About this file

This is a Scope of Work document for third-party instructional services provided by a vendor to the School Board of Seminole County (SBSC) in Florida for on-school-site extended learning programs. The District seeks to partner with instructional services providers to deliver needs-based, small group supplemental instruction to specifically identified students, with a teacher-to-student ratio of five to ten students per teacher. Services may be provided before, during, or after the school day based on school administration consultation. The vendor must demonstrate the ability to adequately staff programs in a timely manner, employ Florida-certified teachers approved as vendors by SCPS, develop schedules in consultation with school administrators, identify eligible students using summative and formative assessment data, and ensure services complement rather than replace core instruction. Prior to service commencement, the vendor must submit an extended learning schedule for each school, proof of teacher certification and vendor approval, a list of participating students with their targeted academic needs and assigned teachers, and planned progress monitoring dates.

The vendor is responsible for monitoring student progress every 4.5 weeks aligned with progress reports and report cards, maintaining records in accordance with state and federal statutes and SBSC policy, adhering to school safety procedures and the Principles of Professional Conduct for Florida's Education Profession, and submitting invoices with supporting documentation monthly to the appropriate SBSC representative for review before submission to Accounts Payable. Invoices must be submitted within ten days of month-end to the school representative and within fifteen days to Accounts Payable, and must include pre-assessment data for new students, attendance summaries, proof of on-site supervision, and progress monitoring data shared with school administrators and parents. For June services, invoices must be submitted immediately upon completion to ensure payment by fiscal year-end of June 30. The vendor must provide an end-of-program summary report within thirty days of school-year completion that includes post-assessment data, summaries of student mastery level changes, program evaluation surveys from parents and staff, and a school-by-school summary of students served and instructional gains. The District will not invoice for items not included in the approved agreement and dispatched purchase orders.

The intention of this program is to provide small group extended learning opportunities, with a desired teacher-to-student ratio of no less than five students and no more than ten students to one teacher. Grade levels and subject areas will vary based on the school level, and the focus areas/needs of the school.

Additional Requirements

Prior to the first invoice, and no later than one week prior to the first day of service:

• A proposed extended learning schedule for each school, developed in consultation with the school administrator, which details when the instructional sessions will occur;

• If extended learning is provided during the school day, a copy of the grade level schedule or individual teacher schedule showing that students are not being pulled out of direct instruction in core subject areas;

• Proof that the teachers scheduled at the school hold current and valid FL professional certification and are cleared as an approved vendor by SCPS;

• For each school, a list showing the names, grade levels, and targeted academic needs of students for whom parents have given permission to participate, how those students will be grouped, and the name of the teacher assigned to each group;

• A list of planned dates for progress monitoring at each school.

• The SBSC will not be invoiced for items not included in the approved agreement and dispatched purchase orders.

• The Firm will provide an end of program summary to the District Representative and School Administration within 30 days of the school-year program completion. The report will include:

Invoice procedures:

• Prior to submitting invoices to Accounts Payable, the Firm will send to the appropriate SBSC representative the instructional billing report and supporting documentation for initial review. When approved, the Firm will receive an email from the appropriate SBSC representative and may then submit the summary invoice to the SCPS Accounts Payable department. Invoices will not be sent to District's Accounts Payable department prior to being sent to the appropriate SBSC Representative for review.

• Invoices, along with all associated supplemental documentation, will be sent monthly by the Firm to the designated SBSC staff. Invoices for services provided at different schools will be separated and sent to the appropriate SBSC staff member(s) for review prior to submission to SBSC Accounts Payable.

• With each monthly invoice, the Firm will describe the services provided, including the month in which services were provided, the number of program hours provided at each school, and the total of program hours for the district. The number of parent conferences invoiced and the total number of hours for such conferences, including planning time will also be included. Each invoice will be submitted with the following electronic documents:

• Pre-assessment data/individual student learning plans for any new students;

• Student and staff attendance summary;

• Proof of on-site program supervision conducted regularly by program supervisor or other appropriate staff member of the Firm

• Included with invoicing for months in which scheduled progress monitoring occurs:

• Progress monitoring data, and documentation that the data has been shared with the SBSC school administrator and parents.

• Invoices for any instruction provided in June must be submitted by June 15th and include the following:

• Signed and dated parent permission forms for all participating students;

• A list of participating students, targeted subject areas, and parent sign-in and sign-out sheets (those which would be used each day of programming).

• Invoices must be submitted no later than 10 days of the close of the previous month to the appropriate SBSC school or department representative, and no later than fifteen days to the SBSC Accounts Payable department.

• Each monthly invoice will describe the services provided, including the month in which services were provided, the number of program hours provided at each school, and the total of program hours for the district. Documentation submitted with invoices must contain the name of the Firm staff who provided the services and SBSC student attendance per participating school, for the hours which are being billed. If parent conferences occur, the total number of hours for such conferences, including planning time, must be included in the appropriate month’s invoice.

• For any services provided in June, invoices must be submitted to the appropriate SBSC school or department office immediately upon completion of delivery of summer services in order to ensure payment prior to the end of the fiscal year of June 30. Due to time constraints of when June services may be provided, the appropriate SBSC school or department office staff will share the invoice with SBSC Accounts Payable for immediate processing. The June fee schedule may vary, and any services provided in June will need to be discussed and approved with the appropriate program/grant manager prior to the commencement of activities.
