About this file
This document is Environmental Safety & Emergency Management Contractor Procedures issued by Springfield Hospital Center (SHC), a Maryland Department of Health facility located in Sykesville, Maryland, serving as a psychiatric inpatient treatment facility. The procedures establish mandatory safety protocols for all contractors, sub-contractors, vendors, and repairmen performing renovation, construction, and repair work on the SHC campus. All contractors must report to the Administration Building at 6939 4th Street, Sykesville, MD 21784 before proceeding to any work site, where they will provide a current photo ID, sign in with SHC security, and receive an "Authorized Contractor Badge" that must be worn visibly above the torso at all times. The responsible department will escort contractors to the worksite, and contractors must return the badge to the security switchboard at the end of the workday. These procedures apply uniformly to all contractor activities regardless of work type or service initiator and became effective in November 2025.
The procedures establish strict requirements for contractor conduct and security within the psychiatric facility environment. Contractors are prohibited from fraternizing with patients and must redirect any patient interactions to the contract monitor or clinical team; in cases of patient aggression or violence, contractors should contact the emergency number (410) 970-3333 or X3333. All tools, equipment, and materials must be secured and accounted for daily, with unattended use of ladders, scaffolding, and lifts prohibited during work hours. Patient information is strictly confidential; photographing patients or disclosing patient information constitutes a violation of confidentiality, and contractors require prior written approval from the COO's Office before photographing or videographing any work performed.

Environmental Safety & Emergency Management
Contractor Procedures
I. Overview:
It is the responsibility of Springfield Hospital Center (SHC) to provide information regarding work safety in a psychiatric facility environment to those contractors, sub-contractors, vendors and others doing renovation, construction, and repair work on the SHC campus. For the safety of SHC employees and patients as well as the contractors, the procedures outlined below must be strictly adhered to at all times. The policy applies to all contractor activities, regardless of the type of work or who has initiated the call for contractor services.
II. Procedure:
a. All contractors, sub-contractors, vendors, and repairmen must arrive at the Administration Building, 6939 4th Street, Sykesville, MD, 21784, before going to any work site. There, SHC security will have them sign in and they must provide a current photo ID. Once signed in, they will be issued an “Authorized Contractor Badge” by security. This badge must be worn at all times, visible and above their torso. The security switchboard will notify the responsible department to come and escort the contractor/vendors to the worksite. At the end of the workday, the contractor/vendor will report back to the Administrative Building and return the badge to the security switchboard.
b. No employee or representative of any contractor/vendor shall fraternize with any patients. If approached by a patient, the contract monitor or designee must redirect the patient or seek assistance from the clinical team.. If a patient becomes aggressive or violent, the contract monitor or designee should call (410) 970-3333 or X3333 from a campus phone or knock the phone off the hook.
c. The contractor must keep all tools, equipment, and materials secured at all times in such a manner as to prevent access to these items by the patient population. When ladders, scaffolding, lifts and the like, are being used during work hours, they shall not be left unattended. A tool
“count” should be performed at the end of the day to assure all items are accounted for.
d. All information and issues involving patients are considered strictly confidential. Photographing of patients or disclosing patient information is a VIOLATION of patient confidentiality. Prior approval must be obtained from the COO’s Office if the contractor is required to photograph or videograph their work.
