About this file

Exhibit A-5 is a document from the Florida Agency for Health Care Administration (AHCA) related to the Invitation to Negotiate (ITN) 007-24/25 for a Medicaid Population Data Review Solution. The solicitation seeks a vendor to develop an advanced cloud-based analytics platform for the Statewide Medicaid Managed Care (SMMC) program, with responses due on April 24, 2025, at 2:00 p.m. The contract is anticipated to run from June 16, 2025, through June 15, 2026, with potential renewals for up to three additional years. Specifically, the document outlines a process for respondents to propose innovative and added-value services beyond the minimum solicitation requirements, which will be considered during negotiations but not evaluated as part of the initial technical response.

The contract is funded through Specific Appropriation 194 of the General Appropriations Act, with an estimated contract amount of $3,100,000.00 for the original term. The procurement includes strict vendor restrictions, prohibiting managed care organizations or their contracted vendors from responding. Vendors must complete multiple certification forms, including E-Verify registration, Drug-Free Workplace Program certification, and comprehensive legal and ethical attestations. The contract will be structured as a fixed-price, unit-cost arrangement with payments made upon satisfactory completion and Agency approval of specified deliverables. The Agency plans to select four top-ranked respondents for negotiations, with a Notice of Intent to Award expected to be posted on June 2, 2025.
