About this file
This is an evaluation matrix guide document used by the Oklahoma State Department of Education (OSDE) in conjunction with the Office of Management and Enterprise Services (OMES) to assess vendor proposals for Power BI dashboard development and maintenance services. The RFP requires vendors to submit proposals by November 19, 2026, at 3:00 p.m. Central Standard Time, with the contract commencing upon award and continuing through June 30, 2027, followed by five optional one-year renewal periods. The evaluation matrix assesses vendors across multiple dimensions including nine mandatory qualifications (minimum five years of Power BI dashboard experience, enterprise dashboard design expertise, governmental accounting and state fiscal policy knowledge, prior Comptroller-level advisory experience, business intelligence and data modeling expertise, PeopleSoft and SharePoint data modeling experience, DAX and data modeling capability, state reconciliation and annual reporting experience, and submission of a completed Executive Summary), pricing, scope of service compliance, and performance activities delivery.
The evaluation criteria are structured to score vendor responses on a scale from "Non-Responsive" to "Superior," with specific assessment categories addressing Comptroller-grade accounting advisory capabilities, compliance with OMES statewide governance standards, Power BI governance requirements, and the vendor's ability to deliver 14 distinct performance activities including dashboard development for annual audit cycles, GAAP Package tracking, SEFA reporting, data integration from multiple sources, monthly maintenance, ad-hoc reporting, and technical documentation. A three-point disability veterans preference is available for service-disabled veteran businesses operating in Oklahoma. All work must be performed within the OSDE/OMES Power BI tenant with OSDE retaining ownership of all deliverables from day one, and no third-party vendor dependencies are permitted for long-term sustainability.
