About this file

This is a Request for Professional Services (RPS) solicitation issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Airport Authority Division to acquire multiple qualified engineering consultants to provide airport services on an as-needed basis. The solicitation seeks consultants in two categories: Category A for planning and advisory services and Category B for construction-related engineering services. Planning services encompass airport master planning, environmental assessments, surveying and GIS work, and specialized studies such as climate resiliency, wildlife hazard assessments, and unmanned aircraft systems integration planning. Construction services include airfield design, pavement rehabilitation, transportation and infrastructure engineering, water resources and utility engineering, construction engineering and inspection, and right-of-way permitting support. The services will support three county airports: Marco Island Executive Airport (MKY), Immokalee Regional Airport (IMM), and Everglades Airpark (X01). A pre-proposal conference is scheduled for July 24, 2026, at 10:00 AM at 2005 Mainsail Drive, Naples, Florida. Proposals are due August 17, 2026, at 3:00 PM and must be submitted online through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional one-year renewal periods at the county's discretion. Prices must remain firm throughout the contract term.

Work will be assigned on a rotational basis among selected consultants, with the highest-scoring firm placed first in rotation and offered work assignments in sequence. All work must comply with applicable FAA Advisory Circulars and federal regulations, as projects are anticipated to be funded by Federal Aviation Administration grants, Florida Department of Transportation grants, and county funds. Individual project construction costs shall not exceed $7.5 million, with professional services study fees capped at $500,000 per project or the maximum allowable under Florida Statute 287.055, whichever is greater. Historically, the county has spent approximately $250,000 annually on such services, though this is not indicative of future spending patterns. Consultants must maintain complete financial records for at least five years after final payment in accordance with state and federal requirements. The selection committee will evaluate proposals on four criteria: abilities of professional personnel (25 points), past performance (25 points), project approach and willingness to meet time and budget requirements (25 points), and current and projected workloads (25 points), for a total of 100 points.

DISTRIBUTION OF WORK

Professional Services Library Rotation

1. Work assignments within each service category are awarded on a rotational basis by County’s Administrative Agent within the Division.

2. The Division will place qualifying consultants Professional Services in the order they are ranked, with the highest scoring consultant placed in the first position in the rotation.

3. As each work assignment is identified, the next consultant in the rotation will be offered the opportunity to negotiate that work assignment with the County’s Administrative Agent.

4. Should a firm decline a work assignment or be unable to reach a satisfactory fee negotiation with the County within a reasonable time frame, the County will contact the next firm on the list until the work assignment is successfully negotiated.

5. Consultants will have the option of rejecting one work assignment within each service category within a twelve

(12) month period without penalty. A second work assignment rejection within any twelve (12) month period will cause the firm to be skipped in the rotation. A consultant that rejects three (3) work assignments (or is unable to satisfactorily negotiate 3 work assignments) in any twelve (12) month period may be removed at the direction of the

Division Director or designee.

6. Consultants wishing to reject a work assignment for any reason must complete a Work Assignment Rejection

Notification Form. A copy of this completed form must be provided to the County’s Administrative Agent.

7. Once a full rotation through all consultants in a service category is complete, a method that attempts to impart an equitable distribution of work among selected consultants will be based on prior dollars awarded, with the consultant having received the least amount of dollars being considered for the next work assignment.

Professional Services Library - Direct Selection

For work assignments requiring unique experience or knowledge, including past experience on another phase of the project, the County project manager may formally request permission to forego the rotation and select a specific consultant. This request will require the completion of a Work Assignment Direct Select Form, which requires the approval by the County’s Administrative Agent and Division Director. Consultants that are directly selected for a work assignment as a result of this process shall be passed on to their next scheduled turn in the rotation.
