About this file
This is a technical requirements specification document issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the purchase of three (3) new electric seated forklifts with a 4,000-pound load capacity. The specification, designated MA-24-56, is referenced under Invitation for Bid (IFB) No. OP142724. The document establishes detailed technical requirements for one three-wheel seated forklift unit and specifies mandatory features including a Hyster J40XNT model or approved equal, lithium-ion battery power, hydraulically powered 3-stage mast with lifting capability between 78 to 175 inches, 42-inch standard taper forks, and various safety and operational components such as power steering, adjustable seating, hydraulic brakes, backup alarm, amber strobe light, and operator protection features. Bidders must submit completed responses indicating "In compliance" for all yellow-highlighted line items and provide make and model information for the forklift being offered. Requests for substitutions or approved equals must be submitted in writing with supporting documentation per IFB requirements and applicable deadlines outlined in the LOI-10 and LOI-14 provisions of the IFB document.
The specification requires bidders to provide comprehensive warranty coverage including twelve months or 2,000 hours minimum on non-wearable components, thirty-six months or 6,000 hours on the powertrain, and forty-eight months on batteries, with zero-dollar deductibles for all warranty work performed at local dealerships. Successful bidders must deliver two complete sets of operator's manuals, maintenance and parts manuals, and electrical schematics prior to or at pre-delivery inspection. Additionally, bidders are obligated to provide a minimum of two hours of operational, mechanical, and electrical maintenance training to at least six Metro employees through an authorized OEM dealer or trainer, with training to commence within thirty days of unit acceptance. Equipment inspection and final acceptance will occur within two to four weeks following delivery, contingent upon resolution of any pending issues.
