About this file

This is Addendum No. 2 to an Invitation for Bid (IFB) for Snow Removal Services at Spring Grove Hospital Center in Maryland, issued on August 5, 2026, under eMMA reference BPM058032. The addendum clarifies key operational requirements for snow removal services at the 24-hour facility. Notification for snow removal occurs prior to anticipated snowfall rather than during or after storm completion. The contractor must staff the facility to maintain cleared and safe roads and parking lots throughout snow events to enable essential employees (15-20% of personnel) to access the campus for proactive road pre-treatment and snow management. There are no equipment or material restrictions on any surfaces throughout the campus. The addendum also provides clarification that Building MPRC, which was not clearly identified on the original map, is located in and adjacent to Tawes Hall, with a satellite image provided to pinpoint the MPRC buildings' locations.

No pricing terms, contract duration, award dates, or specific response deadlines are detailed in this addendum. The document serves as a clarification vehicle to address offerors' questions regarding operational expectations and facility specifications. All offerors must acknowledge receipt and acceptance of this addendum in their proposals.

Addendum No. 2

To Offerors: IFB – SGHC Snow Removal Services

Date Issued: 8.5.26

This addendum is hereby made as part of the Invitations for Bid for SGHC Snow Removal Services, eMMA: BPM058032. The following amendments, additions and corrections shall govern the solicitation.

All addenda must be acknowledged by offeror in their proposal.

Requests for Information:

1. When they do snow removal here, is the notification typically during a snow storm or is it at the end? Is part of this bid the expectation to staff the facility for the duration of the storm plus 2-3 hours to have it completely clear at the end? Or just come in and clear at notification/end.

Response: The notification occurs prior to the anticipated snowfall. Since the campus is a 24-hour site, roads and parking lots must be cleared and safe for employees to get into work to pre-treat roads and clear proactively, rather than letting snow build up. 15 to 20% of personnel here are essential employees.

2. Are there any equipment / material restrictions on any surfaces throughout the campus?

Response: None.

3. Building MPRC is not listed on map please clarify building number on map for MPRC

Response: MPRC is in and adjacent to Tawes. See attached satellite image noting MPRC buildings with red dots.
