About this file
This is Addendum No. 1 to a Request for Proposal (RFP) issued by the School Board of Seminole County, Florida, for Third-Party Instructional Services for Academic Interventions (RFP No. 25260049P-AZ). The addendum, posted October 24, 2025, corrects the RFP due date and time to November 7, 2025 at 1:00 PM EST. A voluntary pre-proposal conference is scheduled for October 20, 2025 at 10:00 AM EST via WebEx. The solicitation seeks instructional services for a pilot program initially spanning four schools, with intentions to expand to additional schools. The program will serve an anticipated minimum of 140 students and maximum of 280 students during the pilot phase. Services will be delivered on-site through small group instruction with no more than eight students per cohort, one teacher per cohort, and a maximum of four cohorts per school. The intervention schedule includes either five days per week for two hours daily over 19 weeks, or three days per week for two hours daily over five weeks for more intensive interventions. All instructors must hold Florida teaching certifications, though certification in the specific subject area or grade level is preferred but not required. Virtual services and 1:1 tutoring models will not be considered, and all instruction must be delivered in-person.
Pricing and payment terms are established by vendors, with Seminole County Schools not setting pay scales or fee schedules for external companies. Invoicing shall be based on student attendance rather than teacher hours, with separate line-item charges for all activities including parent conferences and principal meetings at the specified hourly rate from Exhibit B. Proposals must be submitted through the Vendorlink portal and are limited to 50 pages for Tabs 2-7, with appendices and supplemental documentation not permitted beyond this page limit. Vendors may employ Seminole County public school teachers to provide services outside their contracted hours, and schools may opt for blended learning models that combine direct instruction with digital software components. Financial documentation is not required for submission. No preexisting relationship with Seminole County Schools is required, and vendors from any jurisdiction may apply provided they meet RFP requirements.

A. REQUEST FOR PROPOSAL (RFP) & PROPOSAL ACKNOWLEDGEMENT – Page 1 is hereby deleted in its entirety and replaced with REQUEST FOR PROPOSAL (RFP) & PROPOSAL ACKNOWLEDGEMENT – page 1, attached, to correct the RFP DUE DATE & TIME FIELD to November 7, 2025 at 1:00 PM EST, which is consistent with Attachment “A” and Vendorlink dates.
B. REQUEST FOR INFORMATION
Q1. Will Seminole consider academic interventions services through on demand (virtual services) with Florida certified teachers for this bid?
A1. No. Virtual services will not be considered.
Q2. How many participating schools?
A2. The initial pilot program is for four schools, with the intention to expand to more schools once proven to be a successful model.
Q3. How many expected students?
A3. For the initial pilot, we are anticipating a minimum of 140 students with a maximum of 280 students total. As additional schools are added that number will increase.
Q4. Expected duration of academic intervention services during the school year (total number of weeks and total sessions per week?
A4. For the pilot, a maximum of 5 days/week, 2 hours/day for 19 weeks. For more targeted/intense interventions, 3 days/week, 2 hours/day x 5 weeks. The intention is for cohorts of students to progress through academic “boot camps” of sorts. No more than 8 students/cohort, per school; a maximum of four cohorts per school; one teacher/cohort.

Addendum No. 1 Page 2 of 4 25260049P-AZ
Q5. In Exhibit "A" Scope of Work or Services, it says the intention of this program is to provide small group extended learning opportunities, with a desired teacher-to-student ratio of no less than five students. Will the District consider proposals that offer a 1:1 tutoring model instead of small group instruction?
A5. No. This RFP is specifically for small groups, not 1:1 tutoring.
Q6. Would the district be open to receiving virtual tutoring services?
A6. No.
Q7. Are appendices considered part of the 50-page maximum?
A7. Any document that would be considered an appendix, such as additional screenshots of data dashboards, teacher professional development resources, and sample lesson plans must be included as part of the tab that it corresponds to. Appendices will not be evaluated as they would be over the total page limit permitted.
Q8. For the Financial Documentation, would two years of Profit/Loss Statements suffice?
A8. Per the instructions for Tab 8, no financial documentation is required.
