About this file
This is a Facilities Maintenance Supplemental document issued by the State of Maryland with an effective date of June 17, 2026, establishing additional requirements for a facilities maintenance contract at Spring Grove Hospital Center involving snow removal services. The supplemental does not specify project quantities, response dates, due dates, site visits, bidders' meetings, award dates, or contract terms, as it functions as an addendum to existing solicitation requirements rather than a standalone solicitation document.
The supplemental establishes mandatory security and operational requirements for contractor personnel, including employee identification badges, security clearance and criminal background checks, and compliance with on-site security procedures at State facilities, particularly those under the Maryland Department of Public Safety and Correctional Services and Maryland Department of Health. The document mandates compliance with Maryland's Green Purchasing Requirements and specifies that all janitorial supplies must meet the Maryland Green Purchasing Committee's Specifications for Environmentally Preferable Janitorial Supplies, with preference given to products manufactured by Blind Industries and Services of Maryland (BISM) when available. The supplemental prohibits procurement of mercury-containing products, requires written approval from the Contract Monitor for any personnel substitutions after contract commencement, and establishes that non-compliance with these provisions constitutes grounds for contract termination for default. Contractors may be required to submit quarterly green sales data including information on recycled content and third-party sustainability certifications throughout the contract term.
