proof of Florida corporate status, licenses and certifications, and acceptance of County Purchase Order Terms and Conditions and Grant Provisions and Assurances.
