About this file

The document is a Request for Specifications for Tower Maintenance, Repair, and Installation Contract issued by the Tennessee Emergency Management Agency (TEMA) for Sourcing Event 34101-13613. The contract seeks trained radio communication tower climbers and ground crew to perform comprehensive maintenance services across multiple radio sites in West, Middle, East, and South East regions of Tennessee. Services include installing, repairing, and replacing antennas, feed lines, lightning protection systems, FAA warning lights, tower sections, cable ladders, and conducting tower inspections. The contract requires a minimum of two trained/certified tower climbers per job, with 24/7 emergency response capabilities, and work to be completed generally within five business days, with FAA tower light outages targeted for repair within three business days.

Pricing is structured with regular time rates applying from 7:00 AM to 6:00 PM Monday through Friday, and premium time rates for work outside those hours, including weekends and holidays. Parts, materials, supplies, and equipment will be billed at the contractor's cost plus fifteen percent, excluding parts included in quarterly and annual inspections. The specification document lists approximately 60 radio sites across Tennessee with varying tower types (self-supporting, guyed, mono-pole, fire tower, water tank, and building rooftop) and heights ranging from 20' to 1300'. The contract appears to be designed to provide flexible, on-demand maintenance services for the state's critical communication infrastructure, with sites spread across multiple counties and regions.
