About this file
This is a scoring criteria exhibit for a Consultant's Competitive Negotiation Act (CCNA) procurement conducted by the City of Sarasota, Florida for the Regional Advanced Traffic Management System (ATMS) design and engineering services. The City seeks to establish a continuing services contract library with multiple registered and qualified professional engineers to provide design, engineering support, preliminary studies, working drawings, specifications, cost estimates, fiber optic communication infrastructure design, construction engineering and inspection services, and consultation on an as-needed basis for the existing ATMS system serving Sarasota and Sarasota County, with potential coordination involving Sarasota County, Manatee County, the City of Bradenton, the Florida Department of Transportation, Breeze Transit, and the Sarasota-Manatee Metropolitan Planning Organization. Proposals are due by March 24, 2026, at 2:30 p.m., with the solicitation posted on January 29, 2026. The resulting contract will include a default term of one year with two optional one-year renewal periods for a total potential duration of three years. Contractors must perform at least 51 percent of total contract work with their own organization.
The evaluation utilizes four equally weighted scoring categories, each worth 25 points for a total of 100 points: Qualifications of Company, Personnel qualifications, Relevant Project Experience and References, and Approach and Methodology. Pricing is evaluated as a component of the overall proposal using a proportional scoring formula. Required qualifications include a minimum of five continuous years of experience providing signalization services for similar design and construction projects, active Florida professional engineer registration, and submission of four contractor references with a minimum of three confirmed references required for responsiveness. The project is federally funded through the Federal Emergency Management Agency (FEMA) and requires compliance with Davis-Bacon prevailing wage provisions, equal employment opportunity standards, and other federal requirements. Professional liability insurance of no less than one million dollars is required. Construction costs are restricted to projects not exceeding $7,500,000, and planning and study activities are capped at $500,000, adjusted annually by the Bureau of Labor Statistics Consumer Price Index beginning July 1, 2025. Proposals are limited to 150 single-sided pages and must be submitted electronically in PDF format through the City's online solicitation system.
