About this file

This specification document outlines the technical and operational requirements for a bunkhouse trailer procurement by the Tennessee Emergency Management Agency (TEMA). TEMA is soliciting bids for the purchase of one mobile residential trailer designed to support emergency responders across Tennessee during emergencies and disasters. The trailer must contain ten separate bunk compartments, each equipped with dedicated climate control (wall-mounted air conditioning and heating units), safety systems (CO/smoke detectors and fire extinguishers), keyless entry locks, LED lighting with USB charging ports, and individual electrical outlets. The trailer specifications include a 2 5/16" coupler with electric tongue jack, silver exterior finish, minimum three sets of manual stabilizers, LED flood lights (two per side, one front, one rear), and a minimum 96" interior vertical clearance. All electrical, fire, and safety equipment must comply with NFPA, OSHA, and DOT standards. A pre-response conference is scheduled for November 13, 2025, at 10:30 AM Central via Microsoft Teams, with written questions due by November 17, 2025, at 2:00 PM Central. The response deadline is November 30, 2025. The contract term is twelve months following receipt of the purchase order, with delivery required to TEMA's Nashville facility at 3041 Sidco Drive on or before the completion of that twelve-month period.

The procurement requires firm, fixed pricing on an F.O.B. destination basis with pricing submitted in U.S. dollars, including brand and model names, warranty information, and service organization details. Bidders must be registered with the State of Tennessee Supplier Portal and comply with state and federal requirements, including Tennessee Department of Revenue registration and workers' compensation insurance. Commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate is required. The maximum contract liability is set at $160,000. No specific set-aside designations for disadvantaged enterprises are mentioned. Respondents are responsible for conducting on-site inspections and obtaining exact measurements prior to bid submission. The State reserves the right to reject any or all responses and may extend the contract term for an additional period not to exceed 180 days under the same terms and conditions.
