About this file
This is Addendum No. 2 to a Request for Proposal issued by the School Board of Seminole County, Florida's Purchasing and Distribution Services Department for Third-Party Instructional Services for Academic Interventions (RFP No. 25260049P-AZ). The solicitation seeks vendors to provide academic intervention and tutoring services across four pilot schools: two elementary schools (K-5) and two middle schools (6-8). Services will address varying grade levels and subject areas based on individual school needs, including reading, mathematics, science, algebra, geometry, and civics. The solicitation opening date is November 7, 2025, at 1:00 P.M. EST, with no solicitations accepted after this deadline. The addendum was posted on October 27, 2025, and clarifies key programmatic details in response to vendor inquiries.
The total budget allocation for the pilot program does not exceed $448,000, to be distributed across the four schools and potentially multiple vendors, with individual school principals selecting vendors that best meet their specific needs. Administrative costs must be factored into the billable hourly rate and cannot exceed 10% in compliance with Title I, Part A grant requirements. The program is currently unfunded with no existing participants; however, it is contingent upon Title I funding with potential expansion to other Title I and non-Title I schools pending pilot success. Parent-teacher conference hours conducted beyond standard instructional time are billable expenses included within total monthly billable hours, while professional development costs for vendor staff are not reimbursable to the district. The purchasing contact is Amanda Zarko, Senior Purchasing Agent, at zarkoaz@scps.k12.fl.us or 407-320-0237.

The following items are updated to reflect the revisions and are hereby incorporated into the solicitation documents, RFP No. 25260049P-AZ, Third-Party Instructional Services for Academic Interventions.
A. REQUEST FOR INFORMATION
Q1. What is the expected allocation for the program? How much was dedicated to last year’s program?
A1. The total amount allocated for the pilot is not to exceed $448,000.00. That would be spread out across four pilot schools and potentially several vendors.
Q2. How many schools and how many students currently participate in the 2025-2026 program?
A2. Currently None.
Q3. If more than one vendor is selected how will the services be assigned to each vendor? Will the district assign? Will each school make their selection? Please clarify.
A3. Principals will choose the best vendor for their needs.
Q4. Are there any Parent Involvement and/or Professional Development services to be included with the contract? If so, is there a separate allocation for each of those components?
A4. We would not be paying for additional professional learning opportunities. If the vendors/providers offer professional learning to their staff, that would not be an expense to SCPS. Parent-teacher conferences may be an expectation for this program. If teachers working for the providers/vendors stay beyond the instructional time for scheduled parent-teacher conferences, that would be a billable expense to this contract. No separate allocation exists for parent-teacher conferences. Those hours would be included with the total billable hours for the month.
Q5. Will the contractor be able to include Administrative Costs in the budget? If so, does the district have a percentage maximum for such costs?
A5. Administrative costs should be factored into the total billable hourly rate. As the Title I, Part A grant has a 10% maximum for administrative costs, providers/vendors would not be able to charge more than 10%.
Q6. What is the service target range for tutoring (grades 1-8, K-12, 3-6, etc.)?

A6. The four schools in the pilot program are two elementary schools (k-5) and two middle schools (6-8). SCPS currently does not serve any high schools as Title I. Contingent upon the success of this Title I funded pilot program, other Title I and non-Title I schools could choose to utilize these services.
Q7. Please clarify if the program services are only for reading and mathematics or are other curriculum subjects expected to be addressed?
A7. Referring to Exhibit B in the RFP, “grade levels and subject areas will vary based on the school level, and the focus areas/needs of the school.” Science may be an area of need for an elementary school. Algebra, geometry, or civics may be high needs areas for middle schools.