Q9. Do vendors need a physical office within the state of Florida if they provide virtual services?
A9. N/A. We are not considering virtual services.
Q10. We provide after school literacy and family engagement programs. Based on the RFP, it looks as though we meet your requirements. However, as part of our program, we hire teachers from within the school community to deliver the after-school instruction. We find this helps with capacity building and educator-family relationships. Is this allowable?
A10. We would be open to this solution as long as it is after the contracted hours for our teachers.
Q11. Do all the people we use for this program have to have the teaching license? Or can they have a degree in the subject they are working with students on? Or can we have a certified teacher oversee the other people working with the students who do not have the certification?
A11. Every teacher providing instruction needs to be certified, but they are not required to be certified in the grade level or subject area in which they are teaching under this contract, although it is preferable. For example, if a teacher is certified in 6-12 social studies education, they could provide intervention services for elementary education, although we would prefer that the teacher would have a certification that matches the area in which they are providing intervention services. Having just a degree in the subject area without a certification would not meet our requirements.
Q12. Is a preexisting relationship with Seminole County Schools or the district required in order to submit a proposal, or may vendors without prior district engagement apply through the VendorLink solicitation?
A12. No preexisting relationship is required. We welcome proposals from any and all vendors that meet the requirements detailed in the RFP.
Q13. For this solicitation, are tutors required to hold a Florida teaching certification, or will the district accept qualified instructors who are not certified teachers?
A13. See question 11 answer.
Q14. Are letters of recommendation required as part of the proposal submission, and if not required, will the district accept them as supplemental documentation? Would the letters be included in the 50-page limit for tabs 2-7?
A14. Letters of recommendation are not required, only references on Attachment H. We will not be accepting supplemental documentation. All documents included to demonstrate a vendor’s capability must be included in Tabs 2-7 and will count toward the overall page limit.
Addendum No. 1 Page 3 of 4 25260049P-AZ
Q15. Could you please define the parameters of the drop-in tutoring services mentioned within the RFP document?
A15. Please see Exhibit A, Scope of Work, for details about what the district is requesting.
Q16. Is there an opportunity to provide extended year or summer school services?
A16. Likely yes. We do have some schools who offer summer learning programs. This would be an option for the third-party providers based on the school’s decision. Services would have to be completed no later than mid- June each year to ensure everything can be closed by June 30.
Q17. Regarding the instructional services sought, does Seminole have a preferred mode of instruction? For instance, do you allow a blended learning program that includes a digital software component?
A17. A blended learning option would not be dismissed. The overall decision would be up to the principal of each school as to whether they wanted entirely direct instruction or a blended model. Online learning only is not an option.
Q18. What is the average hourly pay rate for a teacher providing these instructional services?
A18. This is up to the company/vendor. SCPS does not establish pay scales or fee schedules for external companies.
Q19. Do you want us to use school-based assessments or assess them separately during program hours to collect that data?
A19. Preferably school, district, or state administered assessments which have already occurred. In conversation with school administrators, students take enough assessments already, and that data is readily available. We would not want valuable instructional time consumed with further testing students. Student data would be provided to the company by school-based staff.
Q20. In invoicing, is payment based on student attendance or teacher hours?
A20. Student attendance. We cannot pay for services which were not provided.
Q21. Exhibit B refers to an "INSTRUCTIONAL HOURLY RATE". Please confirm that all activities listed in Exhibit B are separately chargeable. For example, an hour meeting with the principal to discuss program progress would be chargeable at that flat rate. Exhibit A indicates that this would be the case as it references invoicing for parent conferences in the third bullet under "Invoice Procedures".
A21. All activities would be separately charged at the hourly rate provided in Exhibit B. We would want the different services to be itemized on the invoice.
Q22. Due to page limits, can resumes be included in an appendix and not included toward the page count of 50 pages for Sections 2-7?
A22. No. Any documents that are expected to be under Tabs 2-7 must be included in those tabs. Appendices or additional documents will not be considered.
Q23. Can Seminole public-school teachers provide the services in the RFP outside their contracted hours?
A23. Yes. We would be open to this type of proposal.
