About this file

Exhibit D is a supporting document for the City of Sarasota's Regional Advanced Traffic Management System (ATMS) design continuing services procurement under the Consultant's Competitive Negotiation Act (CCNA). The exhibit provides standardized position titles and descriptions for professional and technical personnel, task listings organized by project phase (Pre-Design, Preliminary Design, Intermediate Design, Final Design, Bidding and Negotiations, and Construction), and a comprehensive consultant checklist for bid document requirements. The procurement establishes a library of qualified engineering firms to provide design, engineering support, preliminary studies, working drawings, specifications, cost estimates, and construction engineering and inspection services for the ATMS system serving the City of Sarasota and Sarasota County. The solicitation was posted January 29, 2026, with proposals due March 24, 2026, at 2:30 p.m., and the City intends to make multiple awards to create a pool of qualified firms. The contract includes a default one-year term with two optional one-year renewal periods for a total potential duration of three years.

Exhibit D establishes hourly rate positions for 50 personnel categories ranging from entry-level technicians and interns to senior-level architects and engineers with specified experience and credentialing requirements, though no rates are provided with submission. The consultant checklist requires detailed scopes of work, liquidated damages provisions (ranging from $960 to $9,198 plus incremental charges based on estimated project cost), completion timelines, insurance requirements including general liability and workers' compensation, bond requirements, permit cost documentation, and technical specifications in electronic format. Construction costs are restricted to projects not exceeding $7,500,000 with planning and study activities capped at $500,000, adjusted annually by the Bureau of Labor Statistics Consumer Price Index beginning July 1, 2025. The project is federally funded through the Federal Emergency Management Agency (FEMA), requiring compliance with Davis-Bacon prevailing wage provisions, equal employment opportunity standards, debarment certifications, and professional liability insurance of no less than one million dollars, with the consultant required to perform at least 51 percent of total contract work with its own organization unless waived by the Purchasing General Manager.
