About this file
This is an evaluation criteria document for RFQ 27ITS81MP01, issued by the Executive Office of Education (EOE) on behalf of the Massachusetts Department of Elementary and Secondary Education (DESE) for website modernization services. The RFQ solicits proposals from vendors on the statewide ITS81 contract to modernize the DESE website, currently comprising approximately 3,000 webpages and 12,000 downloadable documents managed by 54 content providers. The modernization project is structured in four phases: Business Requirements Refinement (4-6 weeks), Solution Architecture Design (6-8 weeks), Implementation with Prototype (10-14 weeks), and Data and Content Migration (4-6 weeks). Proposals are due September 28, 2026 at 1:00 PM, with questions due by September 8, 2026. Estimated award is scheduled for the week of October 20, 2026, with project start on November 5, 2026 and production go-live targeted for June 30, 2027. The resulting contract may extend to June 30, 2037 for related services.
Bidders must submit firm-fixed-price proposals for each phase using a cost response workbook and provide separate hourly rates for key resources, with rates remaining constant for the first three years and subsequent increases capped at 3% annually. Mandatory minimum qualifications require at least three years of experience delivering enterprise-wide website modernization projects within the past five years, including at least one government agency project and demonstrated experience implementing at least one Drupal solution hosted on AWS. All proposed project staff must meet the three-year experience threshold. The evaluation criteria prioritize the overall quality and specificity of the bidder's narrative business response, the quality of proposed key resources with relevant preferred experience, overall competitiveness of the firm's fixed-price cost proposal and hourly rates, and bidder demonstrations of comparable large-scale Drupal website modernization projects. Finalist bidders will present live demonstrations via remote conferencing with 60 minutes for use case presentations and 20 minutes for questions. All deliverables must achieve WCAG 2.1 or 2.2 Level A and AA compliance, and vendors must indemnify the Commonwealth against accessibility failures, with vendor liability capped at the greater of $100,000 or two times total contract value.

10. EVALUATION CRITERIA
EOE and DESE are seeking one or more Vendors (successful Bidders are referred to as “Vendors”) that can deliver the functional, technical, and non-functional needs explicitly specified in this RFQ and Attachments.
The responses to this RFQ will be evaluated based on the criteria listed in this section.
A Bidder’s response may be excluded as materially non-responsive for failure to meet one of the mandatory requirements (see Section 4) of this RFQ. Any remaining responses will be evaluated based upon:
a. The overall quality and specificity of the Bidder’s Narrative Business response.
b. The overall quality of the Bidder’s proposed key resources and whether their resumes reflect the “Preferred Experience” identified in Section 5.
c. Overall competitiveness of the firm, fixed price cost proposal. Hourly rates are also considered.
d. Bidder Demonstrations, as applicable.
EOE may host Bidder Demonstrations consistent with Section 9(D) of this RFQ and may evaluate selected Bidder’s abilities to demonstrate the processes represented in Attachment G: Finalist Oral Presentations Instructions.
EOE may consider prior experience with the Bidder and/or public information about the Bidder. Bidders that are disbarred may not submit a proposal.
EOE has described its requirements and expected deliverables in detail, and prefers a tightly aligned response, but will consider alternate Vendor proposals that might frame the project differently and/or present best value to the Commonwealth.
