About this file
Exhibit D is an informational document provided by the City of Sarasota, Florida for a continuing services contract to establish a pool of qualified professional engineers for the Regional Advanced Traffic Management System (ATMS). The document outlines 50 eligible position titles with corresponding qualifications and hourly rates, ranging from entry-level positions such as Engineering Intern and Survey Technician 1 to senior positions including Senior Engineer 2, Chief Engineer 2, and Landscape Architect. The services solicitation encompasses six distinct project phases: Pre-Design Services (including data collection, site analysis, and permitting applications); Preliminary Design/Development (estimated at 30% completion with conceptual design and cost estimates); Intermediate Design (60-90% completion with refinement of schematics and preparation of plans and specifications); Final Design (100% completion with permit applications and final construction plans); Bidding and Negotiations (including preparation of bid documents and bid tabulation); and Construction (including post bid/pre-construction conferences, construction inspection on full-time, part-time, or occasional bases, quality control testing, and record drawing preparation). The contract will be awarded on a multiple-award basis to establish a library of qualified firms, with an initial term of one year and two optional one-year renewal periods for a potential three-year duration. Proposals are limited to 150 single-sided pages in PDF format and are due by March 24, 2026, at 2:30 p.m.
The document includes a comprehensive Consultant Checklist detailing bid document requirements, including detailed scopes of work, liquidated damages calculations (ranging from $960 to $9,198 plus $0.00005 per day depending on estimated project cost), completion day timelines, insurance requirements (minimum General Liability, Auto, and Workers Compensation), bond requirements, technical specifications with table of contents and page numbering, and post-bid requirements such as bid tabulation analysis and pre-construction meeting attendance. Specific pricing for individual task orders is not disclosed in the Exhibit; however, construction costs are restricted to projects not exceeding $7,500,000 and planning/study activities are capped at $500,000, with annual adjustments by the Bureau of Labor Statistics Consumer Price Index beginning July 1, 2025. The project is federally funded through the Federal Emergency Management Agency (FEMA), requiring compliance with Davis-Bacon prevailing wage provisions, equal employment opportunity standards, debarment certifications, and anti-lobbying requirements. Professional liability insurance of no less than one million dollars is mandated, and consultants must perform at least 51 percent of total contract work with their own organization unless waived by the Purchasing General Manager.
