About this file

This is a Scope of Work document issued by the State of Maryland for snow removal and salting services at Spring Grove Hospital Center in Catonsville, Maryland. The project involves comprehensive snow and ice removal at the 55 Wade Avenue campus, which includes designated staff-only buildings, patient areas, parking lots, walkways, and interior roads. The contractor must respond to notifications within one hour and complete clearing operations within two to three hours for billable events, defined as snowfall accumulation of two or more inches. Minimum equipment requirements include one five-ton truck with plow and salt spreader, one three-quarter-ton truck with hydraulic plow, two skid loaders with plows and buckets, and two crews of four shovelers each equipped with power equipment. The contractor must maintain 24/7 availability with backup equipment and personnel, provide all de-icing materials including salt and magnesium chloride, and assign an on-site supervisor fluent in English to oversee all operations. A Work Initiation Conference is required at contract start to review procedures and campus layout.

The contractor bears full responsibility for labor, materials, equipment, supervision, and insurance necessary to perform the work. The contract is a single award with no guarantee of volume, and the State reserves the right to prioritize critical patient care areas during operations. Contractors must submit service tickets documenting each event, including date, location, crew composition, and equipment used, which serve as authorization for invoice payment; invoices without approved service tickets may be delayed or rejected entirely. All contractor employees must comply with Spring Grove Hospital Center's policies and procedures, attend pre-snowfall meetings as directed, and have access to restroom facilities at designated locations. Two current contact numbers representing the contractor must be available at all times for notifications during normal hours, after-hours, evenings, weekends, and state holidays.
