The City seeks to establish a library of qualified professional engineers to provide design and engineering support services for the Regional ATMS on an as-needed basis, including preliminary studies, working drawings and specifications, scale and detail drawings, cost estimates, consultation and analysis services, and construction engineering and inspection. The solicitation was posted on January 29, 2026, with proposals due by March 24, 2026, at 2:30 p.m. The resulting contracts will have an initial one-year term with two optional one-year renewal periods, for a potential total duration of three years. The City intends to make multiple awards to create a pool of qualified firms, with services covering the City of Sarasota and Sarasota County, and potential coordination with additional municipalities and regional agencies.

Proposers must meet minimum qualification requirements including at least five continuous years of experience providing signalization services for similar design and construction projects, active Florida professional engineer registration, and submission of four contractor references with a minimum of three confirmed references required for responsiveness. The evaluation criteria comprises four equally weighted categories at 25 points each: Qualifications of Company, Personnel Qualifications, Relevant Project Experience and References, and Approach and Methodology, with pricing evaluated proportionally as part of the overall proposal score. Proposals are limited to 150 single-sided pages in PDF format and must include completed forms addressing conflicts of interest, non-collusion affidavits, public entity crime certifications, drug-free workplace certification, scrutinized company certifications, lobbying certifications, foreign country of concern attestations, subcontractor lists, and local employee statistics. Professional liability insurance of no less than one million dollars is required, and the consultant must perform at least 51 percent of total contract work with its own organization. The project is federally funded through the Federal Emergency Management Agency and requires compliance with Davis-Bacon prevailing wage provisions, equal employment opportunity standards, and other federal contract requirements, with liquidated damages assessed for project delays and construction costs restricted to projects not exceeding $7,500,000.
