About this file
Exhibit A-5 is a document from the Florida Agency for Health Care Administration (AHCA) related to Invitation to Negotiate (ITN) 007-24/25 for a Medicaid Population Data Review Solution. The document provides a framework for respondents to propose innovative and added value services beyond the minimum submission requirements. Respondents can identify additional services that exceed the technical response components outlined in Exhibit A-4, with the understanding that these innovative services are negotiable and will not be evaluated as part of the initial scoring process. The Agency reserves the right to include any proposed innovations during contract negotiations, with the solicitation posted on March 27, 2025, and responses due on April 24, 2025, at 2:00 p.m. The anticipated contract term is from June 16, 2025, through June 15, 2026, with potential renewals for up to three additional years.
The contract is structured as a fixed-price, unit-cost arrangement with an estimated total value of $3,100,000.00 for the original term, funded through Specific Appropriation 194 of the General Appropriations Act. Vendors must meet specific requirements, including E-Verify registration, compliance with Florida state statutes, and a Drug-Free Workplace Program certification. The solicitation notably prohibits managed care organizations or their contracted vendors from responding. The Agency plans to select four top-ranked respondents for negotiations, with a Notice of Intent to Award expected to be posted on June 2, 2025. Vendors must provide comprehensive details about staff resources, implementation approach, training materials, system testing protocols, and proposed subcontractors, with a unique evaluation component involving a security rating score assessment that could impact their overall ranking.
