About this file

This document details the Positive Behavior Supports and Expulsion Prevention Program, which appears to be an initiative by the Arizona Department of Education and Social Services (ADES) for early childhood education providers. The program is structured in three tier levels designed to address behavioral challenges in child care settings, with a focus on preventing suspension and expulsion while supporting children's social-emotional development.

The tiered approach ranges from Tier 1 (developmentally expected behaviors with low provider frustration) to Tier 3 (extremely severe behaviors or trauma history). Each tier offers escalating levels of support, including sharing resources, recommending trainings, providing short-term technical assistance, and engaging Early Childhood Mental Health Consultants. The program aims to help providers manage challenging behaviors, ensure full inclusion of children with disabilities, maintain compliance with expulsion prevention policies, and develop strategies to support individual children's developmental needs through a structured support request and case assignment process.
